Recommendation: No prior subject matter knowledge required
A total of 967 kilos of cocaine, which was being transported on a mini-submarine in packets of football cards, was decommissioned by authorities in Guatemala, after the submarine was intercepted while sailing through the Pacific Ocean waters.

The submersible was taken to a naval base where the drugs were offloaded and decommissioned.

Firearms Out of Control in Mexico: But Only for Criminals
Translated by Yaqui for Borderland Beat from: Zeta
More than 28,000 arms have been secured in the last six years through exchange programs
By: Luis Carlos Sainz/Special Report
April 2018
While criminals carry weapons indiscriminately and commit robberies and wholesale murders, citizens are barely able to exercise their constitutional right to possess a firearm at home. The current number of registered arms in the hands of private individuals is only 3, 153 in the entire country of Mexico. The Ministry of National Defense has only granted 68 such licenses of that type to 2016, but, in exchange programs during the sexennium, it has collected more than 93,000 weapons of war, mainly delivered by heads of households; another 28,000 weapons were secured during arrests.
"Russian Mike" fighting extradition in El Chapo case
Chivis Martinez for Borderland Beat Journal News AP
A Canadian known as
"Russian Mike" who has been charged in the drug trafficking case
involving notorious Mexican drug lord Joaquin "El Chapo" Guzman
sought Thursday to block his extradition to the U.S. from the Caribbean.
Mykhaylo Koretskyy, who
was born in Ukraine, appeared before a three-judge panel at an extradition
hearing on the Dutch Caribbean island of Curacao, where he was arrested earlier
this year after arriving on a flight from Canada. It was a continuation of a
hearing that began Tuesday.
Koretskyy, 43, has been
indicted in federal court in New York on charges that include conspiracy to
import cocaine. U.S. court records list him among the defendants in the case
that includes Guzman and say he also goes by the nickname "Cobra."
The indictment,
unsealed when he was arrested in January, alleges he took part in a drug
smuggling conspiracy from 2008 to 2014, but does not go into detail about any
connection to Guzman, who was turned over to U.S. authorities in 2017.

"Black April"...5th priest killed in one month, Body of abducted 84 year old priest found in Cuernavaca, Morelos
Chivis Martinez Borderland Beat republished from
Exclusive interview
with a Mexican priest tracking the persecution of the Church in Mexico:
The message is clear: If I can kill a priest, I can kill anyone."
The Catholic Church in
Mexico is experiencing another tragedy during this “Black April” marked by the
death of priests. On April 25, Fr. Moisés Fabila, the 84-year-old chaplain of
the Choir of the Basilica of Our Lady of Guadalupe was found dead in
Cuernavaca, the capital of the state of Morelos, south of Mexico City.
The information
available to date is that Fr. Moisés had been kidnapped last April 3; the
ransom demanded by his captors had been paid, but due to the priest’s delicate
health (he was in Cuernavaca to rest, due to illness) he was unable to survive
his captivity.
He is the fourth priest
to be found dead (three murdered and one the victim of a supposed accident) in
less than a week. This chain of homicides makes Mexico the most dangerous place
in the world to be a priest, with 24 (or 25) priests having been murdered in
the five and a half years during which the current administration of President
Enrique Peña Nieto has been in power.

Los Zetas:overview of events leading to its dissension, split and transformation
by Chvis Martinez for Borderland Beat
As of December 2016 Los
Zetas Group Bravo (Groupo Bravo) and Zetas Vieja Escuela (Old School Zetas)
formed an alliance with the Gulf cartel to fight against Cartel Del Noreste
(Cartel of the Northeast-Trevino group).
Once upon a time it was
all so much easier for the Los Zetas cartel.
The group was Formed by CDG premier leader Osiel Cardenas as an enforcer
group for his cartel. This worked well
for all concerned under the direction of Cardenas. It was subsequent to the arrest of Cardenas,
and the weak leadership that followed, that Zetas became a power in their own
right with infighting resulting in their independence and eventual split from CDG under the leadership
of Heriberto Lazcano aka ‘Lazca” or “Z3”
in 2010. He selected Miguel Trevino
Morales “Z40” to share leadership with Lazca taking the enforcement portion of
operational leadership and “40” trafficking and diversification. Folklore has “40” as the sadistic baby boiler
and black hearted killer when in fact Lazca was in charge of killings, “settling”
of scores and enforcements.
October 2012 a pivotal month in Zetas History
In 2012 the nephew, Alexander Trevino Chavez, of “40” was killed by state police, it was Lazca that quickly called for the murder of Lalo Moreira in Acuna, Coahuila.
“Nephew for Nephew” the narco banner read; Lalo was the son of Humberto Moreira and the nephew of the governor Ruben Moreira. Lazca blamed Ruben for sending forces to Pideras Negras which resulted in the shootout and death of “40’s” nephew. Hence, “Nephew for Nephew”.

