Soldiers ask to return to barracks, they are tired of capturing criminals that are later set free

Translated by Otis B Fly-Wheel for Borderland Beat from a Proceso article

Subject Matter: Impunity
Recommendation: No prior subject matter knowledge required

Reporter: Juan Alberto Cedillo
Soldiers deployed to Tamaulipas sent a letter that manifests their desire to return to barracks because "we are fed up of the fight against sicarios".

In the last few days has emerged a scandal that involves the armed forces in the field of human rights, signalled a missive that circulated in social networks, and detailed that the military are tired of this narco war in which they capture criminals, who are short time later set free, " because the authorities are not doing their job".

"We are tired of seeing our colleagues ambushed in a cowardly way and that no authority, organization or government department or human rights do anything about it".

Constantly, it said in the letter, we lose colleagues in this war, and although that should not be a cause for revenge, it always leaves us in pain, the pain of seeing brothers fall and that nobody does anything about it, because we are the ones who lose comrades to the hit men.

There are, he adds, those who are fighting against criminals to safeguard society, because the police are infiltrated by organized crime.

"We are the ones who fight, not the defenders of human rights, not the members of a government organization that accuses us of the worst things, and not you who complain about our work from the comfort of your own homes."

"Infantrymen say they have lost comrades who were kidnapped on their days off and tortured to death. They have killed the families of our comrades in retaliation, do you not think that hurts us?", he asked.

He alluded to the nine soldiers who were kidnapped in the metropolitan zone of the State capital and later appeared cut up.

The letter mentioned that a violation of human rights on the part of the military is well known and must not be covered up.

"However, this does not justify the actions of our brothers in arms, I will only say the following and it is at the discretion of society; We want the country to be better, and if to achieve this we must die or do something bad in life, we will accept the cost, but do not cheapen our sacrifice."

"We have taken drastic measures to combat evil, but if it hurts so much that we violate the human rights of the "innocent hit men", then do your job."

In their text, the military also condemned the double morals of society; "Let us return to the barracks, so that they may have the confidence that no one will touch a hair on the hit men's heads, if they love their criminals that much, stay with them and don't come begging on your knees for something to be done".

"We want to see how long the country lasts without a soldier leaving his mother in the mountains and containing this evil."

"But if our actions are indignant, do not forget that when the operation was difficult and dangerous, we never said no and we never took a step backwards, because many of us believe in that, and we are here only to have a chance to change the country for the better".

    4. Excuseme, Mexican patriotism is a farce? How dare you? What was the good old U.S of A fought in the last 50 years that meant something for it's people? That actually fought for a legitimate reason? That actually protected something meaning full? Oil? Opium? I'm sorry sir, with all due respect, you are very ignorant. And yes illegals have rights in the good old U.S of A, the constitution of the good old U.S of A l, reads.. WE THE PEOPLE, not WE THE CITIZENS. Mexico definitely needs a wall, but why isn't Trump building it? We need a wall to keep all of you white racist drug addicts, child abusers, from poisening our land. With your high demand for drugs, because guess what? It's called supply and demand, no demand no supply. Again get your facts straight sir.. lastly think of all the sanctuary city's.. there is no peace in stolen land.. remember that!

    7. 9:53 I remember your brain dead comment very well. Net migration of Mexicans to the u.s is 0. More are leaving then staying. In fact Mexicans were in the SW United States before it was even a country. Can you please remind me what the government did to the natives here? Latinos bring alot to this country. Lil Village in Chicago brings the 2nd highest tax revenue to the city other then the magnificent mile. Which is downtown and full of high end stores. You go to mx neighborhoods, and you see alot of stores. No matter how run down the area is. Ive been to cities in TX,NV,CA,IN,MI and you see small/big hispanic stores and alot. You really won't see us begging for money on corners. I'm sure there's some, but were here to work not handouts. We're pumping billions into the economy that we wont see back. Its helping support the 800bases worldwide the U.S has around the world. MX national debt is under 500billion, the U.S is what 17trillion? Might want to rethink which nation is poorer. You called MX soldiers cowards, but there fighting to make MX a better place and arnt halfway across the world pissing people off. My respect to our troops and vets. The best thing about the U.S is everyone IS welcome and can prosper with hard work. Contrary to the joke of a president we have. I know plenty of Americans and I guarantee they were embarrassed by your stupidity and you definitely dont represent them. You're ideas are outdated and stupid. Have a good life now that I treated your ass.

  2. This is the best news I've read here in a long long time, no doubt about it! Who ever these soldiers are my heart and love goes out to them big time. Mexico needs a civil war and in this civil war a lot lot of people will and should be placed in prison for many many years and a lot of people will and probably should die for their crimes against humanity. Starting from the very top! This is real news!!! This is MEXICO!!!

What is amazing and NUTS to me is how I read a lot of the comments here and its like this is some sort of joke a game of gangs and criminals and drugs..

