Cartel godfather to be freed from U.S. prison. More to follow soon.

With all the fragmentation of the major cartels into smaller cartels or just multiple gangs over the recent past   it is hard to keep up with who is the leader of which cartel or even how many cartels there are.  

Things could get much more complicated in the near future.  In the next 4 years,  3 'major players' and/or  founders of some of Mexico's most notorious cartels will be released from U.S. federal prisons.  How will they react with all the young Turks who now seem to running many of the cartels today.  Only time will tell.

The first on the list to be released in the next 4 years is Palma Salazar.   He was an early leader who along with Chapo Guzman was instrumental in building the Sinaloa Cartel in the power it  became.  He is to be freed by June 2016, according to the U.S  Bureau of Prisons, as he has completed his sentence of 19 years.

It is not the first time that Palmar had served time in US prisons.    In 1978, Palma was arrested in Arizona on drug trafficking and sentenced to eight years in a U.S. prison.  He served his sentence and was sent back to Mexico where he resumed his career in drug trafficking.

As reported in the Chron, according to  Mike Vigil, a retired chief of international operations for the Drug Enforcement Administration, Palma's return to Mexico may have precipitated a major shift in the drug wars from a cartel policy of surgical kills when necessary to wholesale killing.  This shift was brought about by some extreme personal tragedies that he suffered after he was released from prison the first time.

The story is that while he was in prison in the US after the 1978 arrest his wife, Guadalupe, fell in love with the husband of her sister, a Venezuelan named Rafael Clavel.  Palma and Clavel had worked together trafficking drugs since they both worked for the Guadalajara Cartel. 

Clavel got Guadalupe to withdraw 7 million dollars that Salazar had stashed in a Mexican bank. 
He and Salazar's wife then fled with Salazar and Guadalupe's 2 small children.  Salazar was furious and swore revenge against Clavel .  Clavel responded by sending a least a part Palma's wife back to him.  Clavel had decapitated Guadalupe, packed her head in ice and sent it to Salazar. 

Clavel then fled to Venezuela where he threw the children, one at a time, off a high bridge.  He filmed them falling and splattering on the asphalt below and sent the tape to Salazar.

 "It devastated him," recalled Mike Vigil.  "After his kids were killed, he lost all of his morality," Vigil said of Palma-Salazar.

The death of Palma Salazar's family revealed a dramatic shift in Mexico's drug violence.
"Before it was kind of like the Italian Mafia, you don't screw with the family, " Vigil said.

 t was the first time a narco got that way with the family of another narco and Guadalupe was the first beheading, an atrocity  that is now common.

 Clavel soon afterward went to work for Gallardo in the Tijuana Cartel.   Miguel Ángel Félix Gallardo, the Godfather of the Guadalara Cartel, had awarded Tijuana to his nephews when he divided the plazas.  They  later formed the Tijuana Cartel (Arellano Félix Organization)

 In retaliation for what Clavel had done, Palma executed Gallardo's lawyer and Clavel's three children.  There are rumors that Salazar also killed nine members of the Arellano family.  Clavels was arrested and sent to prison before Palma got to him.  According to the official reports Clavel was killed in prison from a stab wound.  According to  rumors, Clavel was decapitated in prison on the orders of Palma Salvador. 

Palma broke his ties to Gallardo groups and sought out Chapo Guzman.  He worked along side Guzman in forming the Sinaloa Cartel.  After Guzman's arrest in Guatemala in 1993 Palma continued in a leadership role and even expanded the international operations of the Sinaloa Cartel.  By the time Palma was arrested in  1995 he had replaced Chapo as the world's most wanted drug trafficker.

He had managed to avoid arrest by paying hefty bribes where ever necessary.   Palma had managed to corrupt the Judicial Police Federal (PJF), avoiding detection, posing as an element of the Judicial Police Federal, he traveled  in a heavily armed convoy of PJF police . Plus later he discovered that he was able to avoid capture by staying in the house of the commander of the local police.

