Los Zetas Likely Behind Kidnapping of 100 Migrants

About 100 members of the migrant caravan were kidnapped and handed over to a cartel: Says Oaxaca State Ombudsman, Arturo Peimbart.

The delivery of about 100 undocumented persons should have been made near a Federal Police station in Puebla, according to the activist's story.

The migrant caravan fled the violence of gangs in Central America only to learn about the brutality of organized crime in Mexico . According to Arturo Peimbert , Oaxaca's ombudsman, about 100 undocumented immigrants - children included - did not arrive in Mexico City from Veracruz on Monday, because they were kidnapped by transporters and handed over to organized crime groups , presumably to Los Zetas group.

"We already have testimonies that several people escaped, and they declared that the drug traffickers handed them over to another group near the base of the Federal Police in Puebla," he said.

Peimbert, who accompanies the migrant caravan, assured that there are enough testimonies of how the disappeared migrants boarded fruit trucks, "of the big ones", that "strangely" were taken to Veracruz. "The migrants saw it with their own eyes. We had already seen fruit trucks approaching us, from "the big ones", and we warned them that no one should get on, but the fatigue and the despair of the people led many to climb on board".

The Oaxacan Ombudsman accused the Federal and Veracruz governments of the alleged disappearances.

In an interview with HuffPost Mexico , Arturo Peimbert, head of the Ombudsman for Human Rights of the People of Oaxaca, and who accompanies the migrant caravan since he crossed the border and went into Mexico, said that - according to testimonies gathered by him and members of the Office of the United Nations High Commissioner for Human Rights in Mexico - the kidnapping occurred in the state of Puebla.

According to his account, sources close to him confided that the transport companies of states that are on the route of the migrant caravan have received "strong pressure" from the federal government so that they do not serve the undocumented.

They are even forced to refuse to give the service, even if they want to pay for it, putting at risk the lives of more than 2,000 minors. And that could have originated the massive kidnapping.

"This has forced us to walk and cross through Veracruz, from Sayula to Tierra Blanca and from Tierra Blanca to Córdoba, it is an absolute irresponsibility of the government, that area that is "known the largest grave in the country" , where hundreds of people have disappeared for the crime. The prohibition to use trucks, endorsed by the Governor of Veracruz, Miguel Ángel Yunes Linares , forces us to cross through this violent triangle.

"There we began to see that fruit trucks were coming to us , of those that carry 16 to 23 tons of food, they offered us transport, charging up to 150 pesos per person, we started to document plates to images of the drivers, alert the migrants that they did not do it , but in despair people took it. All I could do was try to open the boxes of the trucks, which were locked with padlocks. "

"The Office of the United Nations High Commissioner for Human Rights in Mexico has received testimonies that several of these people escaped from the city of Puebla and the testimonies they have shared with me are that several were handed over to organized crime near the city base of the Federal Police in Puebla, " said the human rights defender.

For the two suspicious trucks that took the migrants, and for the number of people who are asking for their absent relatives, is that the ombudsman Arturo Peimbert estimates that the victims of kidnapping would be about 100.

Arturo Peimbert, former general coordinator Mediation and Agreement for Development in the state government, intuited that behind this crime would be the Los Zetas cartel, whose presence in the area is notorious, even during the migrant caravan: "there are people in the villages who have informed Los Zetas how the caravan is moving, and they watch their movements. "

The "violent triangle" that the activist is talking about is a territory in dispute between the Los Zetas cartels and the Jalisco Nueva Generacion cartel , which in addition to fighting control of drug sales, extortion, fuel theft and trafficking in persons, they also fight for the million dollar industry of kidnapping migrants who travel to the United States.

"This could be a crime for the governor of Veracruz, it is an eventual fraud, a criminal omission, and when you know that a group of vulnerable people are at risk of disappearing, your obligation is to create an efficient mechanism to prevent that from happening. a crime ... ", lamented the ombudsman Arturo Peimbert. "Everything is wrong, everything is very bad ..."

The history of multi-kidnapping, up to the time of publication of this text, has not been confirmed officially by the authorities of Puebla or Veracruz. Likewise, defenders of migrants and caravan monitors, like Brother Filiberto Velázquez , assured that they have not heard, so far, of a massive kidnapping of migrants that coincide with the hours and places of the Oaxaca ombudsman's story.

In his desire to continue with his the journey that aims to reach the United States,   at least 100 migrants, climbed to a unit that seemed "unreliable",  because according to witnesses,  they would travel in an inhuman way since they would have them under lock with little or no ventilation.

The "trip" started from Ciudad La Isla in Veracruz and since they addressed this unit, nothing is known about them.

Arturo Peimbert Calvo, head of the National Human Rights Commission of Oaxaca, denounced the disappearance of the 100 people who belong to the migrant caravan. Since last Saturday, nothing is known of their whereabouts.

