Gunmen Kill 28 People Inside Rehab Center in Irapuato, Guanajuato

Gunmen stormed into an unregistered drug rehabilitation center in Irapuato, Guanajuato, and killed at least 28 people. The police said that the attackers burst into the rehab center with the intention of killing everyone inside since no one was abducted.

Eye-witnesses said that the gunmen arrived at the scene in a red vehicle and ordered everyone to lay down on their stomach next to each other. Photos circulating on social media show that the victims were lying down when they were sprayed with bullets. Twenty-four people were killed at the scene but four more died while receiving medication attention.

No motives were given by press time, but investigators say that the attack was likely drug-related. Guanajuato is Mexico’s most violent state this year and is the battleground of a bloody turf war between the local Santa Rosa de Lima Cartel (CSRL) and the rival Jalisco New Generation Cartel (CJNG).

Irapuato Mayor Ricardo Ortiz posted on Twitter that the “devious attack” would not go unpunished and called for Mexican authorities to work together to bring tranquilly back to his city. Mexican President Andres Manuel Lopez Obrador (AMLO) said the attack was very serious and said that federal, state and municipal authorities would work together in Guanajuato to restore peace.

Background
Attacks in rehab centers are not unusual in Mexico’s ongoing drug war. Drug cartels have killed suspected street-level dealers who are reportedly sheltered in rival gang facilities. This attack in Irapuato is one of the deadliest rehab center shootings. In 2010, gunmen killed 19 people at a rehab center in Chihuahua.

Most of the rehab centers in Mexico are privately run but are poorly funded. The Mexican government spends very little on drug rehabilitation and unregistered centers are often the only viable option for those who cannot afford the treatment. There have been many instances of abuses committed against recovering addicts in privately funded facilities across Mexico.

In addition, drug dealers and addicts who are in danger often seek refuge in private facilities, which makes them target of attacks from rival drug cartels. Drug gangs have also recruited from these facilities and threatened to kill those who do not cooperate.

In Irapuato alone, drug cartels have attacked at least four rehab centers since December 2019. That month, gunmen kidnapped 20 people from a facility. In February, they stormed another facility and kidnapped 4 people before setting the place on fire. In June, 10 people were killed inside a rehab center.

Irapuato has 265 rehab centers but only 30 of them are officially registered with the government.

  14. We cant know for sure really what this was..maybe it was a staging ground for rivals maybe it was the owner who did or didnt support someone maybe piso dispute? Maybe just didnt want another rehab on the block too much competetion Lots of money in the rehab schemes unfortunately, greed says theres not enough if too many ppl take a piece of the action? maybe it was bad intel? or possibly they had a phone(s) tracked belonging to someone they were looking for but werent sure what they looked like? Take ur pick any of these plausible scenarios seems an easy err less difficult answer to make sense of it all but i gotta say something that hopefully brings some extra value to the discussion and make me taking the time yo post seem worth whilr...theres something about these happening over and over that strikes me as more than just coincidence.. stay with me now ..what if...what if these people really were simply drug addicts trying to kick a habit and make a change in their lives? A dealer is just a dealer supplying a demand but in this case this isnt a dealer but a pusher so Whats a cut throat ruthless pusherman to do?, the mentallity goes probably a bit lile this well hey if they are not buying the product and might even be convincing others to join this new trend of taking hiatus from said substances/lifestyle well they are better dead? Idk seems extremely fkd up and beyond over the top. The only reason this even crosses my mind is of all the posters i still see even in 2020 spouting off such 'remedies' like "just kill all the drug users" or some other shart brain,direct pipeline from arse to mouth type speak, yal know the ones im talking about... Something tells me this is what really happend a good indication is that no one not one of the victims seemed to have been armed, these people had no clue what was about to happen to them, if they did why not just rush the assailants and take their chances if u kno ur bout to be splatter brain anyways?

