Plan antihuachicoleo has not reduced fuel theft




The federal strategy to combat huachicoleo has not managed to stop the number of attacks on Petróleos Mexicanos (Pemex) pipelines: despite social programs aimed at discouraging fuel theft and unprecedented deployment of federal soldiers and police to attack the milking, the number of clandestine pits remained practically at the same levels during the first quarter of this year. 

In response to a request for transparency made by this newspaper, Pemex revealed that its pipelines have suffered a total of 4,374 attacks from January 1 to March 31 :1565 in January, 1342 in February and 1467 in March. 

The numbers - disaggregated at the municipality and day levels - not only make it possible to map the behavior of the gangs dedicated to the theft of huachicol at the start of this government, but point to the fact that the milking attempts have not diminished significantly, even in areas of strong military presence, like Hidalgo.

In the response, the Subdirectorate for Strategic Safeguard of Petróleos Mexicanos reported that on January 1 of this year it had detected 1,565 clandestine connections, distributed in 22 states of the country. This, according to the statistics of the Strategy and Security and Monitoring Systems Management of Pemex.

The figure contrasts with that registered three months later, on March 31: the figure decreased to just 467 thousand illegal takes in 23 states of the country, only 98 less than before the start of the offensive against theft of fuel. 

At the same time, pipeline sabotage has intensified in specific locations, such as Michoacán. In January, five clandestine outlets were reported in three municipalities, while by March the number quintupled with 34 punctures in the municipalities of Cuitzeo, with 26, and Tarímbaro, with 8. 

The State of Mexico experienced, on the other hand, a substantial increase in the number of attacks on pipelines. If in January it reported 169 cases in 27 localities, by March it registered 242 intakes in 23 municipalities. 

Every month, from January to March, about 1,500 clandestine pits were detected by the state productive company nationwide. Hidalgo continues to lead and concentrates a third of the total. It even suffered more attacks than at the beginning of the year, closing March with 36 huachicolazos more than in January. 

The case of Tlahuelilpan stands out, a municipality where on January 18 the explosion of a clandestine pipeline claimed the lives of 135 people. Despite the tragedy and the patrols, the gangs of huachicol have continued attacking the pipelines in the region: if in January there were 17 pits, by March they had doubled, reaching 40. 

According to the Pemex report delivered to MILENIO, A change can be observed in the logistics of the criminal groups, which have gone in search of more locations where they illegally extract fuel. 

While Tula, Cuautepec and Atotonilco, in Hidalgo, remain in the first places in number of clandestine pits detected, Tepeapulco has suffered an increase of almost three times. 

In January, Tula topped the list of clandestine takeovers nationwide, with 167. For March it went to fifth place, with 39. Meanwhile, Cuautepec went from second place, with 103 pits detected in January, to the first national spot in March, with 82. 

In the opposite case is Tetepango, which in January recorded 15 clandestine pits and in March the figure almost tripled, up to 44. 

The same has happened in Puebla where, for example, in January 156 pits were detected in 11 municipalities and for March only 113 pits were detected, but in 19 municipalities.

  1. I saw this yesterday on Milenio TV. The use of the word "attacks" is deceiving, because that can mean thwarted attempts. The real number to look at the number of tomas, not included here. The numbers on the tomas by state are not the same as the attention grabbing headline about "attacks."

  2. To believe a strategic plan to curtail fuel theft will happen overnight is irrational thinking.
    Criminal organizations and their reliance on illegal goods are inseparable. Especially where a government exemplifies this (criminal) behavior for all to see as a norm.
    It's sad to say but these activities will try the tests of time. Displacement of criminology isn't overnight. Added with lack of job opportunities.

  3. Lol this is complete bullshit. The government has thwarted clandestine fuel theft. Everyone knows pemex throws this data to cover what the top corrupt executives are doing. Pemex executives live a better lifestyle than the top guys in Exon or BP. Obrador doesn't need to look too far if he really has any interest in fixing Pemex.

    1. Federal Senator Carlos Deschamps has Fuero and Amparos, can't even be kicked off the PEMEX Oil Workers Union, and protected by Carlos Salinas de Gortari and Carlos Slim Helu and all the presidents but not by AMLO. It may take an assassination, or a dozen, "we'll see"

    AMLO's plans will not work if La Gente don't get behind those plans, which is how he get elected and what his agenda is.

The huachicol empire involves many powerful local politicians and caciques in charge of the Huachicoleo, their trucks are easy to detect, and some of the gas stations that used to sell huachicol have been put out of business, pipelines have been stopped, but some PEMEX yards still steal pipe tankers full of gasoline that sell on the cheap privately.
    It will not be easy, but al least AMLO is not taking part of it like EPN, FOX AND FECAL... and being a huachicolero is not going to be solved with murdering of hungry huachicoleros just as the coal theft from coal trains was never solved on the US back in the day.
    More urgent is stopping the theft of oil from PEMEX SEA PLATFORMS BY THE TANKER SHIP. esas si son CHINGADERAS, on top of all the secret platforms former governments had dedicated to pumping for their exclusive benefit in cahoots with Tejan oil barons and their Tejas dry holes.

  9. Many people are too involved in drugs (sales / distribution, consumption or other criminal activities) for his implementation to succeed. Lack of job opportunities to sustain oneself outweighs all other (his sermons).
    This removal of criminal mentality to be replaced by civil order will not be overnight.
    His lienenci / compassion to enforce what is evidently necessary are not being applied (justicia). Leaving people to continue to fend off aggressors and being slaughtered.
