Baja California State Revenue Collector Threatened By CJNG For "Not Complying With The Agreement"

A narco message and funeral wreath allegedly left by CJNG threatened Juana Guadalupe Ramírez Rojas, the state revenue collector, for "not complying with the agreement". Noticias de Tijuana reported that the threatening banner was left outside a Baja California state government building in Rosarito, Baja California on the morning of June 12.

Photos circulating online show a cloth banner with black spray painted letters placed at the foot of a large floral funeral wreath, an obvious threat on the state officials life. The use of a funeral wreath alongside written threats is rare, but Borderland Beat tracked at least two similar events in 2021.


The message says: "Juana Ramirez for not complying with the agreement, you and your people. - CJNG"

The individual mentioned is Juana Guadalupe Ramírez Rojas, the state revenue collector for Baja California. 

This message falls in line with the CJNG's strategy of open aggression towards the state and it's security forces, which have earned it a reputation with the DEA as being willing “to engage in violent confrontations with Mexican government security forces and rival cartels'’.

    1. I argue that CJNG in particular currently has a strategy of direct confrontation with the government, just as the Zetas did back in the 2000s.
      By contrast, their main rivals, the Sinaloa Cartel often opt for corruption rather than violence, which draws less attention.

      CJNG likes plomo, CDS likes plata.

    1. The original members are in jail, dead or hiding. CAF is a mess. The same can be said about the Original Beltranes and the original Juarez/ Carrillos. Those cartels or atleast the remnants will never be the same.
