Rafael Caro Quintero "Wanted" Billboards up in L.A.

Chivís Martínez for Borderland Beat
A reader reminded me of the wanted billboards erected in search of Rafael Caro Quintero.  I only knew of those posted in June in  Arizona and Texas, the reader commented that they were also in Los Angeles in various points, I checked and he/she is correct.  Readers may recall the defacing of two DEA billboards in El Paso. (photo below)

From DEA:

The U.S. Drug Enforcement Administration (DEA) unveiled a billboard in Phoenix, Arizona seeking information for the capture of Mexican drug lord Rafael Caro-Quintero.  The new reward is being offered by the U.S. Department of State under the Narcotics Reward Program for information leading to the arrest and/or conviction of Caro-Quintero, who kidnapped, tortured and murdered DEA Special Agent Enrique “Kiki” Camarena in 1985.

Caro-Quintero had served 28 years of a 40-year prison term for his crimes when a Mexican court ordered his release on August 9, 2013 on procedural grounds.  Caro-Quintero is a fugitive from the U.S. District Court for the Central District of California on felony murder, felony kidnapping, and other criminal charges. Caro-Quintero was the mastermind of the atrocious acts against Special Agent Camarena, and DEA will vigorously continue its efforts to ensure that Caro-Quintero faces charges in the United States for the crimes he committed.

Similar billboards are being placed in El Paso, Texas, San Diego,  and Los Angeles, California.

Today from Los Angeles Register:
A new billboard has joined I-5’s usual lineup of signs touting casinos, concerts, and cows inviting you to “eat mor chikin.”

This one’s a little grimmer than most: Three grainy mug shots stare down, and the text promises a “REWARD of up to $5,000,000.00 USD” for tips leading to the arrest of notorious Mexican drug lord Rafael Caro Quintero.

The billboard is part of a Drug Enforcement Administration program,  to turn billboards into modern-day “wanted” posters officials hope will help them track down Caro Quintero.

Los Angeles County’s Caro Quintero billboard is on the southbound I-5 after the Slauson Avenue/Montebello exit near the city of Commerce.

The $5 million reward is being offered by the DEA under the Narcotics Reward Program, which was created by Congress to find violators who transport drugs into the United States.

People with information about Caro Quintero can call 866-629-6036 or email CAROQUINTEROTIPS@usdoj.gov

      Delete
    2. Real Narcos dont have "victims" they have buisness associates. You're thinking organized crime, as in people who extort and murder innocent people. Narcos are buisness men their buisness isn't legal so they can't sue.te result: if you can get more time for drugs than rape or murder, then in my eyes and the blind eyes of justice ,that makes murder less heinous. I say they should all be free men. Drugs should be legalized and people like you shoul be better educated about this war on drugs that has become a war on the people. I dont feel bad for them I feel sorry for you.

  16. Why advertise in the US? I am sure he is is Mexico or South America and has learned from others recent mistakes, and would not enter the US. And after actually being caught, and serving serious time, would be as serious about this as any criminal in the world. I don't get it.

    ReplyDelete
  17. No one believes the five million reward, they would have better luck with offering ten grand. The US feds wouldn't pay up, never have. A witness would have a tragic accident and an informant CI would just disappear.

    ReplyDelete
  18. I doubt the U.S. govt. would want to catch El R-1 since he can divulge information on former important figures of the U.S. govt. and his dealings with them. Carp Quintero could talk about the secrets of U.S. govt. officials and their participation in the international drug trade. We are talking about officials who had federal agents killed just like supposedly Caro Quintero had Kiki Camarena killed. It doesn't benefit the DEA, CIA, and the secret service to have El R-1 captured unless it's in a body bag. Then again I'm sure ex-Panamanian dictator Manuel Noriega had secrets too and the U.S.govt. and media managed to censor him. I believe Caro is still involved in the drug trafficking game and I believe he never stopped even in prison.

--lt col oliver north, vietnam war hero, served no time
--george hw bush, former CIA and vp of the US, heading drug trafficking into the US served no time, went on to become president of the US
--george w and jeb bush served no time...
--mitt romney in charge of the money laundering for south american drug lords and US businessmen, served no time
--the modern DEA is under the command of CIA assets...
--the billboards are just a way of spending money on corporate welfare for the outdoor ad companies
--bla bla bla bla, i know it gets boring, but someone has to remember, that for all their republican creed, we have been reaping the most bitter fruits from their greedy and hypocritical real beings behind the mask, and remember that even bill clinton was in on it since his days as governor of arkansas, his reward for keeping quiet, he was quietly allowed to become president, and it's hillary's to lose too, US politicians are worse than their CIA puppet rafail caro quintero, with all their church going impunity...

--conveniently, the US does not prosecute US or other european banks or global corporations who really live off crime, invest a lot of dirty money overseas, offshore US jobs, using tax credits and incentives from the US government, they send or keep all their profits and capitals outside the US, to the point of being out of cash all the time, and begging and borrowing or getting free money from THE US GOVERNMENT they hate and belittle so much...

agents are corrupt, nobody is saying that, the problem is all the bosses are corrupt and the good agents better not say anything about the ugly deeds of their beloved corporations if they know on which side of the bread goes the butter, which is what trickle down means, when it comes down to US public corruption, it trickles down from above, way up there...

    ReplyDelete
  51. LOL as if they're going to re-capture Quintero. The plan to release him was 28 years in the making. They would have let him go if there wasn't pressure on them from the Americans to lock him up. They waited until no one talked about him anymore and then let him go. 28 years in the making, they've worked too hard to decide to go back on their corrupt little campaign.
EPN is just as big a sociopath as most of the narcos. He's just a little bit better than La Tuta at manipulating Mexico's most gullible citizens into thinking he's working for their best interests, so he gets to be president.

  56. kiki camarena and the DEA at the time did their job, let's put blame where it belongs, the CIA allied and working in cahoots with the mexican DFS trafficking drugs into the US had camarena and zavala avelar tortured and killed, the CIA now blames rogue agents under contract to the agency, just to save face, the billboards are up just to save face for the us where brinksmanship keeps saving the day for the worst political satrapy ever from behind the US government petticoats.
daniel ortega is still the president of nicaragua, because the drug money made from drug trafficking and from inventing and distributing crack, was stolen by the bush crime family, oliver north, felix ismael rodriguez, dick cheney, the dr calero crime family, there were big bunches of money for everyone, and to buy the US presidency three times and it keeps on giving for jeb bush's try, no matter what mama barbara bush says...
--the US press as usual don't know nothing...
--what is intriguing is why would fawx news was the only US news outlet to air the report about the CIA's involvement, of all of them, it would be the least expected development, unless it was to extort something from someone, it is to be expected from proceso, not at all from the fox news toilet...

  65. Caro Quintero is not a killer. Chapo, Escobar, Colombian Rodriguez-Gacha alias "el Mexicano," all committed murder for $ between the ages of 14 & 16. Caro Quintero worked as a truck driver when he was a teenager. The man gave the world sinsemilla pot. Have some respect! 28 years in prison--he's more than earned his right to enjoy his life. And, he sure as can be didn't kill or torture Kiki.
