RR of CJNG Openly Runs Ixtlahuacán del Río. Since his arrival just over three years ago, Ricardo Ruiz Velasco alias "El RR", "El Doble R", "El Tripa" or "El Tripas", became the scourge of Ixtlahuacán del Río.

Laureano Francisco Rodríguez Noriega along with two other men allegedly circulate freely in fully armed pick-up trucks, and sometimes in camouflaged uniforms, or all in black with the acronym of the CJNG.

They also identified Luis Ortiz who is in charge of distributing the drug in the small storees on behalf of El Country. One of those mentioned is José Manuel García Suárez, who has a hamburger business, and there it is frequent that El RR comes to eat.

Those affected mentioned that a partner of El RR is El Chacal with whom he began his criminal career with the theft of auto parts in Guadalajara, then they climbed the vehicles, which were taken to a warehouse in Ixtlahuacán del Río. The next step was drug trafficking.

Who is the RR?

On December 17, 2009, he was arrested in the Infonavit neighborhood, in Tonalá, by state police when he found 15 cocaine wrappers and nine counterfeit 500 pesos bills.

The RR has 13 arrest warrants issued between 2013 and 2016 by criminal courts 1, 3 and 13, for 13 homicides and two attempted homicides, which are in force. In the document, an annotation was made: "the possibility of one or more namesakes is not ruled out."

The member of the CJNG has been arrested on two occasions, one in 2004 and once in 2008, for the crimes of forgery of documents and theft of business, respectively, but was only detained for two days in both cases.

On January 5, 2010, he was imprisoned in the Preventive Prison for a crime against health, and left in less than a month, on February 3. On October 31, 2010, a man accused him of the crime of intentional injuries.

Local media reported that on October 6, 2018, he was arrested by federal agents in San Pedro Tlaquepaque, and immediately transferred to the then Attorney General's Office, in Mexico City.

On July 21, 2020, Luis Cresencio Sandoval, head of Sedena, said that the two videos that circulated on social networks four days earlier, during the visit of the president, Andrés Manuel López Obrador to Jalisco and Guanajuato, would be authored by "El RR", and identified him as the leader of the CJNG in Michoacán.

In both videos, the CJNG shows its power with men with high-caliber weapons and armored vehicles.

According to the federal government, the RR follows the orders of Juan Carlos González alias "El 03", creator of the elite groups of the CJNG that dispute the territory with the Santa Rosa de Lima Cartel, Los Viagras and the Michoacana Family.

However, the fate of the Double R ended on the afternoon of Tuesday, August 9, when he was holding a meeting with another boss identified as Gerardo González Ramírez "El Apá".

It is also a total lie that they gave us weapons, we have supervision every two or three months by Sedena herself, they arrive unexpectedly, and they check all your weapons and are with the corresponding permits and licenses."

Although Commander Roberto Alejandro Flores appears on the payroll, the mayor said he did not know him, only José Pedro Sánchez Rojo who is also accused of being allegedly related to El RR.

On the payroll published on the transparency portal, it is reported that there are only 25 line police officers, two commanders and the commissioner. "I have about 30 police officers but I don't know them all, personally," he said.

He said that "we have control bodies within the same municipality, there is no complaint of that nature against any element."

Nor does it have a report on the arrogance with which El RR acts when closing the canteen. "I'm honest with you, it's the first time I've heard that comment. That's not true. Immediately, if we had known, we would have started an investigation to see what was happening and the bad action of the elements."

He added that "there have been complaints of another nature against my elements and they are the same ones that are no longer working."

He mentioned that he participates in the Security Table that meets in Tepatitlán and affirms that the statistics show that Ixtlahuacán del Río is a quiet municipality, "until two days ago," he accepted.

Questioning him, whether it is necessary for the federal government to investigate the alleged relationship of police officers with crime, he replied that it is already being carried out.

"The investigation is already being carried out, even right now, staff of Sedena have a detachment there, and they are patrolling, and they are being provided with what they need for their work," he said.

He commented that the police are in charge of keeping order, and only attend to the crimes of the common jurisdiction.

On the way from Guadalajara to the municipal capital of Ixtlahuacán del Río, it is common for "halcons" to be positioned, both on the road to San Cristóbal and on the road to Saltillo.

The complainants claim that since the arrival of El RR, disappearances and homicides began. When reviewing the statistics of the State Prosecutor's Office, it was found that this year, in Ixtlahuacán del Río, there are only two complaints of intentional homicide, none for disappearances.

In 2021, only one complaint was filed for the illegal deprivation of liberty and one for the disappearance.

From 2020, there is no antecedent of these two crimes, while the 2019 statistics were not published, data from 2018 appear instead. However, this media had access to at least four complaints that were filed for disappearance in 2019.

  1. About 4 years ago I was late night joy riding with two cousins (like an idiot) through the mountains of this highway that leads to Ixtlahuacán. It was close to midnight and we pulled over to have another round. Then in that moment a big pickup with tinted widows pulled up. I thought it was over. Instead we got lucky and it was the policia municipal who asked what we were doing and where we were heading. We said we were going to Ixtlahuacán del Rio but they looked confused. The town was locked down and they said no one can get in or out right now due to a security issue. Rumors about a big narco controlling that place were around in the barrios of Guadalajara. I had no idea it would be el RR. I have walked those same exact streets in El Retiro. They are heavily active. An uncle of mine also has a ranch in Cuquío. I thought he was just babbling random stories but he talked about strange chemical smells that he and other people noticed. Crazy to add how RR has an operative in Illinois too. Ixtlahuacán must be the base and route to go north for him

      Have your uncle anonymously report the chemical smells to SEDENA, SEMAR or the FGR. They are closing down a lot of these labs thanks to anonymous reports of these chemical smells. Every person in Mexico has to stand up and protect their ranchos and Mexico from this scourge of violence, rape, extortion and plunder.

  3. We can argue all day about whether RR is number 2, 3 or 4 in the CJNG chain of command. Even if he's not in the top four, he still is a major player in CJNG and it is difficult to get any accurate information on him.
