La Línea Leaves 2 Dead Bodies With a Message for CDS El Jaguar in Main Square Ignacio Zaragoza, Chihuahua

La Línea left two dead bodies in the main square of Ignacio Zaragoza city, Chihuahua which threatens not only their rival Francisco Arvizu Márquez alias “El Jaguar” but the police who allegedly work in collusion with him. 

On the morning of Sunday, July 18 2021, witnesses observed armed men enter the main square of the city of Ignacio Zaragoza, in the municipality of the same name, in Chihuahua. The armed men appeared to be carrying something large, which they dropped in a prominent location within the main square, located on Ocampo and Miguel Hidalgo streets in the downtown area. The armed men then left the area. 

At approximately 9:00am, witnesses called the emergency service number and reported what they had just seen. They detailed that the large objects placed appeared to be human remains.

 
Elements of the State Security Commission (CES) and National Guard (GN) personnel arrived at the scene and confirmed the presence of two bodies, which were wrapped in blankets. One of the bodies was also wrapped with an orange narco-message sign.

"Pigs", much like in English, refers to police. Jaguar refers to the alias of Francisco Arvizu Márquez, a leader of a group from rival Sinaloa Cartel.

The two deceased males who were left in the main square have since been identified as Francisco Ubaldo Ochoa Nevárez, 48 years old, and Sergio Carranza Fuentes, 44 years old, both from Ignacio Zaragoza municipality.

La Línea's History with El Jaguar

The bad blood between El Jaguar and La Línea has some important history behind it, most notably, El Jaguar used to a La Línea cartel member. Jaguar and his men were members of La Línea during the era when El Chuyín was still in prison and El Ochenta (El 80) was leading in his stead.

El Diario de Chihuahua reports that El Ochenta and El Jaguar developed a rivalry within La Línea. And around 2016 to 2017 they had a falling out which led to El Jaguar leaving La Línea and joining up with the Sinaloa cartel, specifically seeking out the support of Los Paredes.


According to Diario, in November 2016, El Jaguar led a major incursion into La Línea controlled Madera municipality, Chihuahua. His men attacked municipal police in Las Pomas and then entered into a major shoot out with El Nachito and his men. El Nachito died in the shootout alongside several of his men. Later that month Jaguar's men entered La Simona and abducted six municipal police officers along with two civilians. Two of the officers and two of the civilians were later found dead in December 2016.



La Línea was able to later push out El Jaguar from Madera, then he made incursions back in. El Jaguar's brother Jorge Luis Arvizu Marquez alias "El Lobo" was killed in April 2020  in Madera which was part of La Línea yet again pushing El Jaguar out of Madera.

The most recent news says that in July 2021, El Jaguar was in Madera when police made an attempt to capture him. This may suggest he is either attempting another incursion or he has developed a small foothold in Madera. 




The State Police and El Jaguar 

As previously covered on Borderland Beat, there have been at least four attempts to capture El Jaguar by law enforcement which have failed. Some of these attempts have been marred by persistent rumors that law enforcement officers intentionally leaked details to El Jaguar's men about the upcoming operation in order to prevent his capture. 

David Anaya Cooley, the head of the Sonora State Police (SSPE), ruled out leaks or corruption of his State Police, saying "In the performance of their duties, I did not see any type of situation that compromised their performance from the state police," he said when asked for a comment on the July 2021 operation.

It is of note that in January, just a few months before this July attempt, a previous operation was conducted with the goal of capturing El Jaguar. It began when the Chihuahua State Police reached out to the Sonora State Police and requested they perform a joint operation to apprehend El Jaguar based on intelligence they had gathered. This intelligence indicated that El Jaguar was currently located in Agua Prieta municipality which is in the state of Sonora, beyond their jurisdiction. 


The Sonora State Police agreed and a joint operation was planned. On January 13 2021 at 9:15pm, a team of 15 Sonora State Police officers and 5 Chihuahua State Police officers successfully arrested Francisco Arvizu Márquez from a hotel on Avenida Seis in Agua Prieta. 


However when the detainee was being driven from Agua Prieta to Hermosillo, the vehicle made a stop to refuel. This refueling stop allegedly lasted 40 minutes. At the end of the 40 minutes, El Jaguar's men arrived at the gas station and forced the officers to release El Jaguar. Allegedly the sheer number of armed men that arrived so vastly outnumbered the officers that not a single shot was fired and El Jaguar was released without any exchange of violence. Sources said the prolonged 40-minute wait was considered as "suspicious" by top level officials from the state of Sonora.


When Diario de Chihuahua newspaper reached out to David Anaya Cooley for a comment regarding the January operation, he said "Yes, [the operation] was carried out, unfortunately the objective was not achieved... It reached a level where it could be carried out and there were some complicated situations."
