Flashback asking: Is Mencho replacing Chapo as Drug Cartel King?

by Chivis Martinez for Borderland Beat from BB Archives

I wrote this article in 2014, when El Mencho and CJNG was not more than a blip in the news but in my perspective a grave concern for Mexico that was headed in becoming an even greater threat than any capo who came before him.  I have never been a proponent of the “catch the capo” theory; it has proven to be a failed concept causing violence and perhaps rise to an even greater evil.  That was my mindset when writing this, four years ago,  at a time not much information was available, and his name was not a mainstay in the media......

He has the reputation of being intelligent, calculating, and a criminal visionary, he is in the lofty caliber of leader  that Chapo Guzman is. He is thought of as the leading candidate to become the new "Mexican drug king", he is; Nemesio Oseguera Cervantes aka "El Mencho".

According to information from the Drug Enforcement Administration (DEA), says the leader of the Jalisco New Generation cartel [CJNG] has exponentially increased his power and territory.

Recent mantas support that theory.

In my opinion, today, the CJNG cartel is Mexico’s biggest national security ever existing.  Two years ago Mencho was not among the 10 most wanted list, he now is.

For years he was a  lieutenant of different groups, including Los Valencia of the Milenio cartel. He proved to be skillful and talented, within the organized crime business.  He was able to sell protection to other powerful leaders of drug trafficking, such as is Rafael Caro Quintero, who Mencho allegedly offered his services when Quintero  was released from  the Prison Puente Grande.

CJNG was founded in 2009-2010, after the Mexican army killed Ignacio Coronel Villarreal, one of the top leaders of the Sinaloa cartel, in Zapopan Jalisco.

The group, originally created to benefit Chapo Guzman, the imprisoned leader of the Sinaloa Cartel.

Chapo commissioned the group as a Sinaloa branch of enforcers, who primarily focused  on the the elimination of Zetas in Jalisco and Veracruz. Hence the name, they were tagged with "Los Matazetas", [The Zeta Killers].

In case one forgets the brutality of Mencho, one need only to think back to the fall of 2011.

Few that follow the Mexican drug war, can forget in September, 2011, the 35 tortured and executed bodies dumped on a busy highway in Boca del Rio, Veracruz.

That was the work of Mencho's group.

Mencho, working with other Sinaloa Cartel people, have moved into Veracruz specifically to replace Los Zetas and control the drug and human trafficking state.

The narco mantas left at the scene, stated the group was present in Veracruz to eliminate Los Zetas, the message declared 35 were Zetas.

But they were not Zetas, they were innocents, citizens that had no links to organized crime, teachers, students, housewives, a decorated police officer.  Innocents selected randomly to be a part of staged theater, used for emphasis in a message sent by Mencho.

Soon the truth would be revealed, that in fact none of the dead had ties to organized crime and almost none had criminal records of serious crimes.  Six had records of minor violations, such as fighting or stealing, and one was suspected of a serious crime which had no link to organized crime.

Mencho achieved his goal.  Worldwide attention was focused on the group that came to Veracruz to eliminate the Zetas Cartel.  The worldwide press ran the photos of the 35 bodies, but failed to correct the story when it was known the 35 were innocents, and not criminals.

Or that 100% of the Boca del Rio police force was fired, and the department was taken over by the federal government.  100% of the force failed polys or refused to be tested and were found culpable of working for organized crime.

Citizens witnessed municipal police taking people who would later be murdered by Mencho's Mata Zetas and left in a human pile on a highway in Boca del Rio.

Neighbors reported seeing the abductions, such as a 15 year old high school student, walking to the store to purchase feed for his chickens, he was picked up, and taken away in a squad car, he was next seen among the pile of bodies. (above).

CJNG and Sinaloa cartel split after Boca del Rio.  El Chapo was rumored to be incensed over the Boca del Rio fiasco.

A week after the massacre, Matazetas [CJNG] posted a video on facebook.  Men in black hoods, gloves and tees, sitting at a table, apologized for the violence in Boca del Rio.  They went on to say the violence was due to their mission of removing the scourge, meaning Zetas.

Saying; "Los Matazetas" have arrived in Veracruz to end the insecurity: "Our only interest, is the Los Zetas Cartel”  insisting they respected the armed forces.

