14 killed and 8 wounded in rehabilitation centre mass shooting in Chihuahua

Translated by Otis B Fly-Wheel for Borderland Beat from a Milenio article

Reporter: AFP
No less than 14 persons were killed and 8 wounded Tuesday night in the city of Chihuahua, when an armed commando attacked a rehabilitation centre for drug addicts informed the local Police.

"An armed group gained access to the inside of the centre of the Rehabilitacion Uniendo Familias and commenced to shoot the residents, killing 14 persons as well as leaving another 8 wounded", informed a press release of the Secretary for Security of the city of Chihuahua, capital city of the State.

According to the Secretary for Security, the attack against the centre for rehabilitation, was perpetrated with assault rifles. It is estimated that 25 persons were inside the centre during the attack, which produced a mobilization of first aiders to attend to the wounded.

Dozens of local Police patrols as well as State Police flooded the area while others established a search zone to try to find those responsible for the attack, who are presumed to be linked to organized crime.

Chihuahua which shares and ample border with the United States, is one of the States hit hardest by narco trafficking violence where the Juarez cartel operates fighting against the other criminal groups like the Sinaloa cartel.

The violence in Chihuahua seemed to have fallen but in the last year there have been a glut of attacks, above all in Ciudad Juarez, which shares a frontier with El Paso, and which a decade ago was considered one of the most dangerous cities in the world.

In the last decade, the violence linked to drug trafficking, has produced no less than half a dozen attacks against drug rehabilitation centres that the authorities signalled are adjustment of accounts between rival organized crime groups.

According to authorities, the gangs linked to narco trafficking, suspect that members of rival groups take refuge to hide there , which has led to the indiscriminate attacks.

  1. Between this and the bar incident recently, it's obvious someone is heating up Chihuahua.

I doubt it's La Linea (or NCDJ)... CDS stirring shit up again? Hope we don't see Juarez all over again...

Or is Mencho going for full domination?

    4. Word on the streets is it is a bounce back attempt by the Juarez Cartel. My sources on the ground are trying to confirm this but apparently leadership within the Juarez Group has decided they can quantify their coverage by carrying an all out assault on those who hinder them most. That's the playback I'm getting from boots on the ground.

    5. @8:12 they hire drug users to do their job and now they say these people hinder them?

Apparently these rehabilitation centers do great damage to local grameros, and they are not going to allow the messing with their maruchan, they had enough of a hard time addicting the mophaka to allow some CT styled rehabilitation centers like the ones they closed before, using the same technology of killing all the "rehab aspirants" they could.

    7. Smaller gangs with less criminals on the payroll and lacking trained workers for kidnapping, hits, beat downs, can always access quick workers at rehabs where they trade get addicts high and trade out dope for work. When the competing gang knows which rehabs their enemies are getting quick recruits from they'll make a statement like this and shut down the rehab friendly to their competing gang.

    2. @E42: Why the hell would a bunch of unarmed narcos want to stay in a rehab center?

It makes no sense at all and what makes no sense is mostly not true (especially if the government claims it to be true).

The only thing that makes sense is that rehab centers are bad for business and organized crime tend to ruthleslly eliminate that/those which are bad for business!

In my addiction treatment t center we only had to go for 3p hours, and often the time and dates were up to us, because people work and different hours apply, not every treatment center is public funded or a rich boys club experience, specially in mexico.

  3. Let's see who that dumbfuck Corral the governor of Chihuahua is going to blame for the violence in his capital city this time??? He recently blamed the Juarez mayor for the recent violence in Juarez talking out of his ass! Now that these massacres are happening locally is he going to take responsibility for them in Chihuahua? Very much doubt it!!!

    4. @ 10:19am that's a pretty broad generalization..there are a dozen rehab centers in my vicinity (inpatient.) I am an American (barely 'middle-class') who spent Jan thru April at one rehab here in NE CDMX. I was the only American, the first one ever there, actually, and neither my private US insurance nor any Medicaid did or would've paid for my rehab. I paid cash, and it cost much less than even my co-pay, deductible or co-insurance would have been in a U.S. rehab center whether private or state funded. Every other patient there was either voluntary, sent by judge in lieu of jail, in cooperation with IAPA ( gov branch for prevention y treatment of addiction) or literally tied up and dragged to the Center by desperate frustrated family members who paid the bill. I don't yet know of any private insurance companies (Aetna is reviewing the possibility) or Medicaid/obamacare programs which would ever approve or fund rehab abroad. And my experience is limited to 'urban' rehab center...I know nothing of the resort style luxury centers located in Playa, Cancun etc. THOSE places, perhaps, are for the American millionaires y organized crime element...