His corruption of the judicial system in Mexico and his influence was strong even after he was jailed on his current charges.  An example of his strength in the Juciary was when 18 of his men were arrested in possession of 28 "long guns", 2 hand guns, 223 clips, and 10K bullets, 12 grenade launchers, 18 hand grenades, smoke grenades and bullet proof vests.  The men were released by Judge Jose Luis Gomez Martinez, who stated that there was no evidence that they were part of any criminal organization

Vigil predicted Palma Salazar will soon be back in business.

"I don't know how much money he has now, but the fact of the matter is that this is the only business he knows," Vigil said.

The next on the list to be released in the next 4 years is Miguel Angel Caro Quintero.  His release date is October 19, 2019.  Miguel Angel Caro was a member of the now dissolved Guadalajara Cartel.

In 2010, Quintero was sentenced to 17 years in prison for trafficking marijuana and participating in organized crime according to CNN.

 Pleaded guilty to trafficking more than 100 tons of marijuana.  Between 1985 and 1988, when the marijuana was trafficked, Caro-Quintero made about $100 million according to a release from the U.S. Department of Justice.

He is the younger brother of Rafael Caro Quintero.  Big brother Rafael served 28 years of a 40-year sentence for the murder of  Drug Enforcement Administration (DEA) undercover agent Enrique "Kiki" Camarena Salazar,  in 1985. He was released from a Mexican prison at 4:30AM on August 9, 2013 under suspicious circumstances.


A state court ruled the night before he was released (after he was impisoned for 28 years) that he had been tried improperly and ordered him released.  The court issuing the order nor the prison authorities announce his imminent release.

His release caused an uproar in government circles in the US, especially at the DEA.  The US said it had requested his requested his extradition to the US when he was released.  Mexico said the US extradition papers were not valid because they had been signed by a Deputy Chief of some department at the US Embassy in Mx. City rather than by the Ambassador as required by law so that they had no authority to hold him.  New papers were quickly redrawn and signed by the Ambassador and delivered to the Mexican govt. Under pressure by the US Mexico issued an arrest warrant but by that time Caro had disappeared.  He is currently a fugitive.

The sentences imposed do not match up to the date of release for some of the above.  The only explanation I can offer  is while some faced an excess of 19 years behind bars, good behavior serves as a crucial bargaining chip for a reduced sentence.

He is scheduled for release is April 2018.  When Amado Carrillo Fuentes founded the Juarez cartel with his brother Quintero-Payan was his second in command.

After Carrillo-Fuentes' death from plastic surgery (though many people think he faked his death), Quintero-Payan assumed a greater leadership role within the cartel.  

Don Juan will be 76 years old when he is released.  But  the retired DEA agent Mike Vigil  stressed that he is in great condition with enough life in him to return to the drug trade upon his release.

 "I was on the plane that was transporting him to the U.S.," Vigil said. "He's very sharp and cunning. This is an individual you would not want to cross paths with, he's a psychopathic killer."

During his sentencing, Payan  asked for forgiveness: “I ask for forgiveness to the society of the United States. I know I have done wrong and I accept my responsibility. 

Quintera Pavan Family Ties

 In addition to being the uncle of Miguel Caro Quintero and Rafael Caro Quintero, Quintero Payan he is also the great uncle of Sandra Ávila Beltrán  who is also known as "La Reina del Pacifico" (Queen of the Pacific). Since 2007, she has been held in a Mexican prison on charges of organized crime, money laundering and conspiracy to traffic drugs.


 
Although some are facing charges in Mexico upon their release and deportation, it isn't a rarity for Mexico judges to order the release of criminals on suspiciously convenient technicalities. Miguel, who will be released in 2019, is the brother of Rafael Caro Quintero — the man at the center of the most famous instance of convenient technicalities (the one released at 4:30AM).

As Mike Vigil told My San Antonio in a telephone interview, 

"They have significant knowledge of the drug trade and tremendous smuggling capabilities," Vigil said. "It won't take them long to get into the drug trade which will contribute to the movement of drugs into the U.S."

