Javier Villarreal affirms that Humberto Moreira obtained 3 billion pesos by "modifying/inflating invoices"

According to an investigation by the newspaper "El Pais" (the country), the ex-governor of Coahuila took possession of public funds through his own businesses by using the previously stated method. Which obtained benefits of up to 600 million pesos.

"Humberto Moreira, ex-president of the PRI party, took possession of money from the treasury through public tenders in which his businesses took part in, some of which ended up invoicing 600 million pesos, according to the declaration that he presented in San Antonio, Texas, Javier Villarreal Hernandez, who was his financial secretary between 2008 and 2010", reported by Jose Maria Irujo, investigative journalist of El Pais.

El Pais published that they had access to statements of the former collaborator of the governor of Coahuila from 2005-2011 after Spanish media revealed that the Spanish justice reopened a case against him for alleged money laundering.

In the testimony offered by Villareal to representatives of the Anticorruption Prosecutor of Spain, according to El Pais, the former treasurer explains in detail that the scheme used to obtain public resources was that of "overbilling and inflating invoices".

"The Former Secretary of Finance accuses Moreira in his declaration of having appropriated 130 million Euros (3 billion pesos), money not only for himself but also for the PRI party", is what Villarreal had declared, according to the outlet.

The access that El Pais had to the investigation had also allowed them to know that "that money had several different purposes, it was used to pay for advertising for governors, Humberto Moreira paid it in order to promote other candidates because he wanted to be the president of el PRI, in this way they had to thank him for being governors".

On several occasions Humberto Moreira's defense has declared these accusations as false, those which he has stated, were never proven.

Even after the news of the reopening of the investigation for laundering was announced in Spain, his lawyers reacted by sending a statement in which they rejected the resolution, considering it without attachment to the law and in violation of the ex -mandate's guarantees.

El Pais mentions that Villarreal had assured prosecutors that between 2005 and 2010 he was in charge of the economic management of Moreira " according to his public function".

"House, trips, car maintenance everything that Humberto needed. In that field, he had the knowledge and was aware of the fact that Humberto Moreira would gain access to public funds, embezzle money. He would manage different payments to companies, of public works, communications, publicity... when they needed to make payments to public companies, some of them needed bidding and some of them did not, by only proving was enough, and he thinks he remembers that with only 5 million pesos there was no need for public bidding. In this type of bidding, Humberto Moreira would participate with companies belonging to him", published by El Pais as a textual quote of the record of his declaration.

They ask the government of Mexico to collaborate

The judge of the National Court in Spain, asked for collaboration from the United States and Mexico in the investigation against Moreira for money laundering, according to information published by Proceso.

Spanish judge Santiago Pedraz had agreed to issue a request for legal assistance to Mexico so that they can investigate all of the evidence that the politician gave in 2016 to the magistrate, about the origin of the resources being investigated, including his companies.

"This petition of legal assistance to Spain, would force Mexico to carry out a meticulous investigation on all of the evidence presented in January of 2016, when the ex-president of the PRI party was detained when he arrived in Madrid via plane and then imprisoned at Soto del Real, accused of various crimes such as money laundering, embezzlement of public funds, criminal organization, and bribery", describes Proceso.

    4. The issue here is that the Mexican government will do nothing. Unless the people of Coahuila protest, then the government may move an inch. Basically nothing has been done in the investigations of the missing students. Why would the government care about investigating embezzlement?

      What's so interesting is how many political positions here like many countries can't collaborate / justify their financial earnings? Rather, exceeding financial aqcuirements from a given salary?
      Just look into government salaries. Its public information!

    Thank you to Gotari’s American education and USA bankers Gotari was able to leave to Ireland Rich and blame his hermano Raul who charged piso using navy and killed his own cuñado; but Raúl today is rich and free man.
    Moreira had a very good teacher in Gotari to steel all the pesos in Coahillla for many years without DF saying anything.

  5. How is this possible that this shit happens in mexico. Its unbelievable that the whole government is so corrupt. All the illegal enrichment and funds should be confiscated from anyone participating in these activities. The US should just take over mexico and every country south as well. All the peoples want to come here anyway. At least there would be a more sensible approach to corruption and how it should be handled, not so blatant.

The US gov obviously doesn't want change in Mexico or Central America. It wants the drug money, and the war on drugs to continue, so budgets can be kept, and expanded. The only way the US intervenes any further, is if Mexico asked for military help with Cartel eradication. Of course, that will never happen. Mexico's gov officials get rich because of the Cartels. This mess will stop, when the US legalizes, regulates and taxes illegal drugs ....So, ya....when Pigs fly.

      USA gun companies earn many billón dólars in sales every YEAR; and these numbers also grows every year.

      Even though USA has school shootings and people all over USA die nobody cares because they are usually poor and uneducated and the government earns taxes, the politicians get “donations” (bribes), and the USA companies make many billion every year.
      Why a little city like McAllen sales more guns thsb stores in city like Dallas, Houston, Las Vegas, Louisville? You know why and your president knows why but nobody cares because they receive $30 million USD in taxes from gun sales in 2017 and the company and stock owners enjoy billones in company revenues and dividends every year. All of you know where many of these guns will go to support cartels, and the many uneducated and poor kids in USA that will die....but you, your politicians, your president do nothing. Who is really corrupt?

      The wonderful and ethical USA pretends it is saviour to the world; however it is only saviour when billion of USD will be made like in Iraq, Columbia, Mexican Drug war, and maybe 100 more wars throughout Africa, America’s, Middle East, East Europe, etc

    6. We are not denying their is no corruption in the US. Mexico is in dire need of help whether it be thru self motivation or help from a third party. The country is awash in unsolved murders, rampant pilfering by its own elected officials and political system that is completely tainted. Mexico has much to offer and the people deserve a better way of life. Following policies and guidelines developed by US officials could generate individual incomes to grow thus giving the population hope for a more stabilized economy.

      You are 100% right that we, Mexico can use help of USA with policy and procedure to stop everyday corrupción. However the point I try to make is that USA corrupción is so deep it is legal. The gun shops, the gun industry lobby men like NRA that pay mórbida to politicians, and the citizens that own the equity stock of the gun manufacturers and enjoy annual growth in the prices and the dividend. My point my friend is USA corrupción is so “systemic” that it 1) is legal, 2) os not bothering the USA citizens, and 3) the money that fuels it all has been growing for almost 50 years faster than the drug revenues the narcos earn. Each virus feeds off the other and it grows and becomes more destructive every year.
      Also my friend we in Mexico have had a growing economy outside narcotics for many years. There are always complaints and like in America the rural economy stays same - but by every statistical measure Mexico is a growing, more international economy than we were in 1990s. Most importantly we have a growing middle rich people who earn good wage or start companies.

      What you wrote above about the US having 50 years of “systemic” corruption has really got me thinking and analyzing history. I also realized that I and most people don’t analyze beyond our politicians sound bites as we go thru life in our protected American bubbles
      Side note I’ve been in Mazatlan since last Thursday with family and everyone here is nice, always happy, and I guarantee most the Mazatlan people I’ve met don’t care about Cartel news and certainly aren’t fans. I talked to kids at Joes Oyster vacationing from Culiacan and they were a blast, but none of the dudes knew Chapo was about to go on trial or that he’s even in NYC! Most of Mexico is just living an enjoyable life and they don’t care about all the Cartel beef talked about here!
