Subject Matter: Organized crime in Guerrero
Recommendation: No prior subject matter knowledge required
Guerrero occupies the third place in terms of most poverty at 62% of the population and first place for homicides at 2884 in 2016 at the national level. It is the state most disputed among organized crime groups. There is a presence of 10 cartels, five of them top level. Its central zone has converted into a battlefield between two organizations Los Rojos and Los Ardillos and possibly others that authorities have not completely identified yet. The presence of 500 military and state police has not contained the disappearances and executions and the criminals come back each time more brutal.
In the last decade, Guerrero has converted in the land of cartels and death; the dispute between the Sinaloa cartel, CJNG, the Beltran Leyva Organization, the Knights Templar, La Familia Michoacana and no less than five local organizations have converted the state into the most violent with 18,000 executions since 2006, when the call to war against the narco was initiated.
In Guerrero, 12 of the 81 towns are considered neutral zones. The geographic location of Chilapa has converted it into a demarcation most fought over since 2012 by Los Ardillos and Los Rojos, and not only because it is an essential corridor for the transit of drugs, also its land is utilized for the growing of poppys, "that has just finished its first harvest of the year", according to the Guerrero Coordination Group.
What has happened this year, in Chilapa, there have been 48 executions related to the war between Los Rojos and Los Ardillos, Rojos and a third group of civil organizations known as "Los Jefes" or "Gente Nueva", different to the Gente Nueva of the Sinaloa cartel, only have a presence int he communities, and with a population of 129,867 only has 500 soldiers and 100 Municipals to police it.
This last weekend was a violent one in the State with no less that 23 deaths, 10 of them in Chilapa, two women and three men were killed by gunfire in different events and five bodies were incinerated in the interior of a taxi.
At the Start of the month, on Tuesday the 7th, 6 dismembered bodies in a state of decomposition appeared inside 13 plastic bags. On Thursday the 9th, they found another five bodies charred inside a vehicle. The brutality with which they perpetrate the executions in the indigenous town, "is very strong" assured the Governor Hector Astudillo Flores.
The growing wave of violence in the town led to the implementation of Operation Chilapa, in January of 2016. One year after the security strategy was put in place, the Mayor Jesus Parra Garcia blamed social networks and media for "inventing facts that affect the image of the town". With recent executions of PRI members he had to admit that the violence was aggravated during his administration.
These are times of crisis, of adversity, and are very complex. I have had to govern in the most difficult times for Chilapa, he told reporters.
Who are Los Rojos and Los Ardillos
In the period of 2012 - 2015, when the municipality was governed by PRI Francisco Javier Garcia Gonzalez, Los Rojos settled in Chilapa under the command of Zenen Nava Sanchez "El Chaparro", alleged family of Jesus Nava Romero " El Rojo".
He was a Lieutenant of Arturo Beltran Leyva and who was slaughtered in June of 2013 in Puebla. During this administration, the population lived through the first mass kidnappings, huge extortion of transport and businesses and brutal executions.

The battle for the central zone of Guerreo tainted at this moment Aguirre Rivero as well as Garcia Gonzalez and also the ex PRI Mario Moreno Arcos of Chilpancingo, and Ignacio Bacilio and Eduardo Nero all accused publicly of ties to Los Rojos.
In 2015, with the change of State Government and municipal, things had begun to escalate. The President of the organization Siempre Vivos, Jose Diaz Navarro, assured that a reduction in the violence would be felt because Zenen Nava, who in January of 2016 escaped after a two hour confrontation with the armed forces, had returned. According to the PGR, El Chaparro in one of the 13 priority objectives of Guerrero and Morelos.
In the last three years, Los Ardillos and Los Rojos, in their dispute for territory, have committed executions of extreme cruelty, torturing, decapitating, and incinerating corpses that were left in public places.
They have also been responsible for the disappearance of 130 persons, according to the Centre for Human Rights. The mass kidnappings in the towns of Zitlata and Chilapa, where the criminal groups kidnap the inhabitants, all in the presence of Military and State Police, denounce the ONG.
The confrontations between various cartels, as well as the kidnappings and executions against the inhabitants, have caused fear in Chilapa. Families prefer not to leave their houses aftern 7 at night , the schools are secured with padlocks and checkpoints that are reinforced.
Nevertheless, the organization Siempre Vivos considers that part of the violence that affects the towns of Tixtla and Zitlala, is a strategy of terror of the State and Federal Governments so that the population calls for the law of Homeland Security, that is pending for discussion at the Congress of the Union.
Totoloapan and the Tequileros
Located in the region of the Tierra Caliente, Totoloapan is, along with Ajuchitlan, Arcelio and Coyuca, the Municipality most threatened by Los Tequileros, a group that separated from La Famila Michoacana and since 2013 have occasioned the displacement of families from no less than 16 communities.
According to reports of the newspaper El Sur, Raibel Jacobo de Almonte, El Tequilero, was a plaza jefe for La Familia Michoacana. Once he had formed his own organization, he began controlling the San Miguel Totolapan and some rural populations in the border area of Rio Balsas. In 2016 his epower extended to populations of the municipalities of Ajuchitlan, Tlapehuala and Arcelia.
In the Tierra Caliente, six out of every ten homicides are attributed to Los Tequileros, who are also linked to a politician, PRI deputy Saul Beltran Orozco. Before the omission, complicity and participation of the local authorities, the local population had chosen to arm itself to the face this criminal organization.
The violence in Guerrero is generalized by the number of cartels that are disputing the third poorest State of the country, but also by the failed security strategy implemented by the Federal and State Governments, that while advising of "big changes" and advances in security the State remains the number one in the list for malicious homicides.

