Garcia Luna Trial Continues: Former Milenio Cartel Leader "Lobo" Testifies to Bribing Luna $10 Million

At the beginning of the first hearing in the second week of the trial against the former Secretary of Security, Genaro García Luna, Oscar "El Lobo" Nava Valencia, who was head of the Milenio Cartel in Guadalajara, testified that he delivered at least $10 million dollars in bribes to the former official.

"El Lobo" revealed that he attended several meetings with leaders of the Sinaloa Cartel such as Ismael "El Mayo" Zambada García, Joaquín "El Chapo" Guzmán Loera, Juan José "El Azul" Esparragoza Moreno and that they in collaboration with Arturo Beltrán Leyva sought to gain the protection of the government. Nava Valencia detailed the delivery of money meant to cover the Sinaloa Cartel for the terms of Vicente Fox and Felipe Calderón.


The defense has objected 4 times so far to what El Lobo has stated. The prosecution has had to rethink its questions about the meetings and money received by Genaro García Luna. During cross-examination, the defense attorney asked why Nava Valencia hadn't brought up Luna in previous testimonies. Lobo responded stating that he was afraid for his family and it was prior to Luna's 2019 arrest.

The former leader of the Milenio Cartel/Los Valencias (a precursor to Los Cuinis) said that in 2006 he attended a meeting where he contributed $2.5 million to García Luna to guarantee protection for the Sinaloa Cartel and its allies. In addition, hitmen were sent to Michoacán to help them fight against La Familia Michoacana. Lobo Valencia also described two meetings with García Luna, one in Cuernavaca in 2007 and another in Guadalajara in 2008, at a car wash where Luis Cardenas Palomino was also present at that meeting. An additional $500,000 was paid to Luna at that time as well.

He also testified about a 2008 meeting with several leaders: El Chapo, El Mayo, Alfredo Beltrán Leyva, Nacho Coronel, and La Barbie to go over operations in CDMX, Quintana Roo, Cuernavaca, and Michoacan.

Later in 2008, as the war between CDS and BLO began; El Lobo says he was kidnapped by La Barbie and El Indio in Interlomas. After convincing them that he was an ally of the Beltrán Leyva, he paid $5 million dollars and they let him go. But, like Garcia Luna did following his own kidnapping by Arturo Beltran, he strengthened his alliance with El Mayo and El Chapo.


Oscar Nava-Valencia was a leader of the Milenio Cartel and formed an alliance with Sinaloa leaders.

Background on "El Lobo"

In 2015, Oscar Nava-Valencia, 42, of Guadalajara, Mexico, received a 25-year sentence for his role in the smuggling of over 3 metric tons of cocaine from Panama. Nava-Valencia previously pleaded guilty and was sentenced in federal court in Houston. He had been extradited to the US from Mexico back in 2011 after being captured in Jalisco in late 2009. His brother Juan "El Tigre" took over leadership but he himself was arrested a year later in 2010 by the Mexican Army.

The Valencia or Milenio Cartel dates back to the 1990s when the family-controlled opium and marijuana growing and smuggling in the Jalisco and Michoacan areas. The brothers were then responsible for cocaine shipments from South and Central America coming into the Port of Manzanillo, Colima.

He also testified that when more than 20 tons of cocaine was seized in Manzanillo, the Sinaloa cartel owed their Colombian suppliers $50 million. Garcia Luna allegedly provided a document to Arturo Beltran Leyva saying the cocaine had actually been seized in Colombian territory by the US and the Mexican Navy, shifting the drug debt away from the Mexican cartels. Lobo stated that he paid Luna $5 million to try and solve the problem and retrieve the drugs.

Oscar Orlando Nava Valencia has been imprisoned in the United States since 2011, revealed in December 2021 the role of Rubén Oseguera "El Menchito" within CJNG. His statement was key for the United States government to request his extradition.

  3. Damn, I did not see this one coming. I usually hate the way Cartel stuff is treated like titillating entertainment but with this case there's nothing to do but sit back and enjoy the show.   4. Garcia Luna is done. Eastern District US Attorneys Office, high profile case, it's not one they would lose, but the consistency of the witnesses will seal this for him.

    The prosecutors will say the same Chapo's prosecutors did. These aren't our choices for witnesses, these are the defendants choices, these are his friends, his business partners.

    8. Life in the Feds means LIFE. You ain’t getting out unless you get a Parson or Commuted by the Prez. State time is different from state to state and you can be given Life without parole. Feds don’t have Parole, so if it’s life, it’s literally life.

    9. @4:10, from what I understand. He was doing a bit much in the FCI he was at. Had a little too much power with the Paisas. Contrary to what people who haven’t been in the Feds think, there are rats in every level of custody (even the USP has em) and someone either got jealous or scared and dropped a kite or Bp form on him. A Raid was done and cellphones and contraband was found. Points Leveled up. Now they can put a management variable on him for life and be in ADX forever.

    10. Correct. State charges are usually 25 to Life meaning up for parole after 25 years, but if its denied repeadetly, they are in for life. With feds its 85% of a term minimum, no parole. And with life, its straight up life.

    11. The judge and AUSA's in DC did Alfredo dirty. I never really understood why, except I guess his principles and defiance running into a judge and prosecutor who had just lost it with drug cases and cartels. He could have got a 15 year sentence and done 7.

    12. 7:05 Mochomo couldn't do 7 out of 15, feds is 85% of sentence. Even if he was given credit for his time incarcerated pending extradition the DOJ would still seek a sentence that would at minimum have him locked up for 20-30 years total.
      Tigrillo got his sentence reduced from life because of his cooperation.
      Benja paid tens of millions of dollars to not get life after not willing to cooperate with DOJ.
      Osiel also paid tens of millions but he for sure was ratting out his underlings

      He had been in Mexican custody since 2008, and was sentenced in 2017, so that’s 9 years

      Plus another let’s just say 10 and that would have been fair

What that idiot and the Nava Valencia brothers forgot is that 85 is also a Valencia and was the next highest ranking Valencia family member in Milenio and thus was the natural heir of the cartel. Both Lobo and Tigre Nava Valencia were arrested before SEDENA killed Nacho Coronel and his nephew El Aguila. Draw your own conclusions on those events

  10. Tbh Im disappointed in the DOJ for not putting all these dudes away for life. It seems like all these Cartel Members who play the largest role in drug trafficking in America get shown more leniency than people who get caught trafficking a few pounds of meth or fentanyl in the US. Ive seen articles where countless black men or white dudes get hit with 25+ years for causing a lot less damage than all these dudes coming out of Mexico. Look at Emilio Cazares for instance, he got sentenced to 15 years. He was the the main person of Operation Imperial Emperor and I can almost guarantee you out of the 402 arrests contributed by said operation he didn’t receive the harshest sentence.

    2. What? Have u read parts of the discovery that was made public on LA Times? They had a legit informant fukn wire tapping his calls and were able to seize multiple loads of Cocaine. They have a fukn Documentary called Narco Bling on Nat Geo dedicated to it. No what happened is he also fukn ratted and everything was sealed. Im assuming he gave up some solid ass information. I bet you he doesnt return to Mexico when his time is up. Theres an article from Sol De Sinaloa from last year stating the US was protecting him and that Cazares was taking steps to not return to Mexico after release. Nah hes a coward fukn rat. A sociopathic fukn murderer. A narcissist. You name it. Hes a piece of shit who deserves to be in prison the rest of his life like the rest of them.
