"El Chatarrero" Captured in Guadalajara Airport

Yaqui for Borderland Beat from: Zeta
“El Chatarrero” was arrested in the Guadalajara airport; Narco-mantas in Ensenada were aimed at him earlier in August in Baja California.

The Office of the Attorney General of the Republic (FGR) executed   a re-aprehension order against Víctor Manuel Padilla Murillo, alias “El Chatarrero”, 38 years old, for the crime of organized crime, specifically kidnapping.

The first official data indicates that at 10:45 p.m. on Saturday, the subject was in the International Baggage Claim area at Guadalajara Airport, when he was intervened by federal agents.
Minutes earlier, the man arrived on a Volaris flight 919, coming from the city of Los Angeles, California, United States.

Padilla Moreno has an iron purchasing business, ie scrap metal business in El Sauzal, Ensenada, Baja California.

According to information obtained, he was linked to ties that had links with the Sinaloa Cartel, Arellano Felix Cartel (CAF) and Jalisco New Generation Cartel (CJNG).

Background:

Last April, the Deputy Attorney General of the Ensenada area, and now attorney, Cristian Colosio Lule, assigned two Ministerial Police officers as escorts for  Padilla Murillo, after he suffered an armed attack at his home in Valle Dorado, Ensenada.

On August 9 he was again attacked with a firearm when he entered without escorts another house in the Las Rosas subdivision; in both attacks were resulted in minor injuries.

In the first two weeks of August, four narco-mantas appeared in different parts of Ensenada whose messages related to “El Chatarrero” with organized crime groups with participation with elements of the PME.
August 26 Edition of Zeta:

Víctor Padilla, known as “El Negro” or “El Chatarras”, has escaped two armed attacks and has received threats in four unsigned blankets, where he is linked to ministerial colluded with the cartels; the lawsuit is for the crossing of drugs through containers from the Port of Ensenada to Tijuana.

In August, in Ensenada, criminal groups placed four narcomantas addressed to Víctor Manuel Padilla Murillo, aka “Negro” or “El Chatarras”, and to different agents of the State Attorney General's Office (PGJE) for links with the Sinaloa Cartel , Arellano Félix Cartel (CAF) and Jalisco New Generation Cartel (CJNG).

The criminal fabric between the prosecutor and organized crime lords, dedicated to the transfer of drugs from countries in South America to the United States, was exposed last January with the resignation of former Deputy Attorney General Alicia Velázquez Carmona.

Information from the state corporation indicates that Cristian Colosio Lule, when he took office in Ensenada, took Mexicali from Esteban Berrelleza Sánchez, as Commander of the Ministerial Police, and Oscar Miguel Tenorio Camarena, as Operational Commander. Another version is that Lule was “bought the place” and imposed it on both Mexican agents.

After three months the violence broke out, and this Wednesday, August 21, the now Attorney General in Baja California (Colosio Lule) transferred Tenorio Camarena to his corporation in Tecate, fearing aggression; In addition, unofficially said in the Attorney General's Office, he has requested special protection.

The agents of the Ministerial Police that were assigned to Padilla Murillo by the Attorney General's Office that Colosio Lule directs, with the argument that “the person's attorneys requested a protection measure from the MP, to proceed they accredited the requirements based on article 37 section VII of the National Code of Criminal Procedures, surveillance order at the Victim's home ”, were removed to“ El Junk ”after the last attack he survived. On Wednesday, August 21, José Luis Solís Sandoval was relocated to Playas de Rosarito, and Joaquín Montiel Padilla in Tijuana.

Scale of Threats:

The wave of threats began on August 8 at dawn, when subjects burned the Tenorio Camarena patrol in the Colinas de la Presa subdivision.

Hours later, the first blanket appeared in front of the Issstecali, in the Nueva Ensenada subdivision. In this threat they included the ministerial agents Solís Sandoval, Montiel and the head of homicides Rigoberto Zatarain: "they are not going to reach them for their funeral and they are going to have to get out of the jale they stole".

On August 16, another message appeared on the “Petronila” elementary school gate, against Tenorio Camarena: aka “rat click”.