Mencho: San Francisco 1986

The emergence of certain militia groups called AUC, (fake autodefensas) notably the Buenavista group known as the H3,  has helped the Oseguera Cervantes cartel to  now dominate half of the neighboring Michoacan state, in a  territory dispute  with Caballeros Templarios.

The H3 group, have long been rumored to be a cover for Los Viagras, and CJNG.

Viagras, founded and headed by the Sierra Santana brothers, Mariano and Carlos,  are the first and only only splinter from Templarios, however they quickly turned their back on the alliance with La Tuta and the Templarios, and  aligned themselves with Mencho, against the Templarios.

Allegedly, the reason for Viagras to seek the Mencho alliance, was due to Mencho's power with the federal police, having them on his payroll.  Mencho grasped the opportunity to acquire the edge he needed to take control of Michoacán. Something he badly wanted, he himself being a Michoacano.

Mencho began supplying weapons and vehicles to the group.  Reportedly, Raphael Caro Quintero is also supplying the group with vehicles.

Mencho has demonstrated he is willing to relinquish some power in order to gain a bigger, long term goal.

Mencho gave the upper portion  of the Guerrero Sur coast, for Los Viagras, to operate in.

This territory is adjacent to the lucrative Lazaro Cardenas port .  In  exchange,  Mencho acquires inroads into Michoacán.

Viagras became stronger, and able to expand its operational powers in Michoacán, and provide Mencho with drug product.

H3 AUC became the Rurales of the state of Michoacán.  The federally founded /backed group.  The baby of Alfredo Castillo, and whose commanders are linked to Viagras, who are allied with Mencho.

Big winner: Mencho and CJNG

Big loser: La Tuta and Caballeros Templarios

In the Viagra Mencho alliance, Mencho has the Viagras taking care of much of the dirty work in the area along the Guerrero coast, kidnappings and executions.

An  El Observer article says a DEA official, said that the arrest of "El Chapo placed Mencho in open warfare against any vestige of the Sinaloa cartel"

"El Chapo tried to have him assassinated a few years ago" because he saw Mencho  as a threat", says the official. According to information published in the Mexican newspaper La Vanguardia.

Mencho: San Francisco 1989
Mencho Oseguera is nearly 50 years old and is a native of Chila, Michoacán.

There is little doubt that the  capture of Chapo, and the alliance with Viagras,  greatly assisted to expedite, and fortify  the  rise of power of CJNG,  which has benefited from the fragmentation and internal disputes among  groups. Internal wars between members of the Sinaloa cartel and its allies have obstructed attempts to establish a replacement chief in the Sinaloa Cartel.

Intelligence reports determine that in Tijuana, those who are  loyal to  Chapo are disputing leadership with those who want the alleged No. 2, Ismael “Mayo” Zambada, assume leadership.  “Chapitos versus Mayitos.”

The AFP news agency reports that Oseguera Cervantes has taken control of the movement of drugs, using part of the Pacific routes, mainly from the dynamic port of Manzanillo (west), where he receives cocaine and ephedrine from Colombia and China.

Unlike every other cartel, Mencho has suffered few losses of key members in his organization, an exception would be in January 2014, Rubén Oseguera, aka "Menchito", son of Mencho, was captured on the outskirts of Guadalajara during a military operation.

  7. CJNG really did take "diversification" to heart and left CDS, Zetas, Templarios, CDN in the dust! The reason Menchos crew is so hard to hit finance wise is because they are laundering MILLIONS, if not BILLIONS, through bitcoin and other crypto currencies.

FACT: CJNG pays European(RUSSIAN/UKRANIAN/ALBANIAN) hackers to monitory communications, hack into the networks of the people ordered to kill/capture him, and sniff out rats.

FACT: Mencho is working with Solntsevskaya russian mob which is directly controlled by the FSB.

  18. It was the same back then as it is now. Mencho is being hyped to be a huge drug lord who control drug trafficking and everyone respects and fears him and his power is greater than chapos and is very powerful but thats just so that when he is caught people will think the goverment is doing his job, the reality is that he cant even control his own state michoacan and that his people are flipping on him and cant take out one of his liutenants in Jalisco el cholo , I dont think hes anywhere near where Chapo was or CDS. Is like el Molca said one of the leaders of cartel Milenio who knows and worked with Mencho, that he will lose against sinaloa eventually and will likely get caught soon.

