One of the most wanted CAF operators "El Chucky" arrested in Tijuana

In possession of a 9mm handgun and approximately 250 grams of crystal meth, the PEP(State Preventive Police) arrested Juan Carlos Hernandez Silva of 30 years of age, who is identified as a Lieutenant of the criminal alliance Jalisco-Cartel Arellano. He was arrested on January, 10th when he was driving over Boulevard 2000 in Tijuana, by the Tecate intersection.



At the moment of his arrest, he identified himself as a businessman dedicated to the purchase and sale of used cars, however he was already identified since the beginning of 2016  when he participated in a reunion of CAF members in Mexicali, which resulted in the capture of "El Karateka" in February of 2016.

The Coordination Group identifies him as one of the principal allies of Carlos Gamiño Gonzales "El Karateka" (detained and sentenced in 2016), and is currently responsible of the criminal control of Zona Norte (Tijuana's red light district), and the area of La Mesa in Tijuana.


In November of 2016, in the ZETA newspaper, the State Security Public Council, presented "El Chucky" as one of the 10 most wanted criminals of Baja California that were involved in assassinations. However the name of Hernandez Silva had already been in a similar list in February of 2009, when he was 23 years old, he was included by the PGJE and the US Marshal unit of the south of California, in a list, along with 11 other bi-national fugitives involved in crimes against human health, murder and kidnapping.

According to intelligence gathered by the Coordination Group:

1.- He is involved with several police officers who alert him of operations and judicial actions against him.

2.- He is responsible of the organization, coordination and the supervision of shipments of drugs to the United States.

3.- He orders assassinations of members of other criminal groups (contrarios).

4.- He recruits criminals and forms cells of operation and distrubition of drugs in Mexicali.

    3. When they arrested Karateca, and his brother/cousin, they were in Mexicali to talk business and strategy, with people they were potentially trying to convince to join them. That was the "CAF reunion' Cafatera has little if anything to do with CAF, they are running on the name only.

      Regarding drugs and weapons at time of arrest, difficult to say whether they are 'planted' by the authorities, no doubt it happens, but with the higher profile captures....I don't know. I think sometimes it reveals the reality of things, this guy wandering around with 2000 worth of meth in his car, is not who his songs depict. But, I think that is La Cafatera.

    6. J, I feel like LA Cafetera are just dudes who are being used by high profile CAF members to keep themselves off the radar of the authorities. They take advantage young unexperience criminals who want to make a name for themselves by engaging in assesinations, drug thief and trafficking but who at the end of the day are controlled by the real old school cafe members, such as Don balas, chencho beltran, and other people who have been in the business for years

    Be skeptical when you read the news, why?

    In many instances, these guys dont have the necessity to drive around with drugs in their possession, because that can be done by their workers or drug dealers.

    What really happens is that once the PEP captures you, they already know who you are because they have intelligence of your whereabouts, and criminals usually know this so they will not carry drugs or handguns in their possession. However, the PEP has several methods to interrogate criminals in order for them to give away the location of safe houses, their own house, and other criminals of their organization.

    Thats why the PEP is usually accused of torture, because they torture criminals in order to find drugs, guns and other wanted criminals, which in my opinion is a collateral effect of the war on drugs on innocent civilians that have fallen victims of the methods of the state police.

    Once criminals give away the location of their house, or any other info on stash houses and the location of other criminals of their organization, the PEP will go to those places, and steal whatever they like, it doesn't matter if its not an illegal item, they will take it if they want... now whether this is right or wrong, thats another topic. But the PEP steals drugs, tortures and interrogates while the narcos kill people, steal and sell drugs.. so I guess that is fair game?

    4. On the one hand, it seems kind of silly to hear that drug dealers were arrested carrying drugs and to think there's a conspiracy there.

      On the other, I have heard of Mexican police planting drugs on suspects to make the arrests easier. And you'd think that ranking members would have underlings to do this stuff for them.

Yes, I said it. they exist.... they don't cartel about plazas, power, having hit man under their command.. all they want to do is traffick drugs into the US.. those are the type of cartel members that usually don't carry guns because they don't mess with anyone, however if you are out there ordering assesinations well guess what? you better carry a handgun for self defense...

    9. I get that Wachito, there have always been guys who preferred to fly under the radar and get their monthly shipment across. It would seem pretty reckless to be a member of la Cafatera (given the intense turf war going on in TJ) and not carry a weapon. Lo tiene muchos huevos o lo esta muy tonto.

      I know a lot of guys get into the hustle wanting to be traffickers only....just moving product and that's it. But the problem is that you become targeted for money or product by other more agressive crews....

      A friend of mine one of the nicest most down to earth guys, more hippy than any thing and super religious. Dude was moving weight up here from south of the border he didn't even carry a gun his policy was never mess with any one. He got robbed more than once, he got shot (lived leg wound) the icing on the cake was getting kidnapped and he got lucky jumped out of car on USA side as they were trying to drive him into Mexico. So he had to make a choice arm heavy or walk away. He walked away and now owns a jewelery store in town. He didn't have the stomache to be a killer or a shooter....

      Thing is this he says that the guys who did it were probably told by his supplier he had a stash........ Who supplies who? Are you a good client for them? Or is someone else?

      If one of their bigger and better clients that was made up of killers and thugs lost a shipment/load or lost some money and needed to recover would you make an easy mark?

      Do they know about you?

      Who told them?

      These are all questions.....

      These guys care only about the money, there are no more old school rules about respect. Again this dude is one of the most polite guys.
      He made a lot of money I am sure he still has a lot of it, because he always lived below his means

    3. 'Dirty searches' happen frequently in Calif. While the feds have FOIA laws, California state does not so it is virtually impossible to smoke out dirty narcs that steal for their livelihood. It's a dirty, dirty game and don't play it thinking their are 'rules.'

  10. Another slap on the wrist. This guy will not do serious time. By the time the judiciary process commences its time served or lack of evidence. Everyone seems to walk in that country. Keeping there ill gotten fortunes and returning to illegal activities. So curious of why the Mexican government does not take these guys homes , assets etc. Or do they? Because it's not a hidden secret where these mansions reside? Probably the government on payroll not to touch or interfere. Allowing these scum bags to reap there ill gotten fortunes from the deaths of many . Strong borders everywhere not only Mexico will hopefully put a damper to them. Moreover , the transportation of goods from these individuals ( cartels) from allowing Mexican citizens with CDL liscence to halt from driving into United States. That will be a real bummer. Not against the good common people of Mexico but the illegal drugs which it finds its way into the American stream . NAFTA definitely needs a strong enforcement policy. It's weak . Since Mexico has become the narco capital state of the world. And Mexican government can't stop it . Maybe it is better to dismantle the trade agreement. Mexico show us you are a good neighbor and halt this drug epidemic killing millions around the world and maybe we will discuss future investment. Show the world you are sincere. Enough of the bullshit with your lack of laws protecting this practice for so long.

I dont support any cartel because their activies have a negative effect on the society, and even if you argue that people have the liberty to hurt their own bodies, before drugs make their way into people, cartels have to engage in assesination, extorsion, theft, intimidation and corruption, therefore, my personnal values do not allow me to support any cartel, in addition that as a contributor to Borderland beat I cannot have preferences for anyone.

    Read a story the other day on the blog of the narco. They claim Paco Stanley was wacked by AFO. They also claim all of the hit men from AFO escaped from prison in tijuana while serving time for other murders. Interesting story and wonder if there is any thruth and if the escapees were ever caught?

Close relative once told a story about how in a city in coahuila de Zetas busted a CDS stash house, with the municipal police, they were given shovel s and picks and had at least 100 k of caine, by the time press made it to the place they reported 4k confiscated..back when they dominated La Laguna