"Until we know of their whereabouts they continue as missing persons.  We were insisting that they not go up and denouncing it, but the absence of the State,  of the surveillance,  of security ,  of everything, is what has made them disappear today, " he said.

It is known that the migrants traveled in two trucks with plates 183-EC-3, and another one with plates KY-88-765 of the State of Mexico . Peimbert Calvo said that they had accompanied the migrant caravan since they arrived in Oaxaca through Chiapas and upon leaving Veracruz.

Everything became more chaotic, when the governor of Veracruz , Migule Ángel Yunes, offered free transportation to move the migrants to  Mexico City,  the same weekend that the 100 people disappeared.

Minutes after making his offer to transport the migrants, he said that it was not the time to take them to Mexico City due to the suspension of the water service that was affecting more than 7 million people. The water cut was due to the pipes receiving maintenance and therefore, there was no water service.

After Gov Yunes canceled his proposal, there was a violent struggle between women and men to enter the trailer boxes. They fought their income, as if their lives depended on that. They settled themselves as best they could, there was no room for anything or anyone else. They were locked in a padlock, with extreme heat that soon began to have consequences.

    1. When people say that the Zetas don't exist, they mean the unified structure that existed in the past no longer exist. The Zetas have fractured into Cartel del Noreste, Zetas Vieja Escuela, CDZ, etc. Similar to how the Beltran Leyva Organization doesn't really exist as a national unified structure but the components (Los Rojos in Guerrero, Cartel de Guasave in Sinaloa, Beltranes in Monterey, etc) still exist.

    2. The Zetas broke into different factions but they all still put up the Z. They have been intercepting immigrants from caravans for a long time and play a huge role in human smuggling. People have down played the Zetas because there super stars Z40, Omar, and el lazca fell off but an organization bringing in billions a year won't fall. Menchos group has stole the headlines because his group has grown into a bigger threat but the Z's are still there.

  4. Too bad all 7000 of them weren't kidnapped. I'm so sick of people crossing our borders illegally. My mother waited years to came to Canada from another country BUT did it legally. What the f*** do you people bring to the United States or Canada? I get it your country is horrificly filled with crime but I don't hear any of you people standing up saying hey I'm a seamstress, or hey I'm a mechanic from Guatemala and I can contribute to Canada or I can contribute to the USA. No all you f****** people want to do is free load and jump in front of people who also come from countries of War and waited years but did it legally and civilly.

    1. Two days ago my assistant told me she was very angry seeing the caravans. She explained three of her siblings and herself waited years to come legally. they are naturalized and their last sib applied for visa with their sponsorship. he was waiting 7 years and plenty of money paid out, when he died in an accident. he died waiting for that visa. so i understand the anger. But i can't wish them the fate of being taken by the Zetas.

    5. 6:11 I agree with you 100℅. People from the same central American countries have been illegally immigrating to the states since before I was born for the same problems they claim today. They and there countries need to focus their energy on ending those problems and making their countries suitable. The US doesn't even have enough money to take care of their own citizens. US is going to go bankrupt if we keep being Latin America's babysitter and mom. Just being real.

    6. I think no one wishes the abduction of anyone. Much less the suffering of anyone whether in this country or any other.
However, despite the sensitivity of immigration policies. All countries have their immigration laws which must be respected. Moreover, handled with human dignity.
This caravan should not be considered as an invasion as stated by some. Rather, a political movement for awareness of the turmoil and uncertainty for many in other countries. Countries that have been neglected by allies (nations) to combat violence and corruption.

I would like to look at this moment as a potential political stepping stone to what truly needs to be done. Reffernce to all (migrants and nations)to stand up to those oppressions and inequality of the world many live in.

Nevertheless, the ingenuity of criminal organizations to make money shouldn't be surprising to anyone.
You have many who prefer illicit behavior rather respectful behavior to sustain oneself.

Picking up a book and embracing education for some is not in their ability to do so.

It's time that there countries get there act together and take action instead of the US having to raise every family in the world. US is going bankrupt and cannot even take care of its own citizens. Politicians are too scared to say this because they want the latino vote and dont want to be labeled a racist.

    11. If you've ever spent time in Southern California or Southern Texas or Arizona, the idea that Latino immigrants are coming to free load is patently ridiculous. Do you ever look at actual statistics? Middle-aged White Americans are the ones who consume the most welfare benefits, health benefits, unemployment benefits, etc. and who also cost the country immensely (and destabilize Latin American countries) with their massive opioid crisis. This isn't an indictment of all White people -- the same isn't true of Whites in the Northeast or the West, for example, but Whites in states like West Virginia, Kentucky, Tennessee, Ohio are the biggest welfare consumers in America, by far. Most Latinos are working 2 or 3 jobs, not freeloading.