If you're Mexican YOU OUTTA BE A FUCKING SHAMED OF YOU'RE COUNTRY!!!!!!!! Don't even point you're fingers up NORTH because its a lot bigger and worse than only selling drugs to the gringos.

The Military outta take complete control of the government and be at the head for as long as it takes to turn this country on its fucking head and re-write every fucking law and policy civil, social, economic, the justice system etc etc.

Unlike USA law there are almost non-existent checks and bounds that leads to impunity within the legislative and judicial when they set criminales go. As long as there is impunity from excessive use / improper interpretation of the law there will be a minority that will give in to corrupcion.
With that said it is sadly overlooked how many heroes do not give in to corrupcion and have known they were choosing the bullet by saying no to the bribe.

  6. The problem with catching those "criminals" is that they where never captured during the act of committing a crime! More often than not these people captured be them cartel members or not are captured in stash houses and or just driving around with weapons in hand and nothing to actually prove that they commited any major crime other than safeguarding drugs and carrying illegal weapons respectively. Those people will eventually do very little time in already overcrowded prisons and will be released. I'm in no way intentionally diminishing the efforts put out by some members of these armed forces who wish to do good for their country but it is a bitch trying to do this noble service if you capture people in these situations.

And yes men that are soldiers rape women but had they not been soldiers those men would still be rapists. Don't bunch em all together. There are some bad apples in the bunch but overall the soldiers put it all on the line for very little. Think that is what the point of this article is.

Crime is up and the police can only do so much before they are released back to the streets by the DA and bullshit laws that protect these scumbags. You have to admit they have some very valid points.I wasn't too aware that the narcos were kidnapping and killing these guys on their day off.You really can't blame them how dangerous it is for them (the narcos) to be let go.Sounds like the police or judicial are using the military to pick them up and then they can extort them with never a thought about the militarys safety.I wonder if the military are notified when 1 is released.I doubt it so the narco the guy arrested then kills the soldier that picked him upAlso when the narcos are released they put everybody else at risk. You can't blame them for killing them.Damned if they do damned if they don't.Aren't the military more trained to kill then do police duties anyway?

  13. There are some important points raised in this article which is why I chose to translate it. Among them are "are the army trained to carry out police work?" , no they are not, and so will on occasion infringe on peoples human rights, soldier work with rules of engagement and are not trained in human rights.

Second is do sicarios and cartels deserve to be treated with the same human rights as everyone else. Since they do not conform to the rules of society, and will at any point contravene the two laws that are built into all humans, dont cause harm and dont cause a loss. Some coin the term narco terrorism and the dictionary definition of a terrorist is someone who interferes with the normal course of government. Narco's certainly do this, with blockades, quota taken from government institutions, widespread theft of state resources. This qualifies them as terrorists, and as such they are not subject, in some persons eyes to be treated fairly under the law or the geneva convention.

The army are only there because of corruption in the police forces, not to say that there isnt corruption in the army at the higher officer level, because there is. While the government and high ranking officers of the police and armed forces and judiciary are taking bribes, Mexico cannot change the current state of affairs. Only the Mexican people can do this, but they are worn down from year after year of impunity, and lawlessness to the point of acceptance that this is the status quo that will never change.

In some ways there is an analogy for this in that the country is being run by a corrupt corporation, and when voting, people only vote in a new board of directors to the company who have the same objectives. To enrich themselves. The system will have to change for anything meaningful to change in peoples life in Mexico.

    7. You raise interesting points here. In terms of this: "Second is do sicarios and cartels deserve to be treated with the same human rights as everyone else." I want to comment that to make exceptions under the structure of a judicial system is exactly what weakens that system in the first place. To do so, to enact 'justice' without the due process provided for under the judicial structure in place, speaks more of the people who are carrying out their idea of justice outside of the accepted idea of it,
than it does about the people who are the recipients of this form of justice. In all parts of the world, where money ,or lack of it ,creates separate forms of justice for different people, one finds a weaker, and therefore ineffectual justice system. This obviously occurs in Mexico, but also occurs on occasion in the US (The OJ Simpson case comes quickly to mind). The idea of vigilante justice, which again creates a separate idea of justice, merely creates a further weakened over-all judicial system which is in place to protect all citizens of that nation. If some people decide that other people do not deserve the protection of that country's judicial system, then it allows for political homicides (ex: Pinochet) as well as individual decisions about who does not deserve justice under the law. For a judicial system to succeed, it , and the entire nation, must agree that all are equally subject to the punishment and protection of the specific system in place, even if at times it doesn't seem "fair".
If a particular country's judicial system is weakened by violence against the judiciary, bribes and extortion, freedom purchased with money and incarceration for the poor, then it should be one of the most important goals of that nation to strengthen and cleanse their system before all devolves into a meaningless and disrespected idea of law and consequences.