    2. Like many cartels in Mexico. Corruption and impunity is what drives these individuals to operate.
A vote of No- Confidence rating whatsoever from Mexico’s citizens when it pertains to its government.
Statistics indicated; Between 2000 and 2013 at least 41 state governors were accused of corruption but-only 16 were investigated and just four were arrested.
The root of Mexico’s problem is clearly evident!

      Delete
    3. E42. Why should there not be impunity in Mexico for cartels?
The only reason a "drug war" exists in the U.S. and Mexico is because the U.S. can't stop it's citizens from snorting or injecting almost any shit Mexico puts in front of their fuckin nose or arm! U.S. sure as fuck does not want to bother educating it's people against using drugs so it labels addiction a fuckin disease of sorts instead and or demonizes dealers. Then the U.S. pressures Mexico into a "good neighbor" policy of sorts and demands Mexico help prevent the flow of drugs in this country at the expense of ethics or morals if neccesary! Thousands of fucking lives lost in Mexico because of American involvement in order to spare the hassle of educating often time worthless individuals in the U.S. against using drugs!

Let's be real though, the mex gob has been proven numerous times to execute surrendering narcos. Its amazing that these narcos just all die in a firefight but they're always on the ground face down all outside the vehicles.

  28. Menchos story is very similar to Chapos if you take a moment to analyze him. Both astute in their line of work, very ambitious, and rule with an iron fist. Expansion is done through full assault and corruption of local police & government. I cannot respect these men for their product is direct poison to humanity, but the sheer will to succeed is amazing. Sadly they are only pawns backed by corrupt suitS. They are men of poverty who struggled and ended up with opportunities in a world that is poisonous yet lucrative. I do not begrudge them for responding to the hand set on their shoulder. What I mean is they are astute Alpha males who are being propped up by a corrupt network far beyond our understanding. Pay attention the vail is slipping.

  29. These so called cartel leaders only exist as a corrupt alter ego to dirty political leaders who wish to do the work themselves but use these narco surrogates in an effort to appear morally superior. When the narco leaders grow too big or the puppet masters grow tired of them, or they fail to pay the bribe amount, the strings are cut and down they fall.
I'm trying to remember an analogy an old Mexican man told me about his people and their struggles, but it had to do with a bucket of crabs. Each crab, in an attempt to get out of the bucket, crawls over the others, each crab crawling on top the other to reach the top. Some make it to the top, only to be drug back down by the others.

  39. Chapo and Mencho have a different story. El Chapo survived at three narco’s generations, and has destroyed others cartels like Arellano Felix, Carrillo Fuentes, Beltran Leyva and Los Zetas of Lazcano and Trevino Morales. He was the top narco for 25 years. He create the most solid and powerful cartel of the planet, in cooperation with other top narco like Zambada. He escape of jail two times, one directly of the door, and one with a tunnel one miles long what you watch only on film tv. This was irreal. Mencho not is at this level. Mencho’s organization is a paramilitary brutal force, but not a narco structure at level of Sinaloa carte. If Mencho will be captured or killed, the CJNG will be finished.

  40. Looks like even back then and now you were wrong Chivis. The DEA seems to thinks that the most dangerous and powerful drug lord is rafael caro quintero. And in Mexico there are many high profile drug lords who have came out on the media saying they replaced Chapo for example El Mayo has been said to have replaced Chapo many times also Chapo Isidro has been said to have replaced Chapo as one of the most powerful and influencial leaders. Even though its obvious who replaced chapo was his son Ivan Archivaldo with the helping hand of El Mayo. At the end its all publicity meant to mislead the public.

  41. bahahha Comparing this bozo to El Chapo. What a joke. Chapo fought the biggest cartels in Mexicos history and came out on top. He escaped max prisons twice and kept Sinaloa on top after all those years of struggle. Chapo had literally fleets of jets and boats, subs, thousands of trucks etc. Please dont compare these two again. Chapo ran a mafia, Mencho runs a gang.

CDS has always had the style and the brains to be the ones there in the worst of situations, and when they fall and stumble there is always a better one to pick the fallen standard and take it back to the top, not a worse lacra like the lacraz picking up fallen standards and bad habits and malas mañas by the dozens.

We get it but reality says CDS still has more real power when it comes to their financial interests wether that be logistics of their drug loads or political protection and international influence. CJNG inflated rise comes from them going trying to run the narcomenudeo of municipalities in mexico and in fhe process being the zetas 2.0 in the shady shit they do thats not drug related and intimadate the populous.