  9. Every cartel in Mexico meets the DoD and UN definition of a terrorist organization. If people really wanted to end the drug problem in Mexico all they'd have to do is deal with the cartels in the manner we deal with terrorist groups. If the Mexican government doesn't want to allow us to do so, too damn bad. There have been more overdose deaths in the US in the last year than Afghanistan and Iraq combined, the majority of those caused by drugs sold by cartels or their affiliates. War by chemical weapons instead of guns.

With no cartel paying them off the cops and politicians in Mexico will have to clean their country up just to maintain their own lifestyle (self interest is a wonderful motivator), or they'll risk Venezuela type citizen protests where they can't use Maduro's tactics of repression right on the U.S. border. It's amazing how not getting shot at tends to make the average citizen more willing to come out against their government...

  15. CT just had one of their last original leaders killed by CJNG; El 500, who used to be Tuta's man in Lazaro Cardenas, was killed for trying to leave CJNG and join forces with LNFM. CT has to be done as a group by now; Cenizo captured, his brother killed, and now the successor of Cenizo's brother, dead. I do wonder what happened with El Gallito (Tuta's nephew) and his cell, although they probably just became an armed wing of CJNG like the rest of CT.

  18. Would you imagine what would happen here in the U.S with all the junkies not receiving their daily dose? Dont come out with "U.S should fund clinics to clean them" because the truth is even in the U.S they dont give a shit about the drug problem. You must be playing Ghost recon badlands to much. How involved are you in the community you are in? Do you know of whats happening in your streets? What are you doing to make your community drug free? I volunteer at a local B&G club, and mentor them. It takes more than bullets to win this pandemic war on drugs.

Want to help end the drug war? Teach the youth not to get tangled with it, our schools are BS. Drugs are moved throughout most of the high schools in the U.S unfortunately.

This war takes more than gun blazing strategies.

  19. The definition of a terrorist is someone who interferes with the normal running of Government. The people who perpetrated this are murderers in my humble opinion.

    ReplyDelete
  20. Thanks for the true definition of terrorism.
And see the logic. However, wouldn't you think that cartels do interfere with running of government? Influencing government officials to permit such illicit activities. Influenced by measures of threats, violence and death?
So essentially they can be categorized as terrorists.
Just looking at this in a legal perspective.
Nevertheless, thanks for the legal terminology.

  23. @E42, That's why I said the cartels need to be removed. The government won't stop the cartels as long as they are being paid, but remove the cartel and you remove the vast majority of those payments. Without the cartel as a bad guy excuse the police forces won't be able to operate as they have. And those individuals in government positions that try to continue the drug trade are out in the open by virtue of their positions, so they'll be even easier to deal with than the cartels are.

@8:34, And how do you get an addict to stop taking the drugs? You remove their access to said drugs; long-term rehab centers, etc. Take out the cartels, same end result, removal of access to the drugs. Sure, the individual has to want to quit, but why would they when the supply is so readily available? I suppose it depends on whether you consider drug use a moral failing or a disease. Since significant current opinion points to addiction as a disease you cannot then point your finger at the diseased and blame them for the problem.

@Otis, In this particular instance, yes. However, overall cartel activity DOES meet the definition of terrorism. They are using violence, or the threat of violence, to force a change in the political structure of an area. Per Webster's; violent or destructive acts (such as bombing) committed by groups in order to intimidate a population or government into granting their demands.

Newspapers today are saying the recent violence here in this article as well as across Chihuahua is due to the capture of an Aztecas leader. Why does the government favor not creating violence in Sinaloa more than likely if Zambada is captured yet keeps capturing people in Chihuahua???
Goes to show that even now DEA and Mexican government favor CDS over others.
P.S.I, know CDS nuthuggers are going to have a field day promoting with propaganda their cartel because of what I, just said. Regardless of them...

  31. @11:30, Not saying the entire solution is to only deal with the cartels. I acknowledge the need to deal with the problem in our communities as well. But as long as the supply is there the majority of addicts that get helped will fall back into old habits. Going out and teaching kids not to use (or sell) in the first place, something I also do, works to a degree; but when they can see the guy down the street in his fancy car and all his nice stuff while their parent(s) works their butt off to scrape by it is hard to convince some of them not to take that route.

Yes, the solution requires more than guns and bullets. However, thinking that this can be solved ONLY by community outreach is absurd. The problem must be dealt with at all three levels. 1) People before they become users, 2)users rehabilitated and helped to get their lives back together, and 3) the cartels and gangs supplying the crap. 2 out of 3 won't do it either.

If you were asking my opinion about cartels in general I would agree to the extent that in some states at some periods in time, like the KT in Michoacan during the period when La Tuta was in charge, it was narco government and not government since the KT ran everything.
