One of the strengths of The CJNG is utilizing the sentimental partners of leaders of the organization to launder proceeds, among other illegal activities.

Hugo Gonzado Mendoza Gaytán, alias "El Sapo" or "El 90," is an example of Mencho's strategy. Liliana Rosas Camba is the wife of El Sapo and is dedicated to managing the companies with which the narco launders millions.

Liliana’s illegal activities put her in some exclusive company of narco launders with the Gonzalez Valencia family, which operates Los Cuinis, the money launder of CJNG.

Eventually, Eliana's activities caught the attention of The United States government, and she was sanctioned by the Department of Treasury Office of Foreign Assets Control in 2019.

The Kingpin Act blocks all property and interests in property within the United States, or within the possession or control of any U.S. person, of the persons, identified by the President, or foreign persons designated by the Secretary of the Treasury, after consultation with the previously identified federal agencies.

The names of persons and entities designated pursuant to the Kingpin Act, whose property and interests in property are therefore blocked, are published in the Federal Register.

Liliana is accused of materially assisting in, or providing financial support for or to, or providing goods or services in support of, the international narcotics trafficking activities of Gonzalo MENDOZA GAYTAN and the CARTEL DE JALISCO NUEVA GENERACION, foreign persons designated pursuant to the Kingpin Act; Designated pursuant to section 805(b)(3) of the Kingpin Act, 21 U.S.C. 1904(b)(3), for being directed by, or acting for or on behalf of, Gonzalo MENDOZA GAYTAN and the CARTEL DE JALISCO NUEVA GENERACION, foreign persons designated pursuant to the Kingpin Act.

Mica's Analysis

Liliana’s role in money laundering is important to Los Cuinis and CJNG. It's safe to assume her role has increased since the arrest of Rosalinda González Valencia, spouse of Mencho.  It's also safe to say she has been in Puerto Vallarta since 2015. Out of all the entities listed, she was the only one operating in the heartland of CDS, Culiacan.  There is an obvious connection there, but I cannot understand it.