CdN executes members of CDS in Durango, they have returned to heat the plaza
Translated by Otis B Fly-Wheel for Borderland Beat from a Epoca Violenta article.
Subject Matter: Cartel de Noreste, Sinaloa Cartel
Recommendation: No prior subject matter knowledge required
The Cartel de Noreste, who used to be Los Zetas in Nuevo Laredo, who were led by Heriberto Lazcano Lazcano, El Z-40 and El Z-42, today have returned to La Laguna in Durango to dispute the plaza with the Sinaloa Cartel.
In La Laguna, people from CdN murdered Gabino Ortiz and Omar Moreno who were Sinaloa Cartel operators in the La Laguna region and operated a horse stud farm, with large betting to money launder. It is on the outskirts of the town of Tlahualillo, Durango, close to Gomez Palacio, Durango.
This is where, in 2007, El Lazca kidnapped the Anti-Kidnapping Police Chief as part of plan to visit extreme violence against the Sinaloa cartel. (Otis: while Epoca Violenta is not a mainstream news outlet, they do have most articles that are run by the main news outlets, and have been shown to be accurate. With the lack of information coming from Coahuila, Epoca is one of the most useful sites for news. This is unusual that CdN would be pushing out into CDS territory. CdN dont have an MO of plaza expansion, preferring to root themselves in Nuevo Laredo among other areas).

Women criminals in Tijuana, most are accomplices, few are leaders
Translated by Otis B Fly-Wheel for Borderland Beat from a Zetatijuana article
Subject Matter: Lady criminals
Recommendation: No prior subject matter knowledge required
The participation of women in crime in Tijuana has augmented, but few manage to achieve high positions in criminal groups. Since January of 2017, 17 women have been detained for homicide, 68 for carrying weapons and 154 for possession of drugs.
Reporter: Ines Garcia Ramos
The body was cut in two. The torso in one suitcase and the legs in another. The state of putrefaction was such that the eyes and nose were barely distinguishable on the man's face.
The arrest of those who tried to get rid of the body transpired in the news, but not who ordered the killing.
Early morning of January 10, 2018, agents of the Municipal Police of Tijuana drove on Garcia Avenue in Colinas de La Presa. From the patrol car they observed a gray Chevrolet Aveo car parked on the side of the street and three men unloading objects from the trunk.
As they approached, they spotted two suitcases that the subjects were trying to get rid of. Inside the luggage were human remains wrapped in plastic.
One of the men, Juan Rubén Sánchez Lara, a fugitive after Judge Martha Elvia Luna Vargas released him two days after being arrested, confessed that a woman was behind the crime.
It's about Cynthia Sugey López Luna. The woman offered 5 thousand pesos to the man of 24 years of age to get rid of the suitcases. Nicknamed "El Yiyo", Sánchez was the only one of the detainees with information from Cynthia Sugey, but some corporations place the woman by the nickname "La Mimi", a drug dealer of the Aztec colony.

Death Penalty? SI!! How-- Lethal injection? Gas Chamber? Electric Chair? or PULIC HANGINGS?
Posted by DD for Borderland Beat
This is an article I wrote on May 23, 2012 and posted on BB Forum. My intention was to discuss and maybe provide some answers to 2 questions that were frequently asked on the Forum and are still being asked in the comments today here on the Main Page of BB.
(1) What type of human being can do these things to a fellow human being?
(2) What is the solution to stopping the violence in Mexico?
Those questions and a discussion of them are still relevant today.
The solution that I proposed for stopping the violence in Mexico was definitely “thinking out of the box” and probably unthinkable in 2012. Six years later, in 2018, it is still “thinking out of the box” but I am not so sure that it is “unthinkable”.
Something like 87% of Mexicans expressed frustration with the corruption and violence in their country. They are angry.

Mexican journalist Javier Valdez's alleged killer arrested
JavierValdez, an award-winning journalist who covered Mexico's powerful drug cartels, was gunned down in broad daylight just over a year ago in May 2017 outside the offices of Riodoce, the newspaper he co-founded in Culiacan, the capital of his native Sinaloa state. He was 50 years old.
The subsequent list of stories that we published chronicling his career as journalist, some stories he wrote and his death is too long to list here but if you will just type "Javier Valdez in the search box at the bottom right side of this page it will take you to probably a dozen stories about one of the most prominent chroniclers of Mexico's deadly drug war.

US reports systematic violation of human rights and impunity in Mexico
Translated by El Profe for Borderland Beat from La Silla Rota
Recognizes legislative advances against torture and disappearances, but reprimands extrajudicial killings, kidnappings, as well as crimes against journalists.
The Department of State of the United States made a long list of human rights violations in Mexico under the government of Enrique Peña Nieto its annual report on the subject.
While it establishes that in principle civil authorities in general maintain effective control over security forces, it also highlights that among the issues related to the violation of human rights include the participation of the police, the military and other state officials, sometimes in coordination with criminal organizations, in illegitimate homicides, disappearances and torture.
In addition, harsh and potentially deadly prison conditions in some prisons.
In addition to that, arbitrary arrests and detentions; intimidation and corruption of judges; violence against journalists by the government and organized criminal groups.

