15 bloodiest riots in prisons in Mexico

The story we published yesterday, 2/11/2016,  about the bloody prison riot that occurred in at Topo Chico prison in Monterrey made reference to several other prison breaks in Mexico in the last few years.  The death of the more than 50 people at the Topo Chico prison adds to the following list of deadly events recorded in Mexican prisons since 1988.  

 1. 22-24 December 1988: 23 dead, including 19 inmates and more than ten injured in the mutiny by 50 inmates at the prison in Tepic (Nayarit).
 
2- May 17, 1991: 20 prisoners dead and 50 injured in a riot in the Mexican prison in Matamoros.

 3- July 2, 1996: At least 12 inmates killed and twenty injured in a prison mutiny in Los Mochis in the state of Sinaloa. 
 
4- October 9-November 11, 1999: 11 killed and 40 wounded in a long riot of  over a month  in a jail in Villahermosa, Tabasco, caused after several fights and attempts to escape.
 
5- September 17, 2008: 19 inmates die in a prison in Tijuana before police put an end to a riot.


6 October 20, 2008: 15 prisons perished  and 11 injured in a clash between inmates in a prison in Reynosa.
 
7- 20 January 2010: 23 prisoners killed in a brawl in a prison near  the city of Durango.

 8- 15 June 2010: Confirm PGJE death of 28 inmates at the prison in Mazatlan after a heavy firefight where they used AK-47 rifles. 17 inmates were killed by gunfire and 11 were deprived of their lives by a knife. In a search  operation  they found pistols, a "Cuerno de Chivo"", 8 shivs, an ice pick and a sledgehammer.

 9- January 11, 2011: At least 11 inmates died by stab wounds during a fight at the prison in Gomez Palacio in Durango state.

10- 25 July 2011 27 prisoners die and twenty injured in a shootout between rival gangs injured in a shootout; between 'The Aztecs' and 'The Mexicles', the armed wings of cartels La Linea and Sinaloa cartel , in the municipal prison in Ciudad Juarez.
 
11- October 15, 2011: 20 dead and 12 injured inmates during a fight in the prison of Matamoros, in the state of Tamaulipas.
 
 12- January 5, 2012: At least 31 prisoners died and thirteen are injured in a fight at the Center for Enforcement of Sanctions Altamira in the Mexican state of Tamaulipas, in a confrontation between  two groups , 'Los Zetas' and 'the Gulf Cartel'.


 13- February 19, 2012 .-  44 inmates died and thirty inmates escaped during a clash between prisoners from the 'Los Zetas' and 'The Gulf Cartel',  organized crime groups for control of the prison in Apodaca, Nuevo Leon.

 14- December 18, 2012: 24 people killed (15 prisoners and nine guards) in a riot and attempted escape at the Center for Social Reinsertion 2 of Gomez Palacio in Durango.
 
15- 27 April 2013: 13 dead and 65 wounded in the prison 'La Pila', in the state of San Luis Potosi (Mexico), in a fight between two rival groups. (EFE)

Understanding hell. What is wrong with Mexico’s prisons? Many things:
1. Overpopulation: as of December 2015, there were 247,488 prison inmates in Mexico. The system, however, only had space to hold 208,905 prisoners. To be honest, the problem has been improving recently: in 2015, the prison population declined 3%, while the capacity increased marginally. Still, almost 40,000 excess inmates are one hell of a source of potential trouble. And it is mostly avoidable trouble: over 40% of all inmates are pretrial detainees. Reducing that number by a third (as is supposed to happen when the criminal justice reform is fully implemented) would be enough to close the overpopulation gap. 
2. Mixed populations: Mexican prisons are promiscuous places. They hold together federal and state inmates (14,000 federal inmates are held in state prisons), pretrial detainees and convicted felons, high and low risk prisoners. Very few prisons have special pavilions for particularly dangerous criminals (kidnappers, for instance). Drug kingpins and henchmen share the same space with first-time offenders. Not a good formula for maintaining control
3. Understaffing: state penitentiaries employ 25,000 prison guards. Assuming 12-hour shifts, there are 16 inmates for every guard at any given time. In the US penitentiary system, the ratio is six to one (and that is considered dangerously high). And of course, Mexican prison guards are underpaid, undertrained, and underprotected (many have been killed outside prison walls).
4. Corruption: as became clear during El Chapo’s escape, prison staff (even the federal level) is highly vulnerable to corruption and intimidation. Internal controls in the prison system are weak and external oversight is non-existent. Under those circumstances, it is hardly surprising that inmates come to rule the prisons.
 But no relevant political actor champions that agenda (of solving those problems)  because prisons are invisible. Until they explode, that is.

    1. @11;29 Authorities are now saying that they believe it was a fight between 2 factions of the Zetas fighting for control of the prison. - one group from the border area and one from the Monterrey area.

  10. Not quite short if we are to be sympathetic or what. I say start the death penalty, stop this nonsense about it being inhumane. Was it inhumane when many of these idiots killed innocent folks? Now babies? Start the death penalty, offer a fair and speedy trial, if convicted a fair and speedy death. Clean it out. You hear so much about these guys getting arrested, nothing beyond that. At the rate criminals are growing in Mexico, is it really possible to imprison them all? Fulfill the US extradition request. Stop praising these idiots and idolizing them, and make room for the next idol or "Almighty!"

    1. 7:32 innocent people get convicted all the time, even in Texas, by mistake or by intent, and put to death, or spend the rest of their lives in prison, to not have them suing the state...
      The one good thing mexico has, is No death penalty, we are lucky, but the mexican governing narco-mierdocracia still murders people every chance they get, Poquitos at a time, but it never stops, by the US book, on "COUNTERINSURGENCY..."