 "Now that Miguel is going to be released I guarantee you he's going to link up with his brother, the drug trade is all they know," Vigil, author of the book DEAL, said.

Despite spending more than a decade behind bars, the group remains well connected and highly respected for their role in the foundation of the drug trade. Vigil has no doubts the trio will be welcomed back into their respective trades "with welcome arms."

Clavel was Miguel Angel Felix Gallardo's colombian man, and the Arellano Felix were his men, and don Chuyito Labra Avilés, but Jorge Hank Rohn was THE GODFATHER with the tijuana cartel until he got denounced...until then, the Atracomulca cartel made doo with them, no wonder the friendships got lost, chilangos de atracomulco got involved in all the cartels and remain 8nvolved up to now, not as accepters of kickbacks corrupted by the narcos, but as the corrupt ones, running shit for their benefit.
      I hope el güero Palmas does not come out all respectful of don el padrino miguel angel felix gallardo kissing his pinkie and shit, and forgets he got imprisoned on trumped up charges because "he was on the way" of somebody and the US was playing along...

They circumvented their own prohibition that forbade the Opium trade and directly made contact with the illegal Sinaloan producers and sidestepping their own - so devastating - policies and legislation kind of under the table enticed them to start up production again. This indeed was done to create a possibility to obtain enough painkilling to meet the enormous demand that was foreseen for the expected amounts of wounded that one could expect as a result / consequence of the military war effort in WW2. After WW2 came to a conclusion demand started declining (and the international markets for strictly regulated supply of opiates became accessible, reliable and stable again) the US seemlessly and without so much as a "thank tou" returned to their previous policy of suppression (which I imagine must have caused bad blood, feelings of being betrayed and used, by their now again actively illegalized wartime producing trading partners, who indeed from the earliest days were mainly located in Sinaloa, where the trade was once started and set up by local Chinese immigrants who had the necessary knowledge). Illegalization came about in the same decade and kind of hand in hand with the prohibition of alcohol, only that prohibition was turned back after ten years, in which period alcohol consumption quadrupled and heavy crime took of like wildfire as a result. The US are not intensionally known for either their wisdom nor for their honesty, nor for their ability to learn anything from errors made in the past, and thus prohibition of Opium and some derivatives thereof was never made undone, and many more "drugs", which of course only means as much as 'medicines' are made illegal since and after adding to their lists of suppressed substances have also become so profitable that cartels churn in the hundreds of billions ever since, it all resulting in the most horrible abominations that all come from greed and are carried out by the most ruthless ones who have tendences of being (ultra) violent as well as who lack the qualities and qualifications to do sonething else, something that would serve society and man(kind), instead. Poverty, the too extremely unequal spreading of means of living (money), and often a downright lack of chances play a similar role in keeping the madness go as the fact that the vulnerable, unarmed people in societies that do not offer fair protection are being forced by threat and directly exerted violence does.) The War on Drugs is an aberration with far reaching consequences, socially of course and also with environmental implications. It is purely economic because: profitable - for armsdealers and - manufacturers, prison corporations, cops, judges and anybody else in law and law enforcement and a complete cluster of supply industries that surround the whole shebang, the overwhelming, collective stupidity and a tendency towards unfairness of the populace may be the ultimate shortcomings that keep its insanity go - it is not drugs as it is a well-known fact that legalization soon leads to enormously significant drops in amounts of users, and it is the hysteria and lack of practical approach and education that cause the brunt of the harm drugs do, as most drugs as long as they are carefully dosed only have therapeutic effects and no life-threatening. It would be so much wiser, and especially desirable, to rather try to find scientific answers that would bring us mankind insight and knowledge of WHY it is that so many of us are looking for SOMETHING in their lives, something additional, like substances in the first place...

      Caro is still out there somewhere, I think Azul is still out there, and maybe "the Lord of the skies" is still out there. With Palma coming out and little Caro brother coming out soon that makes quite a group.

      They all still command a great deal of respect and trust in the business. They won't be leading a squad of sicarios, or setting up ambushes against the military or shooting down helicopters, but if they can (through their accumulated wisdom acquired getting to be "old geezers") show the fractured groups a plan of operation that would make them more money greatly lesson the risk, they might just make it happen.

      The "business" is constantly changing. Who knows? Only time will tell.

    4. The golden era of trafficking is over nowadays its whos got the most guns and who is willing to be the bloodiest. I grew up in the Calexico/mexicali frontera away from most of the bloodshed. I graduated from Calexico High and got to enjoy the mexicali nightlife. Times are a change the golden years of narcos living in Calexico and working in mexicali are over.

As the federal government role in drug trafficking gets exposed, and the involvement of some of the biggest politicians and businessmen gets made clear to people, they all are working for reforms that include their keeping what they have earned illegally, no retroactive punishments or charges, or even accusations without "proof", AND none of them have to testify about their "private business", no matter what the accusations...

  7. Another founding member of the Sinaloa Cartel was Adrián Gómez González. A quick check with Wiki provides little information about Gonzalez. All references about him seem to be copied directly from the six lines in Wicki. Does anybody have any info about this boss post 1989? There are no pictures available from any date. Did he retire or did he take that trip to Belize??

They began calling him el rapido because he was moving at least 2 tons of coke a day with no losses. El Chapo has long been a favorite of the Columbians and for those that think el chapo wasn't worth hundreds of millions back then dont know when he was arrested in Guatemala he left his brother 300 million to work with. El Chapo is the cream of the crop in the business

OK weed is one thing but class-a drugs are class-a for a reason - simply that most people can't handle them and end up totally fucked up and addicted? People who say govnmt should legalise class-a's clearly have never been in close proximity to junkies on a day-to-day basis. I mean, it sounds good and happy as an idea but how could this kind of thing really work out long-term? I can laugh now, but from being in a night-shelter hostel for 4 months I just saw the banality and harshness of living like that. And people say legalising class a drungs would solve all this? just wondering if anyone has any junkie stories to tell... in case you need something to help you envision what i'm rambling about, liveleak's got a few examples just search "crackhead" etc.

His name was carlo gambino and he lived like a lowkey grandfather but sure had his hands in a lot of cookie jars here in the u.s and elsewhere!   28. What people have to understand when considering where his loyalty lies is that he wasn't leading his own organization within in CDS like El Mayo or El Azul. He and Chapo were partners who were the leaders of their own single organization. So unless he feels like Chapo somehow betrayed him or didn't take care of his family he will be loyal to Chapo's faction of the cartel, most likely in alliance with El Mayo (who both he and Chapo worked with before his arrest). Chapo and Guero worked together to build their own group, El Mayo was already a significant trafficker with his own group within the Guadalajara cartel, then after things split up, Chapo/Guero worked alonside El Mayo and also with El Azul and Amado Carillo (whom with Mayo was close with). Nobody objected to Chapo/Guero going after the Arellanos and although Mayo got fully involved later, originally they all just cut business ties the Tijuana cartel (especially after cardinal killing).

  29. Here is a link to the 2008 killing of Guero's brother , Luis Valerio , in Guamuchil . A girl I knew in Monterrey at a university in the early 1990's was a relative of the Palmas . She now has residences in Delaware and in Barcelona , Spain . I can't see Hector doing anything other than going back to his roots .

  31. A man with an abundance of learned patience, who could have packed his anger instead of taking advantage of therapeutic sessions offered in U.S. prisons, could be a transformed psychopath. In other words, the U.S. of A. could have created a psychopath, a disorder that is generally hereditary. Palmas may be able to organize Guzman's left behind mess, however some may be forgetting about CJNG among others in the mix, moving ahead with Sinaloa. The saying, "things get worse before better," may have truth to it after all. Sad. How many more innocents along with undoubtedly the drug dealers, who do mind their own business, will be taken out without a blink of an eye? Maybe Palmas will just live his life outside of that idea, no matter how tempting, enjoying his freedom