    1. 8:04 after El Negro Durazo "se paso por abajo" de los pantalones a los militares mexicanos por putos, the militares took revenge, and the civilian courts, in the person of rafael macedo de la concha for example, the civilian courts have been infiltrated by the mexican military lawyers, and they allow great impunity for military crimes, rape, kidnapping assassinations and "mistakes" sometimes even sacrifice honest military members to cover up more egregious.crimes, don't blame "the mexicans" if you chose to be a member of a corrupt military, get out and join a decent organization, unless you love your military pay too much.
I am sure you can go to.military court.and demand an honorable discharge for personal reasons of for reasons of personal decency or for no reason, and I am sure the mexican military brass don't want your reasons known by anybody else.

  22. They feel underappreciated and they are right. Truth is the Narcos can't get away with what they are doing without a lot of public support.

    1. This is simply one of the smartest comments I have read. Who wants to risk there life everyday for nothing. An the public support comment is so true as it was the same in samarra Iraq. Turning a blind eye an not saying or doing anything is the same as supporting the shitbags

    2. The mighty US military have felt "under apprecisted" a few times before, during and after the Vietnam War, that went on since the end of WWII until the Tonkin incident fabricated for the occasion unleashed more US advisors.
Only because real americans protested so much the war in Vietnam was finally terminated. Vietnam War Veterans still feel underappreciated, mexican military like military all over the Latin American banana republics are hated or at least resented, because they earned nothing less that that. Their puppeteers earned tons of billions of dollars, but don't expect any of it for public relations experts to make you "loved by your countries peoples" regardless of your heroics.

  23. I find it odd that the Mexican military don't like to film their operations, makes me think their're just as guilty as the cartels.

I mean theirs more videos on the cartels fighting than the army.

    2. I:05 dirty deeds are not necessarily "tactics", they are usually crimes against humanity.
If the melitary take news people along to reoort, they will have to be stealing tapes and recorders and typing machines and killing the reportes in "enemy attacks".

  25. People need to get behind law and order, these guys go all out its the only way they know and have been trained, they kill civilians with AKs and ARs as if in war footings.
Sicarios with automatic weapons dont deserve rights

  26. The problem is not that the aguacates of the marinelas kill bad guys, the problem is that they kidnap, extort, torture, murder INNOCENT PEOPLE, and that too many times the bad guys they murder did not commit crimes punishable with death penalty and that they were their partners too, like Comandante Toro, murdered after he paid millions of dollars, and the obvious aversion and contempt of the melitary for due process.
If extra-judiciary murdering is so necessary, put it on the mexican constitution, they have the votes, instead of on the hands of illiterate soldiers that barely finished grade school.

  27. The soldiers that crashed and had to be med evacuated by heli in reynosa were being ridiculed on social media for being "indios from the sierra" and not knowing how to drive by the same ungrateful civilians posting crap about the narcos.

There are hundreds of thousands of american fallen heros in cemeteries around the world, few of them were millionaire men's sons.

  30. Hope the soldiers don't form death squads to avenge fellow soldiers or family members, because the goverment is working with the narcos. That would be the begining of a civil war to rid mexico of its narco terrorists.

    1. 11:39 expert military are death squads, they are also hawks in their free days and spare time, they are getting rotated in and out more often because the established corrupt turf owners don't want too much competition around, specially with the "new governor" taking over all the money making set ups...

  31. My Cousin's husband is a Sergant in the Méxican Army in Colima, the few times I've visited Mexico ( because of the insecurity ) he always has very good stories. He says the same thing. He's tired of arresting the same criminals all the time. He has lost men because of fire fights and then will run onto the sicarios that were responsible for the death of some of his men months later. He said that after running into them a 2nd time, he never has to arrest them ever again, I'm pretty sure I know what he meant. He usually gets sent to Northern States.

I'm not sure if he's corrupt but they live in a middle class neighborhood and drove a newer model compact car the last time I visited.

    1. 3:44 if he makes sure he never has to arrest a crook a second time, I am sure the sarge is a death squad member, if he needs to do that, and be an iutlaw, he should do it like a man, say goodbye to his military paycheck, not taint the military with his cowardly extra-judiciary "activities" and see if he can drive a nice car around anymore.

    2. I'm sure border patrol is tired of arresting the same criminals over and over again.
Yet they don't form death squads!

      Delete
    3. @5:16PM Most of the people that the Border Patrol arrest are arrested for crossing the border are arrested for crossing the border illegally. Maybe the Border Patrol remembers a time not too long ago that crossing the border illegally was a civil offense and not a criminal offense, much like a traffic ticket is a civil offense, not a criminal offense. Kind of hard to form death squads that shoot someone for that kind of offense.

    4. American border patrol members have shot and murdered mexicans from their side of the border, they have been identified and tried, and found inoocent, not guilty and been awarded immunity.from personal liability by US courts and law makers.

  32. If the soldiers are sick & tired of the "government" releasing the people they capture under fire, the solution is simple. Don't take prisoners. They were shot and killed while resisting arrest. One less criminal for judges to release.
