Mx. Army General: ""If you want us to go back to our bases, fine, I'll be the first to raise both my hands,"

Mexico's top military officer said recently  that the army is uncomfortable with the law-enforcement role it was given a decade ago when the government launched an offensive against drug cartels.

The defense secretary, Gen. Salvador Cienfuegos, said the army's presence was supposed to be temporary while new police forces were built, but that hasn't happened.

Many local police in Mexico are corrupt, poorly trained or unreliable.
"We would love the police forces to do their job ... but they don't," Cienfuegos said.

"Ten years ago it was decided that the police should be rebuilt, and we still haven't seen that reconstruction," he said. "To sum it up, there are a large number of deaths that shouldn't be happening, there is a lack of commitment on the part of a lot of sectors. This isn't something that can be solved with bullets; it takes other measures and there hasn't been decisive action on budgets to make that happen."

The army has both been the target of attacks by criminals but also has been accused of killing unarmed suspected cartel gunmen.

Cienfuegos said at a year-end meeting that the army needs clearer rules to govern its work in supporting civilian law enforcement, like rules of engagement and the appropriate use of force. Congress has been considering legislation, but has not yet passed it.

"If you want us to go back to our bases, fine, I'll be the first to raise both my hands," Cienfuegos said. "We didn't ask to be here. We don't like it here. None of us here today went go to school to chase criminals."

    1. Negative! The military is not for civilian duties nor policing. In a war, they go after enemy combatants not criminals. They have certain protecrions through the Geneve Convention.

    3. Soldiers are trained to fight an opposing force not its citizens. The General is actually correct in his assessment of the Army's current role in fighting criminals. Where are these new police forces who were suppose to fight crime? Where is the money to fund these police forces? Oh yeah it's in the pockets of the mayors and governors.

    4. They went to school to be headquartered for no reason. Based on the last 10 years I can honestly say the SEMAR and SEDENA lacks leadership and honor as they have not shown the balls to overthrow the corrupt Mexican government from top to bottom.

      Why do they play the cat and mouse game with small criminal cells.

      Hard to believe those cells and military keep wasting so many resources while EPN and congress just watch

  3. Sounds like he is being paid by the cartels to withdraw military intervention in Mexico. Instead of showing a sense of urgency and necessity to continue to combat violence I'm Mexico. His hands are not up in defeat but rather for the taking. Maybe Mexico should relieve him of his duties and appoint someone who is diligent to fighting drug cartels. NO EXCUSES Make it happen should be the Moro here.

    1. 8:50 you clearly have no real sense of whats happening in mexico. Since tge begining of the drug war in 2006 id bet the real number of missing or dead relating to drug cartel violence or organized crime is around 100,000 to 150,000 people because the stakes got higher after the military was ordered to interviene. Let that number sink in before you gung ho trumpsters criticize a man who is basically telling it how it is.

    2. Totally Disagree! You have municipal cops, state/federal cops, and the military policing the same area;what a waste of total resources. The comment about the military not being trained on this type of activities is also warranted. There isn't a US military servicemember that's trained to perform local or state civilian policing duties.

    3. What makes you think Mexico has someone worthy to take his position? The last time I checked Mexico is not a military powerhouse. Maybe you should suit up and do these soldiers job if it's that easy. Sounds like he was answering to some sort of criticism. Most humans lash out when criticized. Until these critics contribute to the cause besides crying like mujeres then their voices are mute.

There's no basis for suggesting that the general's comments should be taken at anything less than face value. 2:25's comments are the only well informed ones. The military is being used as a de-facto police force in MX on a permanent basis - something it was never intended for.

  11. Army fights wars, there is a drug war going on in Mexico. Sounds to me he is throwing in the towel, cartels win. USA is rejoicing this moment and hoping to get a call from Mexico asking for help and adding it to the debt Mexico already has with them. Mexico will be USA'S bitch for ever. So sad can't get competent people to run this country.

  13. It is ridiculous. Mexicos military is incompetent. No control whatsoever. Wow , now they are crying and wining like babies saying we were not trained to fight. What a fine example to show the world that farmers and kids have shown the Mexican government who is winning. Moreover making a mockery of it. Truth is money is the root of all evil. Everything has a price. Especially the money involved in drug sales. Only solution is what Filipino president is doing. Clean house ( country). That would deter individuals from getting involved.

Calderon originally sent them out to get rid of the Zeta cartel for the Sinaloa cartel and to protect them ... he didn't exp3ct the zetas to last as long as they did ... alot of the people in cjng were trained by the military to protect the Sinaloa cartel but that back fired on them too .... they don't want to admit it but the military is more responsible for innocent deaths then any cartel they just like to put the blame on the waring cartels

  21. When will all police, and anyone who wants to stop organized crime understand Drug trafficking will never stop ? The best Justice is minding your own business. People will use drugs, people will sell drugs. That's the way it is and will be. Deal with it. This general realizes all this "war on drugs is pointless".

