CJNG in Puebla: Extortions Out of Control

Yaqui for Borderland Beat from: MunicipiosPue

"The CJNG respects the government. WE DONT PUT, we don’t put mantas against you. We are coming for you OTTON aka Cachetes.  And BUKANAS. Stop putting up mantas."

Thanks Sol for the Manta Trans !!

Dec 1, 2018 Puebla, Pue. "If you do not pay, we will come to leave a message or we will give it to your clients, you decide", the representatives of the Jalisco Nueva Generación Cartel (CJNG) warn entrepreneurs from Puebla, who since last year began to pay fees to let them continue to operate their businesses.

Restauranteurs and owners of "antros" or nightclubs,  located in the capital and San Andrés Cholula, in areas such as Juarez, Huexotitla and Angelópolis, pay 300,000 Pesos to half a million pesos for the so-called "piso'' or "floor charge", ie extortion fees to do business.

This was revealed by an entrepreneur, who indicated that they seek rapprochement with state authorities to support them, because they demand complaints but those affected fear for their lives and that of their families. The FGE claims they have NO complaints.

In an interview, the representative of the private initiative explained the modus operandi. "If you do not cooperate they warn you that one of your clients can pay the consequences and the loss of prestige of the business will in any way decrease the profits. Otherwise, another of your clients who refuses to cooperate, they enter your business and there they execute it. The lesson is double, they never lose. "

This was narrated by an businessman/entrepreneur, concerned about the growing insecurity observed throughout the state, where assaults, murders, extortions, kidnappings and kidnappings are now the constant, according to the Semáforo Delictivo group.

On October 13, through social networks it was reported that diners of the restaurant, Sushi Seven, located in Plaza Sonata, had been assaulted. The same as days ago at the Sonora Grill Prime Restaurant, located on Juarez Avenue.

In the case of Sonata, the criminals were armed and intimidated those who were eating in the place, as well as the employees. All were stripped of their belongings.

Meanwhile the Sonora Grill Prime Restaurant refused to admit that its guests and employees have been attacked.

The businessmen, the interviewee added, are asking the authorities for support to avoid jeopardizing their integrity, that of their families and their heritage.

The Public Security Secretariat of Puebla dissociated itself from the issue by indicating that the threats are the responsibility of the State Attorney General's Office and the operation of the Jalisco Nueva Generación Cartel is a matter of federal character for the type of crimes committed by this type of criminal groups.

The Attorney General of the State through the area of Social Communication specified that so far, no employer has reported threats, extortion or any other crime related to the collection of the piso charge that the employer attributed directly to the CJNG.

CJNG in Puebla:
Nemesio Oseguera Cervantes, "El Mencho" began by taking control of entities such as Oaxaca, Guerrero, Michoacán, Baja California, Guanajuato, Jalisco and Veracruz, according to the analysis published by the InSight Crime study center. Now his organization operates in Puebla and the governor José Antonio Gali Fayad admitted it in March of this year.

Even last month, the government of the United States increased from $ 6.5 to 10,000,000 US  dollars the reward to whom for information as to  the whereabouts of "El Mencho", indicated the US Attorney General, Jeff Sessions.

Until December 2016, the then governor Rafael Moreno Valle indicated that the entity was one of the safest in the country, because despite having borders with states such as Mexico, Guerrero and Veracruz that face strong problems of insecurity, in Puebla they lived in safety.

Months later, his successor José Antonio Gali Fayad, current president of Puebla, admitted the presence of the Jalisco Nueva Generación Cartel in the city of Puebla, where until that moment it was known as a Zeta territory, whose leaders like Roberto de los Santos de Jesús, aka " El Bukanas ", found in the theft of fuel another profitable business, ie huachicoleo.

Since November of last year blankets were placed on a bridge "Ecological Periphera" of the capital of Puebla, through which the CJNG allegedly threatened officials of the Public Security Secretariat of the state and leaders of Los Zetas.

Through two blankets the Cartel Jalisco Nueva Generación (CJNG) threatened Los Zetas detained in the San Miguel prison, who allegedly maintain control of the penitentiary center, linked to "El Bukanas", whose capture the Veracruz government valued at 1,000,000 Pesos and then the reward grew to 5 million pesos.

On the same day they placed blankets at a second point, the federal highway to Tehuacán.

In addition to harassing Los Zetas held in the prison located in the state capital, CJNG also had slogans against officials of the Ministry of Public Security and the management of Social Rehabilitation Centers.

The threat was direct towards José Eduardo González Barrera, alias "El Lalo", who controlled the plaza for Los Zetas until 2016, when he was deprived of his liberty and entered the San Miguel prison. His place as leader, he conceded  to "El Bukanas".