    Thats a heavy thing to contemplate if this is true..ive said it time and time again, if u call on the government to solve all the problems, same with the police, ur gonna get these kinds of outcomes. Drugs by themselves arnt really worth all that much money, not only just about supply and demand like every other commodity, a drugs enormously inflated value derives from the simple fact of the artificially(prohibition) inflated 'risk' involved bringing said products to market, not only does this system by its very nature encourage the crime of all the usual sort, it also has created huge 'legal' industries completely reliant on their inflated funding by doing whatever it takes to keep the prohibition gravy train going. Its not just the narcos making insane amounts of money taking advantage of the situation, its every prison in america, the court system, and recently the rehab industry. Just ask urself why its never even a possibilty that the drugs just be left alone, no more regulation than broccoli, pay ur taxes on ur goods and thats that? Why? Bcuz there is too much money in forming burocracies around controlling this market and people at every level. Id like to hear if anyone here thats pro drug war has a straight faced intelligent rebutal to my post. I'll end with this, ask what would happen if all these industries suddenly had this income stream from prohibition taken away by a change in the laws? Hint: not enough non-drug related crimes to keep the lights on in those new jails for 500 alex...that theres everyones daily trouble folks..now what are gonna do to fix it?   15. Years ago, Mexican nationals I knew would derisively look down on stupid gringo drug addicts and blame the USA for its drug problems. Basically, they gloated that Mexicans were just filling a gringo demand and the money good for Mexico.
    I warned them that Mexicans were becoming more and more consumers of these addictive poisons...these trends were clear and foreboding to me.

    Sure enough, here we are in 2020, Mexico has grown its very own internal drug addiction problems.

    What to do? I have absolutely no idea because everything I can think of has flaws that might actually make things worse.

      Also not paying cash but in species and telling people to eat or sell "their pay" would lead to this.

  16. Yes there is always gona be a risk to any path but at least we can discuss ideas to hopefully find real ways of making changes. So lets hear some ideas...
    If these substances are made legal or simply left alone from regulation a) does price drop dramatically due to decreased risk? b) if price does drop substantially to where it is no longer as lucrative to be in that business, do we see less production? Just look at the small margins these farmers operate on, if thr price drops just enough they no longer will have the incentive to grow these crops, heck if that happens one could make the arguement the criminal groups wouldnt have thr incentive to force farmers to grow it either.

    What is the role of the state in the personal choices of its citizens? What is the role of police officers in a community? What is customs and border patrol and their actual mission behind the retoric? If we learn that the CBP knows it cant stop all the drugs entering the country and wouldnt want to even if it could, instead becoming defacto regulators of the market if you will, by ensuring the "risk" remains high-->the price remains high--->unlike other comodities the actual supply can never be accurately quantified,again regulators ensure the supply never gets too over saturated nor properly quantified due to its illegality, and even when a rough guess is made based on the year to date seizures tally, the market mentality of artificial scarcity+high risk factors on the prices is always there--->this almost gaurentees violence, in fact it ensures ever increasing violence remaining and gaining ever heights. To whom benefits? Let us ask that question often when we ponder these issues..to whom benefits? ?Cui bono? Can there be such a thing as a responsible drug user? If so, in what environment is there a more likelyhood of said person existing in, one of legal substances or one of criminalized substances? (Just to remind everyone we do already have laws that seem to work for where when someone drives drunk or is uncontrollably intoxicated and causing disturbance in society, this question is merely to address the wisdom in making the SUBSTANCES themselves illegal.)

Are we free citizens uncomfortable with the idea that other free citiens may choose to use something that we ourselves may not? How does one free citizen disuade his or her peers from partaking in something they themselves do not? Compassion? Demonstrated reasoning? Coersion by threat of penalty? Through force? Do you consider urself a free citizen? How does a free citizen 1)define the word free, as it relates to their ability to make choices, consider themselves free then 2)vote the state should compel other free citizens to conform to a standardized norm in re: to their private habits and partakings by use of threats penalties force and imprisonment and alas 3) defining the word 'free' one more time so the people in the back row wont get confused with the definition of medieval serf. I know we have all been esentially been breathing c02 in a paper bag or mask for the past few months so slight impaired cognitive function can be expected but with fresh air the oxygen levels in our blood start to increase, our neurons in our brains begin to fire, now Can we really keep a straight face after this little exercise?       Drugs should be administered by the government for small fees just to administer the rehabs too, take away the economic incentive and check for criminales with lie detectores and Universal ID cards and locators for dangerous people to curb other crimes, vehicles should have barcodes and keep reports of their locatión at all times, off limits neighborhoods help keep criminals away, severe punishments for politicians is another heaven for the public...

      legalization is something I was against.
      Until I was educated on the subject and my personal doctors ALL say (ask yours) "give it to them". there is such thing as a functioning addict. my brother was one. He no longer searched for the high, but to feed his brain. he was successful in life, love and profession.
      Only a small percentage of people seek a high to nod off, just like majority of people who drink alcohol, do not drink to pass out, and many of those have mental illnesses.
      My husband told me last night after years of heated discussions, he now agrees with me that:
      There should be legalization
      The drug war is a joke
      That 99.9 percent of Americans are ignorant to the facts
      That 99.9 percent Americans have no clue what is happening in the land of our closest neighbor to the south.
      That the American press considers narco news a fill in and not a priority
