Mexicali BC: “El Parra” Arrested for Murder

A day after he was released by a Federal Judge Oscar "La Parra" Parra was arrested upon his arrival back in Mexicali on an outstanding warrant for murder.  After being freed from federal charges, for being abused by the PEP, he will be judged for the murder of a soldier.

In a first hearing, he was charged with the crime of homicide qualified with advantage for the murder of the military element Emmanuel Essa Saldaña. "La Parra" is being held at the Mexicali CERESO.

The defense party, composed of Enrique Acosta Fregoso, did not provide any arguments for the incidents filed by the Public Prosecutor's Office, for which the defendant was granted the precautionary measure of preventive detention and a lapse of 144 hours to hold the hearing. 


At the hearing chaired by the control judge Héctor Andrés Cortés Peña, the public prosecutor Rafael Orozco read in detail what works in the investigation folder, where it is specified how the accused at dawn of December 31, 2017 killed the military officer, after both had a verbal argument, which ended in a fatal outcome.

According to the Public Ministry's reading that day outside the Rockodille Bar located in the Acapulco alley and Mar de Cortez avenue of the port town of San Felipe, Emmanuel Esau Saldana was with his troop companions Eduardo Ortega and Charles Williams.

They were asked if they brought cables and "El Parra" said no, while Emmanuel Esau uttered several high-sounding words, as it was known that Oscar Parra was engaged in illegal acts in the port, specifically totoaba bladder trafficking , so while arguing between both, the now detained "El Parra" removed a long automatic weapon with which he proceeded to shoot the military man on sight, killing him.

The Ministry of Public Security of the State informs that today "Oscar" N, alias "El Parra" who is in the Center for Social Reintegration (Cereso) of Mexicali, has been secured, since he has an order of apprehension for homicide.

The Public Security Secretariat of the State states that the State Preventive Police (PEP) acted in accordance with the law in the arrest of the alleged criminal, who was also in possession of drugs, tactical equipment and heavy weapons.

The state agency respects the decision of the Federal Judge who decreed an order not to be linked to the process and the cessation of preventive detention.

It is assured that this detention represents greater security for the Baja California families, since "El Parra" is placed as a priority objective of the Coordination Group, and presumably is part of a criminal trafficking organization of totoaba bladders and drugs in the San Felipe port, and with which he apparently maintains relations with the Sinaloa Cartel.

A delicate aspect that has affected the security of the entity is the release of people with a large criminal record like this case, which even, according to the analysis of information, are people who have been repeatedly arrested with firearms or drugs. when they are released they continue committing illicit acts.

As part of the "Crusade for Security, Task of All" headed by Baja California Governor Francisco "Kiko" Arturo Vega de Lamadrid, the state administration will continue to capture priority objectives that cause violence and other illicit acts in the State, based on strategy, police intelligence, coordination, and information exchange.

For its part, the State Preventive Police will not take a step back; security is in the hands of the authorities and as such will continue to give the results that the citizenry demands, such as recent seizures; To this end, it will continue to work in coordination with the authorities to strengthen the security of our entity and each of its municipalities.

    1. You can already see the transfer of power. The US/Mex backed the Sinaloa cartel to take down the other cartels with snitch info allowing the Pacific Cartel to avoid arrests, and traffic huge amounts of narcotics into the US. Years ago the arrest statistics showed how few Sinaloa members got arrested compared with other groups in Mex. Now the same thing thing is happening, but with CJNG replacing Sinaloa. The arrest statistics show this. He with the most bribe money wins. Fuckin corrupt govt from the top down. They all want their cut. So sad for the good people of Mex. Mexico's justice system is a travesty. So rare for a victim to get justice in court. It usually takes an AK to get justice. So sad!

  5. Usually the soldiers have the right idea and shoot them right there so as to avoid these messes. Knowing full well they cant trust their counterparts "the judges"....

    2. I have no problem with the military eliminating their targets. When they don't, the criminals they risked their lives to catch, are just teleased to continue their evil ways. But the soldiers need to be sure who they kill is it indeed deserving. Mexico doesn't need anymore extrajudicial murders. But if you're rolling in a Narco convoy armed to the teeth, and starting shootouts with LE and Military, then they should be eliminated on sight.