However, in the prison the group called Sangre Nueva Zeta, led by "El Lalo" is the one that presumably controls the sale of drugs and alcohol in San Miguel. The illegal business has estimated profits of up to 4 million pesos per month, at least, since the inmate population in San Miguel exceeds 3,000 inmates.

After the appearance of the blankets, "El Lalo" was transferred to the maximum security prison of Tepexi de Rodríguez.

The appearance of narcomantas appeared to days of the execution of leaders of the hydrocarbon theft like "El Kalimba "," El Irving " and" El Cuino ", which was taken as a cleaning of the plaza by the Jalisco Cartel Nueva Generación ( CJNG), which took over the territories dominated by executing huachicoleros.

From the blankets to the street:
Apart from the fact that blankets have reappeared, now the people of Puebla face violence every day and in different regions.

First in the huachicolera zone of San Martín Texmelucan, then in the capital, Ciudad Serdán, Yehualtepec and now in Los Reyes de Juárez, with  dismembered bodies with signs that prove the CJNG are already a constant.

The same as the shootings in the public highway, the assaults, the extortions and the kidnappings, crimes that also worry to the industralists, who fear  their integrity and fear for  their families, like the rest of the population.
Gali admits that CJNG disputes the Plaza:

The governor of Puebla, José Antonio Gali Fayad, in March of this year, for the first time recognized the presence of the Jalisco New Generation Cartel in the entity, after Omar Jhonathan, alias "El Negro", allegedly linked to the gasoline entrepreneur Othón Muñoz alias "El Cachetes" unleashed a shooting on Monday night in El Clavijero, where the commander of the State Police, Filiberto Rugerio, died.

"Apparently according to the blankets that came out and some nicknames that have been mentioned it seems that it is the same operative of the theft of fuel of this delinquency of Cartel Jalisco Nueva Generación".

"As commented, fight with another group apparently also seen at the beginning of the theft of fuel and today, well, some adjustments are being made between them," he said at the time in an interview with the media, to mention that they seek to destabilize the state. He offered that the authorities would soon deliver results.

Crime in numbers:
A little more than half a year after Gali Fayad indicated that they would act, in his latest installment, the Traffic Light platform revealed that the Puebla entity from January to September exceeded the national average in crimes such as kidnapping, vehicle theft, assaults on businesses and sexual violations; and it almost reaches the average in homicides.

The statistics indicate that this year will close as the worst year for Puebla in terms of security. If the trend continues, more than 28,000 homicides will have been committed in the territory of Puebla.

"80% of these homicides are executions for territorial control of the drug market. The only way to solve this tragedy is by regulating drugs to take away business from the mafias, "said Santiago Roel, director of the Semáforo Delictivo group.

The National Public Security System reported in October, 37 kidnappings from January to September, as opposed to the 35 cases that were presented during the entire past year.

The aforementioned, despite the fact that this year the Prosecutor's Office for High Impact Kidnappings and Crimes (Fisdai) dismantled two gangs of kidnappers who operated in Acatzingo by the director of Public Security and in Ciudad Serdán, by the former security officer. In both cases, police and former municipal police of the regions were involved.

Who can protect us?
When knowing the degree of involvement of the authorities, the businessmen fear that when they report abuse they will be victims of reprisals or some other type of abuse, the representative of the private initiative indicated in an interview.

He explained that in addition to security they are worried about how unprofitable to invest in Puebla, given the exaggerated collection of piso fees requested by the CJNG.

The restaurants, the owners of nightclubs and bars and some other businesses that are well located must pay in some cases high rents for areas with high added value, cover payrolls and after one year here, meet the demand of the aforementioned Cartel.

"When you approach the Prosecutor's Office, they suggest that in most cases they are just threats, but what if they are not? Nobody wants to risk killing a customer or another crook in our businesses, because we will be affected anyway. For that reason some  have agreed that it is better  to pay the piso charge than take that chance; which  in some cases goes from 300,000 to 500,000 Pesos ".

The State Prosecutor General's Office stated that if intimidated, an employer and citizens in general can request guidance or report the numbers of the Fisdai, 244 68 54 or 55.

In addition to the extortion, said the businessman, they have to deal with aspects such as the commercialization of stolen fuel, which represents unfair competition and theft, because in Puebla, even the beer trucks are being attacked and now they have had to modify their delivery routes and their logistics.

Despite the risks faced by entrepreneurs, Puebla is suitable for investment, Gali Fayad has argued, arguing that it currently has one of the 10 most important economies in the country and ranks second in national growth with 6.2 percent on average , above the national average-two percent.
