US Government Lifts Economic Sanctions Against El Mayo's Brother Jesús 'El Rey' Zambada

Former high-ranking Sinaloa Cartel member Jesus Reynaldo Zambada García, alias "El Rey" (The King), brother of Ismael "El Mayo" Zambada, was removed from the sanctioned list of the US Office of Foreign Assets Control (OFAC), a financial intelligence and enforcement agency of the US Department of the Treasury.

Anyone sanctioned under the OFAC's Foreign Narcotics Kingpin Designation Act (Kingpin Act) is excluded from the US financial system. All their U.S.-based assets are frozen, and U.S. citizens or entities are prohibited from engaging in business activities with them.

A US spokesperson said that El Rey Zambada was no longer involved in "sanctionable activities" and that he demonstrated a change in behavior and circumstances.

"The primary goal of sanctions is behavioral change. A person [like El Rey Zambada] could be re-designated should new evidence or circumstances merit," he said.

A US law enforcement officer declined to comment on El Rey Zambada's legal status or whereabouts, saying that such information was not for the public.

Background

El Rey Zambada was born on 13 August 1960 in Culiacan, Sinaloa, Mexico. He is younger than El Mayo, leader of the Sinaloa Cartel and one of the US and Mexico's most-wanted drug kingpins. 

El Rey Zambada was sanctioned by the US government in March 2012 along with two Mexican companies.

According to the investigation, El Rey Zambada controlled a drug trafficking route via the Mexico City International Airport on behalf of his brother El Mayo, who was sanctioned under the Kingpin Act in 2002.

“OFAC continues to target Ismael Zambada Garcia and his drug trafficking and money laundering network [including El Rey Zambada] to cripple their influence and deny them access to the U.S. financial system,” read the statement.

The two companies sanctioned were Zarka de Occidentes S.A. de C.V., an agricultural firm, and Zarka de Mexico S.A. de C.V., a retail clothing and accessories business. These Culiacan-based entities were managed or owned by Zynthia Borboa Zazueta, wife of Vicente Zambada Niebla ("El Vicentillo").

El Rey Zambada was arrested in Mexico in 2008 and extradited to the US in 2012 on drug-related charges. To reduce his sentence, he testified against Joaquin "El Chapo" Guzman during his 2019 trial, and said under oath that he paid millions of dollars to former Secretary of Public Security Genaro Garcia Luna.

His testimonies, along with those of his nephew El Vicentillo, were key for the US prosecutor's case against El Chapo, who is currently serving life imprisonment in the US.

This recent announcement comes a few days after the US Federal Bureau of Prisons (BOP) confirmed that El Vicentillo and him were no longer in a US federal prison. As reported by Borderland Beat, prisoners who enter the Witness Protection Program (WPP) are removed from the BOP's database and the general prison population.

  2. They need to get rid of chapitos, they have beef with all the cartels and nobody wants them around. And that will open up plazas for Vicente and Rey Zambada to run. Time for Sinaloa to be one cartel again, only chapitos are in the way.

Skiing and snowboarding in the winter, chasing college girls the rest of the year with his “Kings Ransom” moved to legitimate accounts by the grateful US government. He’s also going to undergo some very extensive plastic surgery so his old amigos will never recognize him…

  10. If he's under the witness protection program and removed BOP data base then it would only make sense to remove him from OFAC as well. Otherwise how would he be able to start his life in the U.S if those were to be his intentions.

    1. I think it was the following: He was asked to testify (stick) and promised to have his sanctions lifted (carrot). Now that he's in witness protection for good then this deal took effect. He will get to keep some of his money and may not have to work at a Walmart for the remainder of his life... He was just in prison for a little over 10 years, not a bad deal when he was facing death in Mexico and/or life imprisonment.

Yeah, if he is in the witness protection program they have to remove the name because he gets a new identity to start all over as someone else, and the old name pretty much becomes someone who no longer exists and makes no sense to sanction someone that "doesn't exist with that name". They say he's removed because he's no longer involved, yet we all know it's a bullshit excuse like if suddenly they knew that he learned his lesson and will be a good guy now but that's the only thing they can pretty much say since they can't say he went to witness protection, they aren't allowed to confirm or deny or speak about anyone joining the witness protection program.

    3. 4:56 - Agreed. I also think that Rey and Vicentillo won't be able to talk or see each other again per WPP rules. They can violate them, but it will be extremely difficult for them to find each other when they are given new identities. I wonder if Vicentillo will ever speak to his father again when he has his new identity. Too risky. I'm sure they briefed him on the dangers of doing that.