In our world today, you do not just get up and go into another country and say "i wanna live here". If that is allowed, then I want to move to the Maldives and set up in an island home and say "i wanna live here". Its unfortunate they have to live in a country with poverty, but that shouldn't be a problem that other countries have to solve.

    5. canadian girl has never posted anything racist. How short sighted you are not to realize hers is a hurtful personal story. Racism? how quickly people pull the race card instead of having conversation. I hate the comment about all of them should be kidnapped. But the story of cutting into line is one I heard many times. remember I am Mexican.

I have great compassion for the migrants. Since the 72 were slaughtered in Tamps I created a second foundation that works with Casa Migrantes throughout Mexico. I provide transportation, clothing, medical, supplies, phone cards etc. and offer train and bus tickets home. for the shelters i provide beds, heaters, washer/dryers, freezers roofs etc. I began in Piedras Negras, then saltillo with Bishop José Raúl Vera, then Acuna and so forth.

I am doing something. What are you doing except pulling the race card? That gets us nowhere.

Immigration is an emotional, complicated issue. put your big boy/girl pants on.

I believe we need to double the amount we allow in legally each year. I believe we need a temporary work visa, like the bracero program of yesterday. We need immigrants. especially now with the economy and employment so good.

When i spoke about my girl marie, she is costa rican. she and her sisters cleaned houses and worked fields in CR since they were 10-11 to pay for their education. that private education gave them a step up to a great higher education. and then a transfer to UT. They went home and applied for U.S. visa. it wasn't easy. and yes they are not happy that their brother died before getting his waiting 7 years. the legal route.

What i see with the caravans is very different. The organizers have crated this issue. many of the migrants are unruly, look at the violence to tear down barriers and attacks on mexican police. and the filth they are leaving behind. as for asylum. they are supposed to go to the first country and apply. that would be Mexico or south. but let's be clear. these are economic migrants. not true asylum candidates. I don't blame them. Perhaps I would do the same. for my family. But i sure would not bring my small child. there are disappearances, rapes and robberies.

It is a mess. Immigration legislation must be created. Helping these countries must be done at greater level and more structured. they will stay home if they have possibilities.

It is truly a sad and never ending issue.

    6. Chivis, i agree with you but I feel the honest truth that people don't want to accept is that people have been coming illegally to the US for an extremely long time from Central and South America claiming the same problems they do today. I feel the energy, resources and political attention should go towards confronting the governments of these countries and forcing them to get their act together. The US has always been a very accepting country but it's going to be bankrupt very soon if this pattern continues. Politicians in the US are too scared to touch the issue because they don't want to be seen as racist or cold hearted.

      Delete
    7. Chivis, I respectfully disagree with you and Canadian girl about your view of line jumping. There's a difference. If you want to come legally then wait and don't complain. Others come illegally and are *illegal* still once they get here. Yea, life is not easy. Take your pick.

    8. Chivis: "When you speak, people listen." As always, you are an authoritative educator of confused situations. I , for one, appreciate your efforts to enlighten us (as objectively as possible) very much.

Mi dos centavos: I am currently reading Oscar Martinez' book "A History of Violence: Living and dying in Central America" (Versa, NY, 2016).

Given the "CA caravan" situation, this is book is helpful in understanding "part" of what motivates these Central Americans to emigrate to the USA. I say "part" because I recognize that there are actually complexes of motives involved when it comes to human behavior. It is simplistic to think otherwise.

That said, let me add some things I learned from Martinez' book:
      1. Vast areas of Central America ((Guatemala (Peten near Beliz included), El Salvador, Honduras, and Nicaragua.)) have been terribly transformed and destabilized over the last 40 years by powerful families linked to corrupt political, judicial, military, and criminal entities. With respect to Mexico, does this sound familiar? The ordinary citizens of all these regions have been variously victimized and rendered virtually powerless to protect themselves against these combined powerful entities.
      2. African Palm Oil and drug, people smuggling routs. Chapter 4 covers how vast areas of Guatemala especially El Peten are rife with abuses of the people by multinational corporations involved in African palm oil production and criminal entities such as Los ZETAS in people and narco enterprises smuggling. Combined, all this greed and exploitation people are forced out of their native lands into cities already rife with problems caused by multinational corporations, powerful families, gangs MS-13 and Barrio 18, , narco-cartels, and (of course) corrupt governmental entities including judges and cops.

      3. From Martinez's book , I now see the so-called Central American Caravan as just the outwardly visible symptom of various concurrent painful diseases. Kind of like if you have asthma, migraines, ulcers, arthritis, cataracts, and tapeworms combined at the same time. What do you do?