Hours later, the warnings rose in pitch and on the Esmeralda Street the third blanket was reported, now directly addressed to Padilla Murillo: “We are going to kill all of your transport people , Reynaga chauffeurs and all those who help you get down the jacks through the cement , then you follow your ministerial montiel lamve dragged eggs ”.

The last Manta, The Most Violent:

None of the four narcomantas has been signed by any criminal group. In August they have hung five with related messages.

The last (and the most violent) was placed in the building of the luxury hotel Lucerne, on the Tijuana-Ensenada Transpeninsular Highway Numero Uno, and threw the body of a pig slaughtered as a warning sign.

There was a list of names in which Juan Carlos Martínez Salido was - who was recognized on January 2, 2012 for being a prominent element during the investigations in 2011 - together with the agent Pablo Aguilera Peña, who is escort of the commander operational; but counterparts relate them as CAF employees:

José Luis Escudero Escandón "El Quieto", "El Pelus", "El Piloto", of CAF.

Pablo Edwin Huerta Nuño "El Flaquito", from CAF. Jorge Mario Vera Palestina - “El Barbas” - in reality is Jorge Mario Vera Ayala, godson of Jorge Hank and son of Antonio Vera Palestina, murderer of the journalist Héctor “El Gato” Félix.

And Ricardo Bozada Alvarado, apparently a federal ex agent with several indirect amparo trials against the Federal Police (files 1078/2014 and 1913/2014); the first against the Commissioner of the Police and the second against members of the Federal Police Development Council of the Federal Police.

Who is Víctor Pandilla:

"El Negro" or "El Chatarras" is known among the police guild as a "young man who does not get into trouble, and hardworking", tall and robust build, 37 years old.

Part of a file in the Attorney General's Office (FGR) indicates that he is related to criminal groups dedicated to the Huachicoleo of pipelines of Pemex in Baja California - mainly in the area of El Hongo - and to hire hired hitmen to operate in kidnappings or murders.

Ministerials Care for Criminals:

Regarding the custody that was assigned to Victor Padilla for months, the attorney Colosio Lule responded to Semanario ZETA that, in relation to the protection with escorts belonging to the ministerial police, it was his lawyers who requested the MP a protection measure .

The above because they accredited before the judge the requirements based on article 37 section VII of the National Code of Criminal Procedures, order of surveillance in the domicile of the victim.

"Currently they no longer have it, because of the latest events," they replied.
The Dispute for the Offloading of Cocaine By Boats:

Data obtained from federal files indicate that Víctor Manuel Padilla has worked for “El Mayo” Zambada.

One of the researchers informed him: he receives the cocaine, which goes down in containers that arrive at the Port of Ensenada, and follows the distribution route under contract of transport companies (one of them mentioned in one of the messages such as Transportes Reynaga, which receives it at the Pemex ship terminal). Padilla commands a group of about 150 elements in Ensenada.
They informed of the participation in the criminal scene of a person nicknamed “El Marino”, who tried to charge Padilla floor; and when he refused to pay, the threats began.

The intention, they say, is to win the cocaine market. That happens to the people of “El Aquiles” and “La Rana”, of the Sinaloa Cartel, who already have the company under the agency.

On two occasions Padilla has fought armed attacks; one last March, at a home in Valle Dorado, and the second in the Las Rosas subdivision, a couple of weeks ago.

Following the first attack, he received protection from the PGJE of two escorts of the Ministerial Police, but in both attacks the shots fired by hitmen were not accurate.

The agents assigned to him were also threatened in a narcomanta, in which it read: “Víctor Manuel Padilla Murillo alias the black or the scrap metal for walking as a gangster, you have two and you have saved her but in the third one you no longer count them the two ministries that bring escorts José Luis Sandoval and Joaquín Montiel to whom neither with what they pay to the amafiado homicide coordinator Rigoberto Zatarain is going to reach them for their funeral they will have to take out of the jale that they have stolen ”.

Ministerial police reported that they refer to drug thefts that have occurred between the criminal gangs in Ensenada, and that days later the PGJE escort to “El Chatarras” (and the agents changed from city) was removed.

  4. "Last April, the Deputy Attorney General of the Ensenada area, and now attorney, Cristian Colosio Lule, " was this supposed to say *"and now Attorney General,"? Or has Lule become a private Attorney now?