  11. Zetas are over populating those prisons of monterey, nl and tamaulipas. That's why they are now against each other cause when there is few in a group they try to stay together. Looks like zetas are the ones naking most killings in prisión though

      And "LA PELIRROJA" (google, images) was sent from el topo chico prison to the "doctor" in an ambulance, was rescued by her amigos, and got hanged from a bridge

I was locked up in in Santa Adelaida witness the scape of the scorpiones the murder of zetas the ones that worked for el apache watched how 3 zetas that got arrested in Matamoros got killed in the soccer field in front of kids and people visitting that day everything that happens affects the inside big time it bad you get to know the worst mutha fuk there from guys who steal to guys that have murdered over 50 old traffickers that knew Juan Garcia abrego to the brothers in law of el Kari's even some nefews of el nacho coronel where there people from el chapo to even zetas but they where in el pozo they have been there since the split its obvious cause when the split between the 2 organization happen who ever got stuck in prison Matamoros and didn't get out in time for fucked there is one guy in charge in the inside he controls everything then there is a bit that is from the outside that has to respond directly to la mana that is where I met James el gringo he was a ciclon the one that hot burned alive.I met satanas the guy that got transferred from el penal se Altamira it was him and all his people that got murderd in the riot in Santa Adelaida no one really wanted them them they where to stuck up I knew almost all the guys that got murderd la bola or la pelota el monstro el monteret el cano la bosina he got his head chopped of .i have seen and heard things and meet people that it's crazy but I'm still here and going strong if you have any questions oflr doubts feel free to Google what I have typed here I always thought bit was funny how the mana scaped in many numb from el penal and not one pic of them was released to the public but a guy from tj climed the fence and scaped using a improvised hook from the bench I used to do weights in and some ponchos all tied up together they went nuts they even had a pic of him in the bridge and all over town

I was there for 3years no I am mex citizen from Matamoros for American citizens the u.s council goes every now and then gives them vitamins and time magazines the zetas that are there are in the hole they don't see the outside and when their release day comes they are picked up on the outside and most likely murderd ,and extortion is an every day thing over the phone but that is for the fresh guys that got there in a module called vamos tamaulipas .the santa Adelaida prison is not like the Altamira or the jails in Monterrey that have two cartels whitin the same jail are both in control of what comes in an lout ,here and in Reynosa the gulf cartel or local mana depending who is in charge of the plaza controls the jail not even the guards control anything only there area but past that black fence its another place like a small town you can smell the weed a soon as you walk in there but at the end of the day a have learned it is not la mana that controls the jail some of them are just there for vacation some get paid being in jail they get el amarillo there the most stuck up in a place like that that is the worst you can do you have to remember there are poor people with nothing to loose guys that haven't have a visit from anyone in many many years junkies street criminals cholos there the ones that when shit happens like riots there the one that will kill you and still your shit just being there with nothing to do no food no money all that stress just explods at one point it the regular population that decides weather you die or not they don't care if you're the nefew of or work for this guy or know that guy don't mater you will get killed that is what happened to comandante satanas even to some caibilea that where there they took there fold teeth out cixlones got killed to they where just tired of their shit thinking they could tell a guy that has been there over 15 25 30 yrs how to live and how to do his shit and charge him a tax or cuota for no reason and you just came from the out side and have 3 days in jail its not the way it works man they think or we thought we were in control but its not like that not even the guards control shit pass there personal area even the jail director is from la mana

I was locked up in a prison in mexicali and let me tell you it was crazy to say the least!! 25-30 guys in a cell thats only supposed to hold 6 and i was there almost 2 years and they took me to the prison in monterey where they just had the riot and i was there for a week before transfering me to the us and let me tell you these prisons here are bad too but there like disneyland compared to the conditions in mexico!!!!!!

Even before the scorpiones scaped from Santa Adelaida they murderd the zetas that got captured outside of Matamoros gente del apache they went into Santa Adelaida the second day they where there by law they have to take them out to declare in diligencia in matamoros and have their charges read to them a few day later that where dead They got murderd by el comandante villa el sargento and el pantera and the escorpiones they where in charge of el penal cause Tony tormenta was in charge of the plaza they even told a guy to murder his friends and they would let him live but he got killed to some even woke up when el ministerio public and the state went to verify they where dead by law but the guys there killed as soon they woke up in front of the ministeriales true story I was there ...don't believe me Google that shit

  19. Mexico dismantles 'luxury cells' in Topo Chico riot jail

    While the majority of prisoners are held in cells without water, ventilation or light, a police sweep of the prison on the weekend revealed that gang leaders enjoyed special privileges.
    A statement by the Nuevo Leon state prosecutor's office said Zetas leader Ivan Hernandez Cantu had his cell equipped with a king-size bed, a luxury bath and a huge television.
    Other inmates had air conditioners, mini-fridges, aquariums and even portable saunas.
    Police also dismantled 280 inmate-run food stalls, a bar and hundreds of altars to Santa Muerte, a death-like figure revered by many members of Mexico's drug cartels.

That's very common we had air conditioning the ones that go in the windows we had direct TV a bar a stip club in one of the madules radios fhones camera fhones we even had 4 Wheeler some of the other guys would bring their Ford mustang of Silverado to the jail and drive it in the area muerta and soccer fields we had from machetes to ar 15 there where even some granades thrown in the riot where satanas died but they never exploded all this in Santa Adelaida

  20. Los Zetas earned 15 million pesos (over $800,000 USD) a month in extortion fees and other "businesses" inside Topo Chico. They used a third of that, about 5 million pesos, to bribe prison officials:
