The cells of 'El CAF'

Juan Sillas Rocha, 'El Sillas', or 'Ruedas', the disruptive and manic CAF operative, claims that his former boss, Fernando Sanchez Arellano has 11 or more cells operating in Tijuana, and abroad.

In his opening declarations, Sillas, admits that Alfredo Azarte Arteaga, 'El Aquiles', is a force in Tijuana, and that the Azarte brothers, La Rana and Aquiles are well positioned financially, and have influence on at least three branches of Government, including elements of the Army.

This is in accordance with the general consensus from the US and Mexican authorities, that depict the group of Engineer, as a weakened criminal operation, clinging to scraps. Sillas, through his post arrest interrogations, and confessions has offered a conflicting viewpoint, which shows that people of Engineer, are active, and in power in Tijuana. Sillas says the Engineer still has a firm grasp on drug smuggling and distribution, in San Diego, and northern California.

He didn't offer a further description or information about the Engineer, but gave authorities a list of more then a dozen operators in his service, including former 'Narco juniors' from the 1990's, former police officers, and gang members from San Diego, Barrio Logan, a long term CAF affiliate and support network. The groups have been in the command of a long list of captured or killed Arellano Felix lieutenants, including Jorge 'El Cholo' Briceno, and Gustavo 'El EP1' Riveria. Many are only mentioned by nicknames, and little else is known, besides the information taken from Sillas.

'El Pelioni', who operates in the Tijuana area, near Agua Caliente, the casino owned by Jorge Hank Rhon. Not known whether engages in retail or wholesale trafficking.

'El Kieto' manages the flow and coordination of drugs being sent to Tijuana, operates from Cancun (a Zetas stronghold) from radio and cell phone communication.

'El Mostro' who also manages drugs coming north, possibly from Guadalajara.

E' Chikaka', who was formerly under 'El Marquitos', Juan Sillas former lieutenant turned rival.

Manuel Nunez Lopez 'El Dos Balas', known as 'The Bullet', was arrested in Tijuana, in September 2008, in the early weeks of the Teo/CAF conflict. Recently released from a Mexico City prison, has returned to the city of Tijuana, an independent operator, who works closely with CAF traffickers.

Mario Montes de Oca, 'El Mario', rumored to be the brother of captured CAF lieutenant, 'The Blind Man', who was arrested in 2008.

'El Turbo', who moved between the CAF and Teo groups, until settling back with CAF in 2010, formerly in the group of 'El Cholo'.

'El Bibi' of whom the authorities know nothing.

Already known to the public, Mexican authorites and the FBI and DEA, are several others.

Melvin Qutierrez 'El Camacho', or 'El Melvin', longtime CAF operator since the 1990's, from Barrio Logan, his face appears on the wanted poster released by the DEA in January 2009. Believed to control elements of retail drug dealing in Tijuana, and wholesale trafficking to San Diego.

Julio Cesar Sales Quinoez 'El M4', who wasn't been referenced since December 2009, in relation to the ongoing struggle, at that time between Teo and the group of Engineer. His cell was the one most damaged by his conflict with El Teo, practically destroyed in the war. He no longer leads a group of assassins, but is engaged in wholesale drug smuggling.

Armando Perez, who in October 2010 viciously murdered his girlfriend in a bathroom as San Diego City College, where she attended classes. Perez escaped to Tijuana, where he has had CAF ties since the early 90's, Perez is believed to have been involved in the attempt on Jesus Blancornelas, editor of the Zeta in 1997.

El Sillas also gave authorities lists of former Tijuana municipal police, many already known to the public and the authorities.

Juan Lorenzo Vargas Gallardo, who worked in coordination with 'Sillas' to kidnap and murder 'Los Teos', and their associates.

Enrique Guerreo Jorquera, a known close associate of Sanchez Arellano, who was rumored to have been captured in Tijuana at a horse race in 2010, but evidently was not. Sanchez Arellano sent him to work with 'El Aquiles', to watch for his interests, his responsibility includes maintaining ties with the police force. He 'plays for both teams', but with the permission of his boss. His name was mentioned in May 2011, in Wikileaks, when an informant claimed he heard Jorquera discuss the murder of a DEA agent in Tijuana.

Others included were 'The Bachelor', who controlled the cell which contained 'El Sica', the young 'halcon' detained in late October 2011. Eduardo Gonzalez Tostado, "El Mandil' who lived in Chula Vista, San Diego, and was kidnapped by Los Pallios, and rescued in June 2007, was also named. He was an operator of the Arellano's before his kidnapping, smuggling thousands of pounds across the border, in addition to maintaining legitimate business interests in the United States. Tostado was assumed to be a protected witness, but engages in trafficking, still.

There are also arrest warrants for the 'top tier' CAF members, Fernando Sanchez Arellano, Manuel Galindo Aguirre, (El Caballo), Edgardo Leyva Escandon, Fernando Valenzuela Avila, Paul Solomon Sauceda, 'El Paul', and Paul Rodriquez Pala, 'The Matthew'. No arrest warrant as yet been issued for Endeina Arellano Felix, though several sources have claimed she controls the cartel, in accordance with Sanchez Arellano, who may be her son. During the time of the Teo conflict, Sanchez Arellano was said to have five active cells, now there are more then a dozen, which points to restructuring and regrouping of the Tijuana cartel.

  4. Very interesting article.CAF is still very shadowy and unatracted to attention,well atleast it looks that way after Enedina Arellano Felix took over.

    I know its kinda hard to ask this but if borderlandbeat would write and article (using possible theories) on Cartel Arellano Felix and their VERY QUESTIONED allies or alliances with other Cartels.Some agree CAF has an agreement(i dont know if it could be considered alliance) with the Sinaloa Cartel,YET, according to an oficial report by the mexican goverment and the people incharge of investigating/gathering intelligence on Drug Cartel,they believe CAF has an alliance with Zetas,BLO,CDJ.Which one should I believe???,It kinda makes sense for CAF to have an alliance with CDJ,and BLO since they all share a hatred for Chapo,I dont see CAF and Zetas seeing eye to eye though.Its all very puzzling,at first I was like ooh maybe the goverments right about CAF,Zetas,BLO,CDJ having an alliance but then as time has passed little evidence has been shown about these groups working together,which has alittle skeptical on which version to believe,an oficial report by the Mexican Goverment,or the word on the streets???

  8. They are literally working side by side in Tijuana, there is no war in TJ for the city. Take from that what you will. As for CDJ and the rest, there are no Zeta's in TJ, no Beltran's either, so again, what does that tell you? I would guess they may have a non aggression agreement with the BL/Z/CDJ, or there organizations are so far removed from each other, they aren't relevant to one another. But, they are definitely working together in Tijuana, it's blatant and beyond obvious at this point.

    I personally think that whole mega cartel thing, when they split all of them, and divided them was kind of guess work, and assumptions, they just threw CAF in there because of their history with CDS. Or the alliance could have come later, but I've read that they were negotiating the entire time Teo/Inge were fighting, and that the truce began with Eduardo Arellano and El Mayo's brother having the same lawyer.

  11. The Arellano-Felix Organization will continue to flourish as long as the US Government continues its minimization and denial of the AFO's continued strength. From the US Attorney's Office, DEA and FBI down to the local law enforcement agencies, there is currently a lack of interest, support and extreme dysfunction. This will allow criminal organizations to flourish and regain strength.

    The State of California's crime fighters would rather chase insignificant crime rather than fight the cartel that affects California the most and is responsible for thousands of deaths. The Attorney General's track record of non-support to the AFO investigation is a well-known yet they will use the AFO's existence and threat to California to try to save their agency. Their demise is well-deserved.

    Our new US Attorney gained her position in this case and now has turned her back on her team who brought her success and minimizes the AFO's strength and organizational structure. She's another soulless robot!

