U.S. Says Wife of Rafael Caro Quintero is Conducting Cartel Activites on his behalf

Mexican Drug Lord Continues to Use Family Members to Hold His Assets

WASHINGTON – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) designated Mexican national Diana Espinoza Aguilar (a.k.a. Altagracia Espinoza Aguilar) today as a Specially Designated Narcotics Trafficker pursuant to the Foreign Narcotics Kingpin Designation Act (Kingpin Act).  Espinoza Aguilar acts for or on behalf of her reported common-law husband, Rafael Caro Quintero, by holding certain assets and conducting activities on his behalf.  Caro Quintero, a major Mexican narcotics trafficker, is a fugitive from U.S. justice and was also the mastermind of the murder of Drug Enforcement Administration (DEA) special agent (SA) Enrique Camarena in 1985.  As a result of today’s action, any assets that Diana Espinoza Aguilar may have under U.S. jurisdiction are frozen, and U.S. persons are generally prohibited from engaging in transactions with her.

“Today’s designation of Diana Espinoza Aguilar demonstrates yet again that her reported common-law husband, fugitive drug lord Rafael Caro Quintero, relies heavily on the support of his family members,” said John E. Smith, Acting OFAC Director.  “Treasury, in coordination with DEA, is committed to targeting Caro Quintero until he is brought to justice and his organization is dismantled.”

“DEA and Treasury utilize every possible tool to attack and dismantle violent, deadly criminal organizations such as that of Rafael Caro Quintero, who is responsible for the 1985 murder of DEA Special Agent Enrique ‘Kiki’ Camarena,” said DEA Deputy Administrator Jack Riley.  “Thanks to this Treasury action, Diana Espinoza Aguilar has been exposed as a key enabler and facilitator for Caro-Quintero and his vicious global drug trafficking and money laundering regime.”

Diana Espinoza Aguilar has had links to drug trafficking activities for years.  In 2008, she was arrested in Mexico with her then husband, a Colombian drug trafficker, and was charged with drug trafficking and money laundering-related offenses.  Espinoza Aguilar was sentenced to prison and while incarcerated in Puente Grande prison in the Mexican state of Jalisco, she met Caro Quintero who was also incarcerated at the time.  Espinoza Aguilar holds some of Caro Quintero’s assets under her name, which he obtained with drug proceeds.

The President identified Caro Quintero as a significant foreign narcotics trafficker pursuant to the Kingpin Act in 2000.  Caro Quintero began his criminal career in the late 1970s when he co-founded the Guadalajara drug cartel and amassed an illicit fortune.  He was convicted in Mexico for his involvement in SA Camarena’s murder and received a 40-year prison sentence.  While in prison, Caro Quintero maintained his relationships with Mexican drug trafficking organizations and used a network of family members and front persons to invest his illicit fortune into ostensibly legitimate companies and real estate projects in Guadalajara.  On August 9, 2013, Caro Quintero was released from a Mexican prison with 12 years remaining on his sentence.  Caro Quintero has continued to engage in drug trafficking activities since his release.

Caro Quintero has been indicted in the U.S. District Court for the Central District of California on criminal charges related to the kidnapping and murder of SA Camarena as well as drug trafficking.  The United States government, led by DEA, is seeking Caro Quintero’s capture and extradition to face these charges.  DEA is offering a reward of up to $5 million for information leading to his arrest and/or conviction.  OFAC and DEA worked closely to execute today’s action.

Since June 2000, more than 1,900 entities and individuals have been named pursuant to the Kingpin Act for their role in international narcotics trafficking.  Penalties for violations of the Kingpin Act range from civil penalties of up to $1.075 million per violation to more severe criminal penalties.  Criminal penalties for corporate officers may include up to 30 years in prison and fines of up to $5 million.  Criminal fines for corporations may reach $10 million.  Other individuals could face up to 10 years in prison and fines pursuant to Title 18 of the United States Code for criminal violations of the Kingpin Act.

    1. What you said is true. Many articles about it. Example, Wachovia Bank 352 Billion drug money laundered. Much is laundered through real estate in USA also. US GOVT. never does anything. USA more corrupt than Mexico by far. It's just hidden.

    2. The answer is simpler than you think: the banks aid and abet organizations which are friendly to our covert political and economic initiatives.

      Banks and other reputable institutions get a 'heads up' when they engage with organizations which are NOT working for us (which they then stop doing business with). In the absence of the 'heads up' they 'know' that there is is no risk of being investigated.

      Political actions deemed as valuable, but which must be kept secret must be funded somehow, dont they? Hence, such criminal enterprises are let to know that:
      - a certain part of their proceed must flow to certain other organizations and/or
      - certain activities are expected

      If the criminal entrprises comply they are given carte blanche to continue their activities.

    4. @7:09 You are correct that not CEO or other bank employees have been charged with crimes. The banks simply pay a fine.
      You are wrong about the US does not do anything about real estate acquired with illicit money. The US govt. has been the owner of a whore house in Nevada, shopping centers,, condominiums, hotels, etc.