      4. Where are the medicines for cures and relief?
For what ails Central America, of course, there is
      (A) Religion, GOD and prayers. This works for some and I don't knock it at all. The problem is, as history amply shows, not everyone agrees on matters of religion and GOD and problems of different natures follow theocracies.

      (B) Political Revolution with major reforms with honest governmental and social entities free of criminal influences? No, I don't give this a snowball's chance in Hell mostly because too many powerful people "profit" from things as they are.

      (C) Let the CA emigrants into the USA to relieve symptoms? This won't work because the original diseases that cause the symptoms remain.... making more patients. Also, the new immigrants will cause new problems in the USA and serve a magnets for more "caravans."

      (D) Education? Not likely to help because "education" easily becomes indoctrination according to the needs of powerful entities that benefit from this. Also, "true" education take time and may actually produce unforeseen consequences worse than the original problems.

      (E) Send economic aid and political resources to CA? This will NOT work because the "official" recipients will deviously work to swallow the aid and subvert the purposes of the "help." The intended recipients will likely get scraps as has happened so many time before.

(F). Don't Mess with it take care of yourself? Yes. I strongly feel that the people of all nations must solve their own problems without outside interventions if at all possible and then only if stringent humanitarian criteria are met to avoid corruption and misuse are met and verified.

Remember Ceasar Chavez, Huerta?, And the famous doctor from Texas they We're all against the program on the grounds that it was unfair competition for low wage earners, especially field workers. For a long time I was for the bracero program untill I watched the PBS special on Mexican Americans.

Also I would like to add, I see a lot of racism coming from Mexicans It ok for Mexicans to cross illigaly into the U.S. but not Central Americans?

Here in Silicon Valley I have lost so much work in construction to undocumented immigrants. We have guys here driving 26 GVW trucks owning bobcat tractors not paying taxes, no contractors licence. This is the reality of giving 1,000,000 undocumented immigrants drivers licences in California.

Remember I do not get to work in Mexico, with out an FM3. Mexican immagration is very tough.

Most these folks want to get California because if it Sanctuary status.

Before I get called s racist by some of the other bloggers. I met my wife in Mexico in 1995. It took six years to get her in the U.S. Remember I have niece's and Nephews that call me Tio.

The immigration issue is very complicated. Let's face it the rich use it to suppress wages for the working poor.

    13. Of course i remember Cesar. And my father worked the field of central valley from the age of 10 to 17.

The Bracero program stopped in 1962 or so. I have read the entire thick Bracero Program government data and tons of info. I ill-spoke by saying 'like the bracero program.' Although it wasn't horrible ..if you read it in its entirety and proven to have many excellent structure elements most of which would be illogical to us today.

what I meant was the temp visa portion of the program. Would you agee a temp visa would be a helpful pragmatic element of an immigration overhaul? I would go further and have an umbrella program "Temporary Work Visa" that would categorize jobs and have caps on most. with rigid restrictions including no path to citizenship under these programs. or it will self destruct and abused like amnesty.

      I am against sanctuary anything.

Mexico has some of the most stringent immigration laws in the world. They do use a point system that is difficult to work within. My husband is not U.S. citizen or Mexican or N america. We are looking at ocean front property in Mexico. for residential visa. we had to prove WE had money, and health insurance etc etc. even with linage

mexico is def hypocritical on immigration. and very racist against dark skin.

And lets not forget those who enter illegally pay thousands to get it illegally. because they do not want to wait years.

Now these people? Also I was watching Univision and saw how Cubans and some Africans are also joining the caravan. I knew the cartels were going to get involved because sending u.s soldiers to the border impacts their money and drugs.

If you really care or anyone cares about immigration and asylum problems you would be confronting the leaders and governments of the countries they have been fleeing from, to get there act together. By US citizens accepting these people we are not addressing the problems, we are just enabling. This trend is has been going on so long it's disturbing. Anytime someone puts their foot down on this they are called racist or cold hearted. US can't raise every family in central and south america.

  28. For decades the USA has meddled in the affairs of Central America, arming and training regimes that brutalized the population. Now people are fleeing from the mess that the USA helped to create. Aid money to those countries should be funneled to improve the economy and not to the military or police for a war on drugs that is unwinnable. I would sponsor some one to live in my home, and the only people I know that take government aid are US citizens by birthright, whom are too lazy to work hard like their immigrant parents did, and now feel entitled. We are all human beings and helping one another is a divine mandate. Stop the hate!!!

I feel for these folks in the caravan and to a certain extent I agree that we as a nation (USA) are complicit in creating the "issues" in their respective countries, causing them to flee. However, when will these central América countries step up to the plate and start taking care of their own? We (USA) and Mexico need to start putting pressure on these countries to help the people, North America has funnelled millions of dollars to help the economies of those countries but the people still suffer