DeleteGuerrero has been taken by cds,beltranes,la familia, cjng.. michoacanos took out the zetas from Michoacan in less than a year, something that has NEVER been seen before in other states. Zacatecaz, Monterey, cahuila, veracruz, and tamaulipas all have a zeta presence and golfos can't get rid of them. Guerrero people are tough but not as United as in Michoacan that has like 4 or 5 cartel presence but half are with familia and half are with cjng but are still independent. After the fall of el botas Blancas guerrero turned into a battlefield and that's when guerrereses went independent and out of BLO with many gangs fighting each other for control. After many years of fighting there has still not been any control from a main cartel
Delete@11:37 pm Michoacanos were able to remove the Zetas from their state so quickly because they're weren't that many Zetas in Michoacán to begin with. Most of the Zetas that were sent to Michoacán in 2000-2007 were comandantes de estakas and finincial operators. Los Z didn't send many estakas because the Michocanos (who invited them into their territory) had enough of their own already. Think of the Zs in Michoacán during the early 2000s as similar to military advisors/contractors; they were brought in to help the Michocanos bolster their ability to defend and expand their territory. When La Familia realized los Z were about to fuck them, it was fairly easy to eject the Zetas from the state as the Michoacanos had far superior numbers.

The corruption within the government institution is seriously destroying its country. No upcoming change seems near for Mexico. Corruption is so embedded with the government that violence will continue to ravish the country. Solution: an inern government or just legalize the drugs so the killings can halt.
Something has to be done. Question what's the true solution?
America stop consumption? Doubt that?
Legalize the poison already so at least population control can take effect.

Things have changed and security issues are a factor now in Mexico.
We ( wife and I ) have raised our children with good morals and education at its forefront. Being business owner and wife a nurse , it's a tough decision for me to accept such an invite.
I have had colleagues pay ransoms for family members and vehicles taken from them while visiting.
Trying to instill such things to wife is becoming nerve wrecking.

Like you, I have foreboding feelings of a tragedy waiting to happen. Respectfully, I beg you o NOT go. Cancel and ideas of going and explain your "realistic" fears bluntly.
IMO:
First, Mexico must pay the price for what it became. Deny this "self-ruined" nation more victims. By NOT going, you will actually be doing Mexico a favor. Send Mexico a YA Basta message so that it take corrective actions.
Second, you and your family sound like ideal targets for criminal shakedowns and kidnappings. If something bad were to happen who would help you? Family? Law enforcement? Politicians? the press or media? I suspect that about all you would get is condolences while they would run away from you as if you smelled bad. Even kin might be wary of helping you!
Third, "mental Stress. Why take a chance?" Why engage in a potentially dangerous activity where much of your time will be spent in mortal fear of the unknown? Will you even be comfortable going to the store, church, a stroll through town, a night spot without feeling that you are being watched by "halcones" as a potential target of crime?
Fourth, what about others in your family troupe? Can you really trust them to stay safe just because you warn them of potential dangers? If they are young, trusting, and "la dee dah" risk takers will you not worry horribly while they are out on the town?
Finally, I sense that you have a voice, (call it a foreboding premonition) in your head pleading "Don't go." I pray you listen to this voice.

Long ago my mother used to vacation in Acapulco. And, the only time my best girl friend and I took a tour bus trip from our holiday in San Diego to Tiajuana...two blonde blue eyed 19year old girls without a care in the world got startled when the tour bus driver announced for everyone to "hold on close to our wallets" before we got off the bus. We were excited to visit but were saddened by the many children running up to us for money. Also, we laughed at signs that read 'divorce in 24hrs'...wow, we were green gringas.

At same time cocaina was growing business for Mexicans when they changed from buying wholesale instead of being mules for Columbianos.
I believe Calderón was correct to fight corrupción of narcos in instituciones which was guided by USA inteligence because he could not trust Mexico instituciones and CDS was the DEA's cartel.

It became worse in 1994 when Mexican economy had problem (devaluation of peso) and this hurt many and it achieved violence with more sicarios. During 1990s El Debate and Noroeste were required censor bad news because of narcos and a very powerful hotel owner and "who made his money having shrimp boats;)" (DEP). I think this is why little news came to USA from Mazatlan because many writers for El Debate and Noroeste were killed for reporting on anything the powerful didn't want in news.

Territory fights with motorcycle mounted cavalry, followed by pickup trucks of foot sicarrios, followed by armored vehicles attacking towns. Not in the news. What was found at the kids Amusement Park on the east side of Iguala? What is the strange dark smoke that stinks really bad coming from the hills? Why do the churches have fresh paint when most can barely afford beans and tortillas? I miss my friends from there. I won't ever go back.

ReplyDeleteAbout 10 minutes ago I saw three men going to kill someone. My friend and I were in her car in our town in Guerrero, and we passed three guys who had just gotten out of their car and were walking purposefully down the street. Their faces showed such focus and negative force, that I turned around to watch them. And I saw one pull a gun from his pants waistband in back and then replace it, possibly to lift the safety. I'm no gun expert; to me it was about the same size and shape of my Dad's Walthur ppk; maybe a little bigger. Kinda like a glock. My friend who is Mexicana also saw them because she, too, noticed their intensity. But she was driving so she didn't see the gun. When I told her, she reached for her phone, and said, we have to report it to someone. And I said, whatever you do, don't call the police, because they may work for them. If anything, we tell the army. She called her Dad, to tell him because he lives in our town, and he told us not to tell anyone. We are both shaken up, and plagued with the knowledge that there is nothing we can do that would not endanger us. This is life in Guerrero.

Alot of people dont know alot of the original members from the zetas where from michoacan. Alot of my family members where close friends to the trevinos and compadres. They where always from michoacan. Thats why they already had ties with the government and local authorities. I have alot of family from the zetas. They are still in michoacan. They never left.