    7. That's correct 10:20. At least half of the Taquiera, La Tiendas, Mercados and Mexican clothing stores you see are washing some bodies money. My wife's cousin had a clothing store for 8 yrs and I never saw one customer there when I went by to visit. She closed her business when she divorced her husband. I believe she was washing her suegro's drug money and without his money there was no way she could keep the doors open.

    1. You are right . They have been going about it all wrong .Give me 2 months in power and the drug flow out of mexico will decrease 80% . The commerce will be practically zero . Widen the border and create a no mans land . You bleeding hearts say it cant be done . I say bullshit ! We don't have to do commerce with mexico . Cut them off for a while and get some act right in them . The CITIZENS of the U.S. are ready . You people can blame blame blame but the fact is that if we tighten down on the border drugs will slow down .
      I say just keep cutting heads and see how many can grow and bite one another . As long as these criminals are killing each other we are getting ahead .
      Look at all the advance the Southlake murders caused. We get a major cartel figure gone . Then the retaliations to and fro . We get all these criminals off the street and information on dozens more . I don't see any loss in it . Oh yea another win . It makes U.S. citizens more aware of these animals and what they are .

    This is all going to get very interesting here in July when Guerro gets released... He sitting in USP Atwater now, after serving 2 decades in the SuperMax.
    I'm not in the loop at all, but I'll bet all the dope in East Palo Alto that he ain't gonna be taking orders from Ivan.
    With Mayo's offspring ALL on the US witness list against Chapo, I venture to say his position at the top is untenable at best. Chapo is done.
    My prediction is to look for Azul to Broker a deal with Guerro and Ysidro to run The Sinaloa Cartel. Or Guerro and Ysidro to go all out and remove Azul and Mayo. Either way it's gonna get bloody.

    1. OK let me explain to you the way it is from an inside spectator. Chapo used to work for RCQ it's where he got his start, but that doesn't mean he stayed his underling. CHAPO became a big fish back in the late 80's when he came up with the tunnel idea. All of the bosses laughed at him and called him loco. So he built his first tunnel in Agua prieto to Douglas AZ, and whether people know it or not Once apon a time AZ was the largest point of entry for cocaine and weed in the country. Amado,the Arrellanos and everybody started to notice and get jealous because the Columbians wanted to and started to give more work to chapo calling him El Rapido because he would guarantee the delivery of your product with no losses. So chapo was moving sometimes 5 tons a day thru tunnels. When the cardinal was killed it had nothing to do with Chapo. NOTHING AT ALL. But Amado and The Arrellanos saw it as a opportunity to blame Chapo and remove him as their competition. One thing the Columbiana loved about Chapo was that he was a straight honorable business man in their line of work. He never stole loads with false excuses. He was head and shoulders above anybody else as far as his thinking went. For people who really know it was his friend Guerra palmar who was in cahoots with Amado to turn Chapo in when he went on the run, this is fact. So in puente grade the DEA and cia wanted to find a way to work with all cartels to become one. And they went looking for Chapo because they were so impressed as to how a bean farmer with no education could be so genius with introducing that much drugs into the USA. El Chapo was already worth half a billion when he went in to puente grande. So after all interviews of him in prison it was decided he would be the one they would work with. He didn't start a war because of greed, the war started because when he got everybody together all couldn't understand his vision and refused to work under him, so rather than kill a sweet deal to work unlimited it was El Mayo who started those wars because he had Chapo protection and Chapo had DEA and CIA protection which meant the Mexican government had to go along also. Is Chapo finished maybe maybe not bit he is done as boss of the cartel, they are all done because cartels as we know them are done. But there is more to El Chapo than the common people know which I have been trying to get published based on testimony and confidential documents thru my former DEA friends, but I was forced into retirement for wanting to expose the true story. But my book will be published one way or the other. And Chapo was not a big fish in a pond or the biggest fish in the pond, in '97 he became the POND.

Mayo is gone very soon as Chapo trial begins and his sons get paraded into Federal Court to testify against the CIA guy Chapo. Tssssssttttt.       Ysidro, for whatever anyone says, has always been in Northern Sinaloa without Chapo, Mayo, Anthrax, or anyone being able to dislodge him. The $5M bounty US has on him, testify to how serious they take him.

That is evident with the half dozen wives/baby mommas and the 12 plus children. So who gave the order to kill Rodolfo Carrillo Fuentes? El Mayo? I thought Mayo was always the voice of reason? Isn't that the reason he has lasted so long? Why did the Carrillo Fuentes help bank roll Chapo's escape if they were in cahoots with the AFO? And the murder of the Cardinal was the beginning of the end for the AFO. If it wasn't for that big mistake Chapo wouldn't have beaten the Arrellano brothers. Fact. So you are wrong about the Cardinals murder and Chapo. Chapo was the intended target for god's sake. The information coming from the drug business in Mexico is nothing but pure speculation even for the DEA. With that said the info from your DEA "friends" is more of the same.
