Who are "Creed" and "Z 27"?

By now, most of the readers of BB know that Ivan Hernandez Cantu, alias "Creed" is a Zeta from the Monterrey area that he was the big boss and controlled the prison, Topo Chico, in Monterrey. 

He lived a life of luxury there, with a cell that was 3 times the size of a normal cell (without a lock on the door), had a king sized bed and a  private tiled bath, and of course TV, AC, and all the toys and gadgets you would expect to see in a luxury home. 

Juan Pedro Saldivar Farias, known as Z 27, is a Zeta who is alleged to have been the regional leader of the Los Zetas in Tamaulipas.   Z 27 had  been in Topo Chico only a couple of months after being transferred there from Matamoros Cereso.

With the luxury life style of cartel bosses in Topo Chico, it is no wonder that Z 27 went to court in Tamaulipas and obtained an amparo (injunction) stating that he was not a dangerous criminal and posed no threat and the judge ordered his release from the maximum security prison in Matamoros and ordered  that he be transferred to Topo Chico..  Nuevo Leon Governor "Bronco" Rodriquez called that judges decision "absurd".

After a short while in Topo Chico Z 27 wanted to take control of the prison away from "Creed" and be the big boss himself.  He organized and led a group of about 20 Zeta inmates from the Tamaulipas region to attack and kill Creed.  The attempt did not succeed, but resulted in the riot that took place on Feb. 10 and the early hours of Feb. 11  during which 49 people were killed.



CRIMES OF THE INMATES

Zocalo.com reported the name and crimes of some of the dead.

Juan Hernandez Cantu "Creed", was arrested in 2012 on charges of kidnapping and sale of drugs in the municipalities of Juarez, San Nicolas, Guadalupe and Apodaca..  The State Public Security spokesman reported that Hernandez Cantu was arrested with 23 other people linked to a Zeta cell involved in at least 48 murders in Nuevo Leon from 2011 until his arrest.

Juan Pedro Saldivar Farias, "Z-27" was arrested in October 2013 in the municipality of San Nicolas de los Garza and identified as the alleged regional Zeta boss in Tamaulipas.  He was allegedly involved in  the attack against two agents of Immigration and Customs Enforcement (ICE) on a road in San Luis Potosi in 2011 that killed agent Jamie Zapata.
 Z-27  was also linked to the disappearance of US citizen David Michael Hartley which occurred on 30 September 2010 at Falcon Lake where Hartley and his wife were jet skiing.
Hartley's wife says her husband was shot in the head and as a result “flew” off his jet ski while the couple was returning from the landmark on the Mexican side of Lake Falcon ...
.Saldivar Farias is the brother of Jose Manuel Saldivar Farias, "Z-31" or 'Frase"  who was the regional leader of the Zetas in Nuevo Leon, Tamaulipas and Coahuila, and who was arrested when he tried to smuggle a ton of marijuana into the United States.


Among those killed in  the riot are those who were imprisoned for minor offenses, (some even awaiting trial or were still on trial) and tossed into Topo Chico with some of Mexico's most hardened criminals   They were all in the general population with drug dealers, kidnappers and people linked to multiple murders. 

"Ayyy, my son is on the list! (list of dead prisoners that was posted at the gate of the prison) " 63-year-old Maria Guadalupe Ramirez screamed when she saw the name of her son, Jose Guadalupe Ramirez Quintero, 26, before collapsing into the arms of a daughter and human rights workers.

"He had already gotten out. They picked him up again just for drinking. ... There is injustice in this prison," she said, shaking her fists and sobbing.  He was re-arrested for being drunk while celebrating his release from prison after serving 2 1/2 years for a robbery.

One of the cases that has drawn the most attention is that of Erick Gonzalez Calzada , who was arrested for stealing a car stereo committed in Reynosa, Tamaulipas.

Similar cases occurred with Luis Alejandro Ortiz Martinez, Luis Montemayor Torres and Juan Francisco Jesus Aguilar Garcia, who were arrested for vehicle theft

Francisco Villegas Ibarra Pardo and Miguel Angel Gaytan were held in the Topo Chico prison for performing tasks "halconeo" and drug dealing.

Some of the more violent prisoners who died in the riot were :

Guadalupe Armando and Dario Rodriguez Graciano Sánchez Macías were imprisoned for the murder of a person , while Edgar Torres Davila was arrested and imprisoned for the murder of three people.

Those imprisoned for cases of kidnapping were Robert Steve Segura Rivera and Damian Emanuel Gonzalez Juarez, who were accused of involvement in the kidnapping of Belden Lorenzo González. José Fabián Ortiz Bernal was linked to the kidnapping of a woman in Ciudad Juarez, Chihuahua.