    Many of those mentioned by Sillas (and he is pretty much on target) have been with the AFO for decades. They have built relationships and an immense power base on both sides of the border over the last 3 decades.

    The best way to exterminate the AFO is a united approach between the US and Mexico governments; support of the law enforcement community targeting the organization and collaborating the most knowledgeable and respected agents of both nations to work together, sharing intelligence and apprehending the AFO.

    Our current US Attorney cannot put this effort together because she has helped destroy the relationships among the agencies fighting the AFO effectively for so many years. We need leadership! The AFO has been a killing machine for more than 20 years. Let's put an end to them.

My uncle said TJ is poor not rich,,,, he owns a bussniess selling metal...he went to Sinaloa and said i've never seen a place with so much metal everyone has nice houses, nice cars and over in tijuana we are all poor lol have you ever looked around tijuana dumbass it's nothing but freaking mess... people from tijuana have no brains instead of fixing their houses they buy clothes al la moda and almost new cars and they have some ugly ass houses...

  17. I been to both Tj and Sinaloa and im being strait up guys Sinaloa has had drug money coming into the state since the beggining of drugtrafficking in Mexico and it shows, I mean you see wealth and it's everywhere from Culiacan to mazatlan you see beverly hills type neighborhoods.
    Tj has it's nice areas but nothing compared to Sinaloa and yes both have ugly areas too, that's just my hunmble opinion. Back to topic this alliance is both good for AFO and Sinaloa, back to making bank for both.

  20. Well, in all fairness, thinking La Famila, now, is some kind of force anywhere is as ridiculous as all the other things. The meth was stolen by Engineer's people, CAF, Teo was on his own.

    As far as the Mayo/La Familia, look up the article, it's on here, it doesn't say anyone was scared, or asking for help, some Sinaloa sicario, El Fantasma, straightened out some disruptive La Familia people who were not following the agreement. That's it. It wasn't a big thing.

    I will say, that the Zeta Magazine has been kind of wishy washy, both sides of the fence with the Arellano Felix post Inge, they ran a similar article to this one in Feb. 2010, then 8 months later it was 'The Weakened Engineer', then another 8 or nine months later, this new one. I think that with all the evidence, facts, reports, interrogations, it's pretty easy to see the most likely scenario.

  21. No one is saying that Sinaloa doesn't have a presence in TJ. What I'm saying is that they don't own it like a lot of people say they do. It has been verified time after time that everyone continues to pay El Inge in order to work here and keep the peace. You think if Chapo or La Familia were the boss they would have to do that? Also, rumor has it that Sinaloa's man in TJ (Aquiles) gets his product from Mayo not Chapo. And no it's not the same thing. Also he's lost A LOT of product that hasn't been payed for. We'll see how that turns out for him...

I never said La Familia had power now and its obvious CAF is scared they don't want war they can't handle it CAF is done they couldn't hold an open war with a street gang much less a cartel Engineer is no where to be found that makes him a real good scary leader but I guess he has some fans that write articles here ask anyone else like cnn or stratfor and they will confirm CAF is nothing anymore watch for CT fighting them once they begin to fight Sinaloa

  25. @9:33: your analysis is spot-on BUT the inability to take action on the CAF/AFO is not only due to one person. Their powerbase on both sides of the border includes deep infiltration of both the US and Mexican government organization (especially the mid-level) which compromises specific action even if there was a will. Thru these deep contacts and given that they are well armed and spend about 1 billion on bribes/year the CAF/AFO are able to exploit fear and greed most effectively, thereby guaranteeing their continued existance.

  27. Not a lot is known about him, or any upper management for that matter, but he's been around since the brothers. You never know, he could be retired by now, living in the US in an upscale suburb, and we'd never know. I think the US has money on him, as well as multiple warrants. He has to be in his 60's by now, look at that picture, and that's from probably 10 years ago, at least. I wouldn't be surprised if these older guys with money took early retirement around 2006/2006, when Javier was in charge.