  23. One fact is true the Mexican military intervened on behalf of the Sinaloa cartel. Sinaloa cartel controlled the market providing the other cartels with product under an alliance which were just factions to sell and distribute. Monies were benefiting all parties until the war broke out due to the monopoly Sinaloa initiated. Resulting other cartels to go direct to the supply (Columbia). Where the profits outweighed the stagnation others were facing. In other words treachery and a business cut- throat was applied. Sinaloa with their bankroll had all Mexican government in there pockets. Bribing all to continue to flourish uninterrupted. Hey others got fed up.

  27. Don't you guys get it they catch Chapo Z40 Z42 , El H , Vicente Carillo Fuentes , and now they publicly declare that the army being deployed was a mistake . Its genius, things will go back to the vicente fox days cartel leaders will work with the government behind the scenes with less violence and more order. Military patrolling the streets looks bad , it looks like a failed state , they finally realized that the way isn't to confront these organization but to coexist with them . This has Rafael Caro Quientero written all over it . The big Capos that were arrested without a single shot was all part of the plan they will continue operating might even get released without the public knowing. Mexico loses in this war on drugs , the only country that benefits its the US . Mexico is smart and looks like they will take their own route and stop following what the US tells them .Peña Ñieto is not that dumb after all.

I don't think it can ever go back to the way it was in the 70's and 80's where gov coexisted peacefully with cartels.There wasn't too many hands moving the dope back then.Now everyone wants to take over and be independent just for that 1% of the pie.Now it's a totally different ball game with the dope being unleashed on the local Mexican population everywhere.There's a huge retail trade.There's no turning back unless the powers that be can convince Mexicans to just say no to drugs.Too little too late.Personally I think it's going to get a lot worse and it will be in your face in every municipality across the country.There's no getting away from it any more or even slowing it down.

  29. In a sense I understand where he's coming from. 2 yrs in Iraq as a infantry solider , it's hard to act as police. You have to let him take the gloves off an wipe em out . If they surrender or drop their weapons they still need to be eliminated .

  30. Send in American soldiers, SPECIAL OPS . Just like hunting Osama Bin Laden . We will make a difference. Drone surveillance is what Mexico needs to implement with military intervention. Long overdue. But expect high ranking officers from the Mexican government to oppose. They are the ones in cartels pockets.

  32. This is hogwash. Every military member,especially a General has an obligation to defend their country from any enemy foreign or domestic. Easy solution to problem. Military coup to take over Government with joint task force military naval and ground operations from surrounding countries Honduras,El Salvador.Mexican naval blockade of points of entry. All cargo planes nad ships originating from South American are diverted to be inspected. Meanwhile, Domestically; dismantle Cartels.Everybody knows who the major players are. Public Military tribunals and firing squads on any and all suspected cartel member's. First start with all known family members and associates immediately jailed or executed on the spot. Anti Drug traffic AcT t immediately passed in Mexican congres. Violation is punishable by death. Sentences carried out immediately in public squares and streamed on live T.V. I guarantee within a year Drugs will cease to exist in Mexico.

    1. All of what you just wrote has to be up to the Mexican government. The Colombians had enough with Escobar so they took the gloves off. Mexico has to get to that point in order for your plan to work. It get to that point if some high ranking politicians and their family start getting targeted by the cartels like Pablo did to the Colombians. The difference is the Mexican narcos aren't as crazy as the Medellin and Cali cartels were. The Mexican sicarios maybe drugged out of their minds most of the time but they aren't stupid enough to go after Mexican politicians.

Not some mexican billionaire moguls of drug trafficking that take more than their 10%...

Hard drugs meth, cocaine, heroine are a social abomination.Mexico needs to clean house from top to bottom.First hand experience tells me the caste system in the country is the root of the corruption.Access to affordable education is a long term soultion that will disuade people from choosing this life. The people in power are well aware of this and exploit there own kind time after time.U.S sanctions, asset seizure, of Mexican government officials will prompt them to maybe reconsider thier position on the drug trade. You either hit them in the pocket book or they are forced out by military tribunals. If the whole political system is corrupt then Mexico has no right to soverignty and should be taken over by international authority until a new government can be established.Nation building is not a foreign concept, it has been done before.Most people on this board seem to be enamored with picking winners and think these cartels are some how rightous.There are no winners just death and genocide. This is a humanitarian crisis that has long term deterimental consequences that the people do not see yet. At some point there will be an unforseen blow back. Some us will not sit back forever and do nothing.
