Judge Approves US Extradition of Sinaloa Cartel Operator 'El Muñeco'

A federal court cleared the way for the Mexico government to extradite Jesús Alfredo Salazar Ramírez ("El Muñeco", The Doll) to the United States. He is a former high-ranking member of the Sinaloa Cartel, and was responsible for the murder of peace activist activist Nepomuceno Moreno Núñez and lawyer Rubén Alejandro Cepeda Leos. The extradition motion was approved by federal judge Erick Zabalgoitia Novales.

El Muñeco was identified by the Secretariat of National Defense (Sedena) as a lieutenant of the drug kingpins Joaquín "El Chapo" Guzmán and Ismael "El Mayo Zambada", and as a leader of the criminal group Los Salazar, responsible for the control of planting, production and drug trafficking in Sonora and Chihuahua.

He was arrested by the Mexian Army on November 1, 2012, in the municipality of Huixquilucan, State of Mexico. It is wanted by the U.S. District Court, Western District of Texas for organized crime involvement and conspiracy with intent to distribute five or more kilograms of cocaine from Mexico to the U.S.

Mexican authorities blamed him for the death of Peace Movement activist Nepomuceno Moreno Núñez, who participated in the Dialogues for Peace meetings with former Mexican President Felipe Calderón. The activist was murdered on November 28, 2011. He was also linked to the murder of the lawyer Rubén Alejandro Cepeda Leos, perpetrated in Chihuahua on December 20, 2011, and of being the mastermind of multiple executions in Sonora, Chihuahua, Sinaloa and Mexico City.

For several years, El Muñeco's legal team was able to halt his extradition to the U.S. In 2015, federal judge José Díaz de León Cruz denied the prosecution's extradition request. His defense team argued that the Mexican authorities "unduly" granted probative value to various actions that were labeled as illegal; furthermore, they asserted, infiltrated U.S. Drug Enforcement Administration (DEA) agents, cooperating witnesses and cartel collaborators assisted in his investigation and arrest.

In 2019, Borderland Beat reported that El Muñeco's extradition was approved. However, this latest court approval was one of the last proceedings before he is handed over to U.S. authorities.

  3. I wonder why extraditions are being facilitated under this current administration. I believe from Fox up until now the count is over 700 extraditions with over 100 under AMLO. Are judges coming to their senses? Are they afraid of being caught and prosecuted? Has AMLO advised judges to move forward with extraditions?
