San Diego: Fentanyl Gateway

Tijuana is quietly the entry point for most of the fentanyl in the county, as the heroin crisis rages from the Bronx to quiet midwestern towns, and across San Diego, relapsed addicts found nonresponsive in their childhood bedrooms.  It's a deeply personal story for some, the children or parents of addicts, for whom the news of major arrests and seizures don't matter as much as the less than a tenth of a gram that their loved one ingested.

Last summer, a DEA operation resulted in the arrest of a Lemon Grove woman, the daughter of the former mayor (Of Lemon Grove, Marry Sessom Baker) one Anna Baker, 31 years old.  She was in possession of 44 kilos of fentanyl, trafficked from Tijuana, and assumedly awaiting transshipment to Los Angeles, and further points east.  

At that time, it was the largest seizure of fentanyl in San Diego county, and likely the country, as San Diego has been the premier corridor of fentanyl trafficking. It is up almost 900% percent from 2015, which resulted in a handful of seizures, to a more routine standard of dozens of kilos.  Authorities have seized over 540 kilos in 2017.


These will become more routine, in 2018, I predict.  The seizure earlier this week is not really spectacular in any way.  A teenager from Tijuana, one Flavio Diego Davalos, was driving a 2010 Ford Focus, and CBP canines detected narcotics, and found the kilos hidden in the rear seat and quarter panels of the vehicle.  Davaolos is only 19 years old, and was likely paid less than $5,000.

There is a system in place, and no shortage of tragedies, deaths, and ruin. The runners who transport the product, are faced with cooperation, a long prison sentence, and the harsh inequality of Tijuana's "post arrest job market".  The addicts who line the morgues, some overwhelmed and overburdened by the flow of bodies. 

Not to mention the bodies in Tijuana's coroner's offices and morgue, where the bodies are coming in rapidly for different reasons, and different causes of death.  Though, Tijuana has no shortage of addicts of both meth and heroin, zombies and their globos, slaves to tienditas, the product sold on street corners, from homes, taxis, delivery services.

The profits of fentanyl are staggering.  A federal case unsealed recently detailed the mechanics of this.  An individual, Caesar Daleo, was arrested for attempting to transport a kilo of precursor material into Tijuana.  The chemical was shipped into Los Angeles, via plane, and than shipped to San Ysidro, via mail.

 Agents had intercepted the package, and detained Caesar Daleo, 47, after he picked it up from a mail facility in San Ysidro. Daleo was a former CBP officer, until he retired in 2003, and transitioned into real estate, where he apparently ran into financial problems.

The one kilo of precursor, 4ANPP, can be turned into 25 kilos of fentanyl in drug labs in Tijuana.  The average purity is 3-6%, and the price is roughly 32,000 per kilo.  Daleo alone had done 13 of these runs with 4ANPP before he was arrested by federal agents.  That's over 200 kilos of fentanyl, conservatively estimating. 

How many deaths do even 100 kilos cause, shipped across the country, processed into heroin, or sold on it's own?  Even 100 kilos is 100,000 grams, and if less than a tenth of a gram of fentanyl can be fatal....The profits are hard to envision, the deaths are quite visible.

  2. can’t have one story about this shit drug. every state, every county, every city in the usa has a major problem. one story does not stand out above the rest. i come from a backwoods rural county where 17 people have already od’d in 2 weeks. all dead and they drop every damn week. so imagine every state, county and city in the usa. dealers are now being charged with murder if related and implicated in the drug sales.

      Toae sure they do not ask the right questions that could implicate them and the lobbyists that bought their at best irresponsible votes and at worst fully informed corruption.
      But they make sure to vociferously implicate the presidential administration that stopped the justice department from seizing the "property" of makers, distributors and recipients of prescriptions, from the opioids to the cash, because of LOUD LEGISLATORS PROTESTS about government overreach without justification of a danger of a crime being proven...
      This happened during the Obamanose presidency, but was imposed by investigative committees of congressmen and senators who had majority on the US congress, it wasn't made by enforcing the laws, or creating "laws" so much as by harassing the DEA into suspending ISOS.

    2. Completely agree with you. I'm appalled by how prevalent fentanyl is now. Heroin addicts have a chance to be brought out of an overdose,not so with fentanyl. Charging the fentanyl dealers with murder charges is a positive step but unfortunately that in itself won't stop the deaths. Peace.

  3. Help me understand: Anita Baker was busted by importing fentanyl from Mexico but the former CPB officer Caesar Dalek got busted by exporting the fentanyl into Mexico.

    1. 10:07 The baker woman was bringing the finished drug . The other guy was taking the chemicals to make the drugs to a lab in mexico to be processed into drugs . That almost sounds like they have no concern about being able to get it back .

  5. How's that drug war working out? I can buy fentanyl analogs more potent than regular fent online LEGALLY from a Chinese factory anytime i want in the internet.
    What's the point of the DEA wasting billions of dollars pursuing semi synthetic drugs like heroin that are not cardiotoxic/neurotoxic to the body when there's synthetic crap made in some factory in China being sold unregulated?

    Why isn't the USA government and Trump the brave telling it to those Chinese cartels like it is and sending the DEA and their private hitmen contractors to start some sh1t over there like they did in Mexico? Why they don't target those super Chinese labs making research chemicals and other drug precursors?

  10. Are the cartels involved in fentanyl analogs like carfentanil yet?

    Why synth 1kg of fentanyl when you can add a carbon ring and synth 1kg of carfentanil which is 100x stronger than fentanyl and 10,000x stronger than morphine?

    But why stop there? There is a stereoisomer of 4-fluoro-beta-hydroxy-3-methyl-fentanyl that is 18,100x the potency of morphine, nearly twice the potency of carfentanil.

    To put that into perspective. 1kg of that steroisome4 equates to 9,050kg of pure heroin. Here in Canada a kg of less than pure heroin wholesale goes for upwards of $125,000 per kilo. That 1kg of stereoisomer is worth an astonishing $1,131,250,000 (thats 1 billion) and would fit inside of a shoe box....

    Halve those numbers if talking carfentanil. Of course, how do you make that?
