Iguala Is a City Of Halcones, Journalists Say

Despite the presence of federal forces, Iguala is taken by halcones

Translated by Valor for Borderland Beat

In Iguala, halcones (hawks) are everywhere; they persecute journalists, they take pictures of them, they follow them in motorcycles, they even follow them on foot.

Several reporters from different national and international press are prisoners at this very moment, from the monitoring in Iguala and in Chilpancingo, Guerrero, despite the heavy policing presence from the National Gendarmerie and the Mexican Army.

Yesterday a reporter from an independent national television station left Iguala when he noticed that a taxi driver took a picture of him.

“I was with him, the taxi stops and boom from the front he takes a photo of me."  A reporter who was with me told me that he was leaving.

A journalist said that he was at a restaurant yesterday with other photographers, and a group of men were watching them, taking photos of them.

There are reporters who say that they are followed by motorcycles during their journey through the city of Iguala.

“It is very obvious, we would stop to ask for directions and the bikes would stop right away”, he said.

The Disguise of Halcones

Halcones are people used by organized crime to warn their superiors about what is happening in the city and to alert them in case of the movement of police forces or military forces are detected.

Halcones are usually hidden in other productive activities.

In 2012, SinEmbargo published that cartels had realized that taxi drivers turn out to be good halcones, as their work allows them to be placed at key points where they can see the entry or exiting of vehicles in areas dominated by drug traffickers.  His work is fundamental in the movement of drugs, drug dealing, kidnappings, robberies, and assassinations.

To a chosen taxi driver, they will receive communication equipment and around 3,000-5,000 ($223-$371) pesos a week.

Between April 2011 and April 2012, in Nuevo León, 25 taxi drivers had been murdered; five taxi drivers were also found decapitated in Acapulco, Guerrero.

Halcones use long range vision equipment, cell phones, and encrypted digital radios to communicate with the heads of gangs.

This year, federal authorities and authorities from Arizona and Ohio, detected in two raids (without any apparent link to Mexican cartels) that Mexican criminals, possibly related to major cartels, have replicated the tactics that have been successful in Mexico.

Both operations were conducted in rural areas.  One of them, Ohio, revealed a change in the profiling of drug traffickers: they have now mixed into residential areas of high socioeconomic status, as in Nuevo León, Sinaloa, Jalisco and Chihuahua, for example.

But the surprise was greater in Arizona.  An operation revealed the use of so-called “hawks” or guards who inform their bosses about police operations, to ensure the trafficking of drugs or migrants.

  1. Those wanted for questioning send in the hawks to scout the area and see if "the coast is clear" in order to move back into the area. The scum is close at hand, probably mixed into the D.F.megalopolis chilling with a EPN.

  2. Go on the offensive and take pictures, videos, etc.. in an effort to stymie and chill the hawks. It may not stop them, but at least, you record their face for later identification.

  5. In Arizona, cartels place halcones on top of mountains. From this vantage point, the Halcon has a tremendous vantage point to see approaching law enforcement vehicles, Border Patrol agents on horseback, ATV's, or on foot. They then radio the location of the agents to groups backpacking drugs into the U.S. on foot or to the drivers of load cars/trucks. By knowing the location and direction of travel of law enforcement, smugglers can take a different route, establish a site to ambush agents, or if on foot, hide their drug loads and then hide themselves. If they are caught, the drug mules (backpackers of drugs) pretend to be undocumented aliens that entered the U.S. looking for work, etc.

The cartels will pay someone in the U.S. to deliver food, water, and whatever else the halcon needs who will remain on top of the mountain for a period of a few days up to several weeks. They use solar panels to re-charge the batteries of their radios, cell phones and other electronic equipment. In order for law enforcement officers to remove them from the mountains, officers have to be air lifted via helicopter and fast rope off of the helicopter or land as close as possible to where the halcon is situated to arrest them.

  11. friggin Mexico....you want to hate these halcones for selling their people out for a couple hundred bucks a month, but then i'm not starving in a God forsaken place controlled by murderers so its easy to judge....same thing with the Panochitas dude....I'm guessing that at one point, he was just some little fat kid happy to get an extra bollilo with beans. however, with a mom like the one he has, he never stood a chance at being something good. I'm guessing she groomed him to become a killer. I know a few women (some relatives) who love that gangster shit and teach their kids to be gangster...praise that behavior, talk proudly of their kids material belongings, which they know were obtained illegally....hate to say it, but Mexican moms be the biggest friggin alcahuetas around....the piece of shit halcones mother's probably brag about their kids ties to OC

    1. I highly doubt that. The mexican mothers i have met would much rather be poor than to have a son be in organized crime. They know it's a road of destruction

  16. To 10/13/14 @ 1113 AM, there have been several stories written about this practice of placing halcones in the mountains/hills on: azcentral.com and tucson.com, websites for Arizona Republic and Arizona Daily Star, local newspapers. In particular in Pinal County, which is the county that sits in between Tucson and Phoenix. A well known drug trafficking corridor exists as drugs come north from the border through Tucson, into Phoenix and from Phoenix into the rest of the U.S.

  17. 10:38 Halcones are many more and much much cheaper, OC is very labor intensive, and having halcones by the tons, ensures the business grows and perpetuates, in the case of mexico, one gram at a time, zeta style, footwork by foot soldiers, zetas do not have many airoplanos, and are used to walking all over, infantry style, pedestrian like, later maybe, a truck, a stolen one of course