Juan Moreno Solis was in prison for being involved in the murder of Raul and Fortino de la Garza , brothers Sergio Alanis Marroquín, leader of the PRI in Nuevo Leon.

Miguel Angel Salas Valdez is involved in killings, drug dealing and collecting piso.  .

Two other cases are high profile  of Jose Frias Mendoza, involved in the murder of 17 members of the group Kombo Kolombia, and Jose Luis Rodriguez Huerta, linked to 16 murders.

WHAT CAN BE DONE

The Human Rights Commission says that their studies of the prison system in Mexico revealed that out of 111 prisons they examined 65 were inmate controlled.

While there are many things that need to be done to clean up the prison system, every analysis identifies 3 of the most urgent actions that need to be taken.

(1).  Eliminate or at least reduce corruption in the system.
(2).  Reduce overcrowding.  (Topo Chico was 35% over capacity)
(3).  Improve working conditions of guards and pay them a decent wage.  (Rodriquez has said "no one wants to be a guard".  

Governor "Bronco" Rodriquez has taken a beating in the social media and on Televisa for allowing this tragedy to happen.  One security analyst has described it a time bomb waiting to blow. 

Rodriquez has responded that he has been in office just a little over 100 days and he can not fix all the problems that have existed and grown in the penal system for decades in that amount of time. He has not been public about it, but shortly after he took office he had asked the federal government to remove all the federal prisoners from Nuevo Leon state prisons.  They agreed to do so but had not removed any of them until the riot...

In my opinion though he is making a good start.  As for corruption, his security director has arrested the warden of the prison, a guard who shot one of the rioters, and one other prison official not yet identified.

As for overcrowding, Televisa (historically with close ties to PRI and EPN.  PRI lost power for the first time in history in Nuevo Leon when Bronco running as an "Independent", free of any ties to any political party won the election for Governor) is not reporting that shortly after Rodriques took office he went the National Security Director and asked that all federal prisoners be removed NL state prisons.  The Security Director agreed to that but to do it incrementally.  However he took no action to implement the agreement  and it,  like many other agreements and laws remained just a piece of paper.  Until 49 people were killed at a riot in Topo Chico. 

In a matter of hours after the riot was brought under control with the help of the army, 233 federal prisoners were removed fromTopo Chico and relocated to other prisons.  'Z-27" and "Creed" were among those removed.   

However, the National Security (CNS) has not revealed the places where the  transferred inmates were relocated to , "for security reasons, because if the criminal gangs they belonged to knew the locations they might try a rescue attempt at the airports when the transferred prisoners arrived.".  There must have been a leak in their security precautions because movil informador reported that "Creed" was  transferred to a federal prison in Guanajuato

Although  the government seeks to disintegrate the Los Zetas cartel operating in the Topo Chico prison, the Governor faces huge problems in the state maintaining control of the prison as he said they will do.  He has to recognize that much like outside the prison walls, when you take out a leader of a cartel another soon pops up to replace him.

In Topo Chico that may already be happening.  As a "trustee" told movil informador, that a low level Zeta intended to regroup about 30 Zetas and retake control of the prison.  The "trustee seemed to be the spokesman for the group and said "there is still one that we will follow.  It is low level, but he wants to 'take the bone' (regain control of the prison).  We will walk with him because we are the same cartel".  According to the "Trustee", the third leader responds to the nickname "Maruchan".   Only his alias was released for fear of reprisals.  The "Trustee" only spoke to the informador reporter he would speak only on the condition of anonymity .

Governor Rodriquez has a big job ahead of him.  I wish him luck.

  1. I remember when there was so much protest over the Texas death penalty from Mexico . I think theyre safer on death row in Texas than any lockup in Mexico . There are more deaths by other inmates in Mexico than the us executes in years . I think the Mexicans need to rewrite their penal codes . Bring back the old firing squad . A bunch of this shit wouldn't have happened if part of the dogs would have been executed for the severe crimes they already committed

      He was murdered by texas in spite of his prosecutor and others claiming to have doubts about his guilt, texas will rather murder a wrongly convicted person and allow a real murderer to remain free than accept error.

    5. No proof of evidence 702. Any water that divides countries lies on who owns the water rights such as in air space. If one country owns half with other country owning the other half, then measuring tape comes out like in football games with the referees measuring if it was a first down or not. Also, consider a home owner, they do not own their whole yard. So many feet by the street belongs to the city. If living on any water, it becomes another story, especially with the elite-it is more complicated
      Trevino's may be behind the clash at the prison due to continuing unsettling matters-no care other than for themselves. So, there is more to it than cases that don't have ample or any evidence

  4. Off topic of post. But who is the current leader of the zetas? Or are the loosely knit now say similar to the bloods and the crips in Cali? Also now that chapo seems to have made some type of deal to truly be under lock and key. I'm guessing a deal to leave his kids and other family members alone and allow them to not have and assets seized and to continue business. Since he brought far to much attention and pressure on the Mexico govt from the United States, there's no way he was good for business any longer. But anyhow now that's he's gone who is in control of his faction ? I've read reports on here that after his first capture actually second capture including 93 escape/let out. That his people in various plazas where going long stretches with no pay or product to move. So it's seems as its not really one cartel as his group weren't taken care of by a bigger group so no that he seems to at least for now be headed to the us ( I know many will say that will not happen he's knows to much etc etc) but I firmly believe he made a deal and will keep mouth shut for his kids family etc etc benefit. What will happen to those under his camp? Back to zetas as was saying it seems from the outside that they are no longer a cartel but a gang that uses the zetas name much like the crips and bloods do. Many people that are not familiar or grew up in a gang area are scared just hearing about a group in there city town etc calling themselves crips or bloods not realizing they are far far far removed from what the real crips and bloods where back in the day. Seems zetas or same boat. Please educate me if I'm wrong.

Thats seems to be the case now a days with zetas and golfo due to their lack of leadership they operate more loosely and don't have a relationship among themselves so you are more prone to fight amongst each other just like in america you at times will have one blood set fighting another as for Sinaloa always had more than one leader who take care of their own men But they have an understanding among themselves for the most part especially chapo and mayo the main leaders

    1. Canadiana. I think they should sort out who is in what gang and who is in good standing with his fellows . The put them in equal number on units (2 gangs only). Equip both sides with hammers . Give the 2 chow halls and tell them they have to work out who eats where . Have quality food in on and swill in the other.

  7. Regardless of how petty their crimes were they were still criminals and would eventually graduate to bigger more serious crimes. It appears that everything in Mexico is so damned unorganized all the way from the jails and prisons to the courts and judicial system. Everyone from the criminals to the politicians are all blinded by greed and the desire to be someone to be respected. Most desire to get rich quick cases lead to a short life by death or short freedom by incarceration. Nothing better than earning a good honest living during the day and sleeping peacefully at night.

Do you say this because you can and not because you're intelligent enough to know 35% of all inmates in Mexico are not guilty of the crimes they're accused of..most plead guilty in order to stop the torture or from being executed by the arresting officers. In most cases plaza jefes pay corrupted officials or municipal police to make bogus arrest to keep the heat from getting to hot and this way they can continue criminal activities and eyes are turned elsewhere and not on them. I don't understand people who have comments and no accurate information on what they comment about.

      Sure there could be a few that got caught out in it . Fighter have their mind on other fighter and know "civillians" at a glance . They don't have time or extra energy to go after non threats . I keep hearing about exploitation of Mexico.It's really up to Mexico to have an agreement with these companies.You should blame Mexican government for inviting them in.They often don't know it might be other people's land.Mexican gov must say it's OK so you can't blame these foreign countries.I'm sure Mexico lies to them til they set up shop and they find otherwise but Mexico's says it's OK you can mine.Meanwhile Mexico spreads rumours about companies exploiting people to make them look like the good guy.It's up to Mexican government to make them comply.It's just like when Chinese bought part of mining for the oilsands a couple years ago the Canadian government makes them comply with environmental issues or they can't mine.Should be like that in any country but Mexico has much lower standards or is too corrupt so Mexican people blame your own government for what they allow.

    1. @8:43 Could you please give me links or even what major news outlets are reporting Cantu died.

      I am guessing that I read between 50 to 100 news stories on the riot. Probably 20 of those dealt with events after the riot-in other words in the last 4 or 5 days. All but one of those reported that both Z-27 and Cantu were both transferred to another prison.

      The only one that reported that Cantu had been killed trying to escape was an editorial in Periódico Rotativo :: Tribuna de Oaxaca.

      An example of the sources that said they were not killed or injured are the following:

      Milenio 2/13 166 men and 30 women were taken from prison under heavy security ...these joined 37 inmates transferred the morning of the riot. Among the inmates are ..Z-27 and Creed...The story told where the inmates were moved to; .However it is still unknown where they
      moved Z-27 and Creed.

      BBC 2/15 The Nuevo Leon government said that following Thursday's riot it had transferred 233 inmates to other jails, including the two Zetas leaders it blames for the outbreak of violence.

      We try to do a thorough job of researching important facts before we publish a story. So if you can furnish me "all the major news outlets" that contradict what I reported I would greatly appreciate it.