Mireles heads "pluris" of Morena in Michoacán Congress
Translated by El Profe for Borderland Beat from El Universal
Although José Manuel Mireles faces criminal proceedings for federal crimes, the "presumption of innocence" allows him to retain his political rights for his aspiration
Morelia, Michoacán.- The ex-leader of the self-defense groups in Michoacán, José Manuel Mireles Valverde, heads the list of candidates for local deputies through the proportional representation of the National Regeneration Movement (Morena).
The candidacy of Mireles Valverde was approved tonight during the session of the General Council of the Electoral Institute of Michoacán, where the lists of candidates for ‘plurinominal’ local legislators and other positions of popular election were given the green light.
The arguments to give rise to the aspiration of José Manuel Mireles to reach the State Congress was that, despite facing criminal proceedings for federal crimes, the "presumption of innocence" allowed him to retain his political rights.

Detain 4 suspects in ambush leaving 6 policemen brutally murdered in Guerrero
by Chivis Martinez for Borderland Beat
Killing
was not enough
The video released on
social media was horrific, even by Mexico standards of violence. Six Guerrero State policemen were ambushed in Zihuatanejo by armed
gang members. One of the gunmen videotaped
the aftermath.
Killing the policemen
was not enough for these vile assassins, giving each policeman a shot to the
back of the head. But as their corps lay
on the pavement, they abused the bodies, making animalistic sounds, cursing
kicking the heads so that brain matter was forced out of the skulls, assuring a
shocking sight to those who will bear witness to what remained of six men. A video was sent in to BB and it was posted

Italy extradites Mexican Governor to the U.S. accuses Mx of systematic human rights violations
by Chivis Martinez for Borderland Beat
In Italy moments prior to extradtion |
Mexico denied extradition because of systematic human rights violations
Former Tamaulipas,
Mexico governor, Tomás Yarrington, has been extradited to the United States
from Italy. This comes on the heels of
Italy denying Yarrington’s request to stay in Italy and avoid extradition to
Mexico or the U.S.
Yarrington’s attorney’s
has argued that extraction of their client to Mexico would place him in harm’s
way. The man, 60 years, was hiding in Paola Italy for at least 6 years, where
he lived incognito, posing as an entrepreneur. Yarrington was arrested last year
in Southern Italy. He had been a
fugitive since 2012.
Yarrington was the
governor between the years of 1999 and
2005, representing the PRI Party.
In 2012, a Mexican
federal judge issued two warrants for his arrest on charges of organized crime
and drug-trafficking.
In 2013 he was indicted
in Texas for racketeering, money laundering and fraud charges.
Yarrington was a equal
opportunity colluder, having ties with both Zetas and CDG cartels while being
on the payroll of both and receiving large payoffs.
The Pacification of Mexico

Subject Matter: Rampant criminality in Mexico
Recommendation: No prior subject matter knowledge required
Since the first half of the nineties, Mexico has experienced a security crisis. At the end of his six-year term, Carlos Salinas had to create a Security Commission that depended directly on him. It was only to manage his departure, while Ernesto Zedillo presented the National Public Security System in his first year in office.
Reporter: Jorge Carrasco Araizaga
Since then, those who have succeeded have improvised around this proposal and have created, dissolved, modified the police corporations and the bodies responsible for developing public safety policies.
In that quarter of a century, crime followed its own dynamic. It grew and developed, for internal and external reasons, until it became what it is now: a belligerent force that challenges the State on a daily basis.
It has taken territory, plundered and murders its population, wins cultural battles and even receives indirect subsidies from the police and military personnel who have been trained with resources from the treasury.
For some time now, the Mexican State has failed to guarantee the integrity of people and the possession of their property, the premise from which the State emerged as an institution.

'We are watching you': Political killings shake Mexico election

CIUDAD JUAREZ, Mexico (Reuters) - Magda Rubio had just launched her
campaign for mayor of a small city in northern Mexico, when a chilling
voice came through her cell phone. “Drop out,” the caller warned, “or be
killed.”

It was the first of four death threats Rubio said she has received
since January from the same well-spoken, anonymous man. She has stayed
in the race in Guachochi, located in a mountainous region of Chihuahua
state that is a key route for heroin trafficking. But two armed body
guards now follow her round the clock.
“At 2 a.m., you start to get scared, and you say, ‘something bad is going on here’,” she said.
An
explosion of political assassinations in Mexico has cast a pall over
nationwide elections slated for July 1, when voters will choose their
next president and fill a slew of down-ballot posts.
At least 82
candidates and office holders have been killed since the electoral
season kicked off in September, making this the bloodiest presidential
race in recent history, according to a tally by Etellekt, a security
consultancy based in Mexico City, and Reuters research.
