Ex-Cop Responsible for Paying Police on the CJNG's Payroll Was Murdered in Baja California

According to Mexican authorities, Víctor Ismael Tapia ("El Tapia"), former police officer in Tecate, Baja California, was responsible for paying municipal police officers on the Jalisco New Generation Cartel (CJNG)'s payroll. On July 24, Tecate authorities issued a communique saying they had found a bullet-ridden body on a dirt road in Lázaro Cárdenas neighborhood. His former colleagues identified the corpse as Tapia's immediately.

Baja California states officials said that Tapia paid active police officers who supported the CJNG. His role also included collecting money from the CJNG's tienditas ("little stores"), any place where small quantities of drugs are sold, as well as recruiting police officers. This info was confirmed by Ismael Gómez Sierra ("El Chiquilín"), also a former municipal police officer who worked for the CJNG and was arrested earlier this month.

His former colleagues said that Tapia resigned from the Tecate Municipal Police force in 2017, the same year that CJNG regional boss Javier López Ríos ("Tito Torbellino") was killed in Tecate. Among his last tasks in the police was being part of the security circle of Tecate police chief Francisco Castro Trenti. Tapia then worked for the Tecate Municipality's cleaning department while working as the CJNG's liaison with the local police.

This was not the first time cartel members attempted against Tapia. Back in September 11, 2015, Tapia survived an attempt on his life when gunmen attacked his house in Lázaro Cárdenas neighborhood. Tapia blamed police commander Alejandra Hernández Villa for the attack; he claimed he saw her roaming around the neighborhood several times in civilian clothes before gunmen attacked his home.

According to state officials, Tecate is under the control of the CJNG. As mentioned above, El Chiquilín was arrested earlier this month. He was reportedly the second-in-command there along with Danny Isaac Ortiz Covarrubias ("El Moreno").

As reported by Borderland Beat, El Moreno worked under Jesus Alfonso Trapero Ibarra and Israel Alejandro Vázquez Vázquez ("El 50"), who head the CJNG in Baja California. Borderland Beat has covered the background of these two CJNG higher ups.

The CJNG's financial operator in Tecate is reportedly Samuel Vaca Garcia ("El Primo"). Both El Primo and El Moreno are the main suspects in the May 2020 murder case of Tecate police officers Rosalba Santillán Esqueda and Pedro Ignacio González.

Other high-ranking members who oversee Tecate include Alejandro Estrada Bañuelos ("El Lic del Diablo"), who has been cited as an attorney for the CJNG. El Moreno has a brother, Miguel Ortiz Covarrubias ("El Miguelito), who also operates in Tecate along with a cousin known by his alias El Juanito and/or El Michoacano.

    4. 12:40 exactly, CJNG fans act like Mencho snapped his fingers and created men out of nowhere from his organization and put them to be in charge of trafficking all over the country. He grew so fast by forcing lots of people to switch sides. That means many cells are only loyal as long as they see CJNG as strong. Not enough time for deep family ties to form to ensure alliances aren’t so easily broken. That’s why CTNG is liable to switch Sides or become independent if they deem CJNG weak.

  2. Mexico: Group missing after attack in Puerto Vallarta

    MEXICO CITY (AP) — A group visiting the Pacific resort of Puerto Vallarta was apparently attacked by suspected members of an organized crime gang, and one was killed and the others have disappeared and may have been kidnapped, Jalisco state authorities reported Saturday.

    Jalisco state prosecutor Gerardo Octavio Solis said the incident happened July 18 in a residential area of the city.

    He said 13 or 14 people from the central Mexico state of Guanajuato had split up into two groups after arriving in Puerta Vallarta and then met up in the residential area, where they were confronted by attackers.

    “There was a series of shots,” Solis said. “One person was left wounded at the place, others managed to flee — some on foot, others in vehicles.”

    The wounded person was pronounced dead at a hospital, and there has been no news about the others in the group, he said. Several off-road vehicles are also missing.

    The prosecutor called the news conference hours after the newspaper Reforma published a front page story on the attack, saying the visitors had been kidnapped.

    Solis didn’t ruled that out.

    “It’s part of the investigations in conjunction with the murder and theft, and we’re going to continue along this line,” he said.

    However, he stressed there are no formal allegations of abduction. He said the prosecutor’s office has had no contact with relatives of the apparently missing people and has no knowledge of ransom requests.

    Solis said everything points to the attack being perpetrated by a “high-danger crime cell” linked to some organized crime group.

    The western state is the base of the Jalisco New Generation Cartel, which is one of the most violent crime organizations in Mexico and has been blamed for the recent failed attack on Mexico City's police chief. It is engaged in a bloody fight over territory with other groups, including a local gang in neighboring Guanajuato known as the Santa Rosa de Lima cartel.

    The prosecutor said none of the attacked visitors was linked to any criminal activity, but added that fear of cartels might be why no witnesses have appeared.

    Reforma said some of the visitors were business people.
