US, Mexico to announce new plans on cartels

"The new game plan is ... pick up the speed and arrest more people, faster," Donahue said. "That's what we're really trying to push — the cooperation that we currently have with Mexico to be a little more efficient, a little bit more aggressive."

He said the U.S. also intends to do more to help stem the flow of guns into Mexico that contributes to deadly violence in the country. Donahue said around 31,000 people were killed in Mexico last year, a record for a single year.

According to the DEA, the Mexican officials attending include Mexico's acting attorney general, Alberto Elías Beltrán; Mexico's chief director for the Criminal Investigations Agency, Omar Hamid García Harfuch; and Brigadier General Chief of Staff at Mexico's Ministry of Defense, Oswaldo Iván Galicia Galicia.

Donahue said the targeting of top cartel brass will remain a core component of bids to disrupt the powerful syndicates. The biggest trophy in this long-standing kingpin strategy was Sinaloa Cartel leader Joaquin "El Chapo" Guzman, extradited to New York in 2017 to face U.S. trafficking charges.

Sinaloa has dominated the drug supply to many U.S. cities, though the take-down of Guzman lessened its influence. Among up-and-coming cartels cutting into Sinaloa drug-market share is the Cartel Jalisco New Generation, or CJNG, led by Nemesio Oseguera Cervantes, also known as "El Mencho."

Last year, a DEA drug-threat report called CJNG "one of the most powerful and fastest growing in Mexico and the United States." It said the cartel's primary product is methamphetamine, with main U.S. distribution hubs in Los Angeles, New York, and Atlanta.

A 2018 report by the University of San Diego's Justice in Mexico said Guzman's takedown "dramatically reshaped the landscape of Mexican organized crime," including by clearing the way for Cervantes and the CJNG to expand.

The same report urged policymakers not to rely as much on a strategy of going after kingpins and extraditing them to the U.S., saying it often had a "hydra-effect," in which a new series of drug lords emerge and without reducing the overall menace of cartels.

Donahue defended the strategy to date, saying the U.S. and Mexico will "always go after the top dog" in a cartel and "always go after the entire organization."

  1. Amazing that one arrest re shaped all of the organized crime in Mexico and allowed for CJNG to florish. Chapo must have been even more powerful than we thought. He had Mencho on a leash up until 2014 when he was arrested.

Amlo says he dont want to use the military to fight the cartels. I guess shit is going to continiue. The most violent groups especially towards innocents or the groups that live of extortions have to be killed or captured.

    4. El chapo was fast when it came to smuggling el rapido. Ive read somewhere that the coke he smuggled was in usa soil before the plane that brought to mexico was back in colombia. Nevertheles Carrillo probably moved more weight and Oziel Cardenas kept sinaloa in check til he was extradited and cldnt pass on his orders so chapo was no genius

  2. My reply to the person who sent it in...who requested my take on the conference:

    I posted the article. I never like these big press conferences, usually unrealistic approaches and hype permeate the presser. This one is different. It seems sensible, and the U.S./DEA are very cautiously optimistic.

    So will anything change with this joint cooperation?....I say maybe. I can see a time where the U.S. gives the new president something so he looks good, and actually works with the U.S. at the borders.

    I say borders, because Mexico's south border is a swiss cheese mess and droves of economic migrants, drugs and weapons pour in as desired.

    Mexico does not have a border patrol. It is because there are no laws, supposedly, to stop migrants. The is no agency to stop immigrants. There is one to "help" migrants. Which is a bag of bullshit no one should buy.

    Google requirement on becoming a resident in Mexico. much tougher than U.S.

    Bottom line...yes there can be an improvement at the borders. and with AMLO massive support by people filled with hope he can get away with more than his predecessor.

    3. There are immigration laws in Mexico. It was last revised April 21 2016. It is very strict. Also... I think the Federal Preventive Police can act as Border Patrol, they just don't because Central and South Americans do not cross into Mexico to stay there. Not Mexicos problem. As a business in Mexico there aren't any incentives or advantages for hiring them. On the contrary, lots of problems if you hire a foreigner without proper documentation.

  3. If a core component continues to be eliminating top brass like El Mayo then this is bad for Mexico. As mentioned, the capture of El Chapo and previous fragmentation of the Sinaloa Cartel has been horrible for Mexico. Sure, go after the money..sure go after ruthless leaders like El Mencho...but dont make capturing top brass just to make headlines a priority.

    3. 5:13 - just got back from Guerrero, the average household income is $3,120/yr on coast. Twice that in the poppies. $4/gallon gasoline, $1/5 gallon water, very high toll roads, which are the only safe travel. Hopeless situation for those that harvest papayas and coconuts. They need hope badly, they have to contribute to what everyone here shouts about, to survive.

      I am positive that DEA, CIA, FBI, ICE, etcetera kNOW this because even the lowest taco vendor in Tiajuana sure does.

  8. Senor Chivis, the only part of the article that made my eyes grow wider is about better efforts to control arms and ammunition. Without armas and without municiones it will help. The selfish gringos who subsidize violence with their money for drugs remain hidden in the EUA. Nobody wants to talk about this. These are people who drive all the way across town to save 10 cents on a gallon of gasoline. Because Mexican mota is cheaper they will never buy legal marijuana. But no one talks about this.

On the off chance the Marines show up they would only be there in a security capacity. Nothing more. Look at your history books. Noriega was caught by the Rangers. When was the last time you bought a moonshine case of beer or bottle of wine from your buddy JOE on the street corner? Hmmmm.. exactly my point. Let the big companies control quality and selling of WEED and whatever else, tax it, keep the money into the US economy. F**k funding the cartels on drugs... Time to decapitate them where it really counts for them, drug proceeds.
