U.S. Response to Rafael Caro Quintero: No Forgiveness

Lucio R. Borderland Beat with C.E.M. translated from Proceso

The US government does not abandon its goal, of bringing to justice Rafael Caro Quintero for the kidnapping, torture and murder of federal agent Enrique Kiki Camarena in February 1985.

"He participated in the torture, ordered the kidnapping and murder of Kiki; we have evidence, including recordings, and witnesses, "says the official of one of the most important US federal agencies, who agreed to the interview on condition that his identity not be disclosed.

"No, we will not rest; we will continue to insist on his arrest and extradition".

Kiki Camarena
The senior State Department official, refers to the interview granted by Caro Quintero to Proceso, from the underground. And although the leader of the defunct Guadalajara Cartel denied involvement in the kidnapping, torture and murder of Camarena and has insisted the  US authorities have "no evidence and have nothing to judge, before or after" ( Proceso 2073) , the U.S. says:

“The audiotape copy of which was delivered to the government of Mexico (in 1985). It Caro Quintero's voice is heard interrogating Kiki in a house (on 881 Lope de Vega home of RCQ), in Guadalajara.

"We have the testimony of protected witnesses who worked under him, not only drug trafficking, but even in executions and other documents at that time we gave the Mexican authorities. He is responsible for the murder of our agent and must pay for it, "said the US official, who received Proceso in his office.

In the list of the most wanted by the federal Drug Administration (DEA) International drug traffickers,  Caro Quintero is prominently listed. The Justice Department is offering a reward of 5 million dollars for information leading to his capture.

  2. Even if he really did have a part in the murder of Kiki. He was already tried and convicted in court and has served his time. If anyone had a problem with his sentencing it should have been delt with at the time of his sentencing. It's complete bs if the US gov is still pursuing RCQ. How can a person be convicted of same crime twice?

    1. It amazes me , since so many Mexicans are integrated into the United States they assume that the judicial systems are linked . Of coarse he hasn't been tried for crimes against the united states . He has fought tooth and nail to stay out of the united states . He is ours , his ass belongs to the USA we just hadn't got him YET.

    2. Sorry Charlie, he never served a day in US prison nor was he convicted in the US judicial system. There is no statute of limitations on murder and this does not fall under double jeopardy. The scumbag deserves to die in a US prison in a dog cage. POS that he is.

    3. Problem is he didnt serve his full punishment. It was a 40 year sentence and only served 28. Soooo..

    5. El Sr Caro-Quintero has never denied his involvement, he himself said he was there during the torture but that supposedly Don Fonseca was the one doing most of the beatings, electric shocks, etc. Of course RCQ gave him a couple slaps maybe even cut off fingers, but all the land belonged to Fonseca. KiKi always knew the danger he was in, when mexicans with money become sincere to you and start acting like children around you do not ever take that as a sign of weakness. It seems like they grew fond of this man Camarena and took him everywhere, sadly as mistaking their sincerity for weakness he thought he was better than them like any other american and that was his downfall. Exact same story with Donnie Brasco and the Mob, instead the mob killed who the undercover Donnie was being taught/showing off by and Donnie the cop got away, one big mistake on their part and they all went down. If Fonseca would've killed RCQ, KiKi would've got away do you see where I'm getting at? There are puppets in every organization good or bad, some worth more value than others' sadly....

    1. Hardly a waste of money. That would be a justified use of our taxes to retrieve a person who killed an American citizen.

    2. Well every big wanted narco has veen detected bybus agencies every time, chapo was on the run but the US always had an eye on him, they just cant legally go in and gran them so they inform the mexican authorities to their whereabouts but they hardly do anything, the times chapo was caught was because us agents parricipated and were there, all the other times they had sight of him and call inn the mexican government but didnt sent us personel he would get away

    3. El chapo is in a fight between dinosaurs, all drug traffickers, include there the US government "rogue agents" connected to the very top of the feeding chain., only them because there is not enough dope in the world to feed all of them sharp sharks that work "for the US government"
--Wonder WHY FELIX ISMAEL RODRIGUEZ IS NEVER NAMED ANYWHERE, HE HAS BEEN PERSONALLY ACCUSED BY HÉCTOR BERRELLEZ AND PHIL JORDAN, they have been expecting his lawsuit for about 4 years this time around, and nothing, maybe they are not so stupid...

    4. One thing about Americans is they do not forget and they even build monuments and list the lives of mass murders on the internet. Sometimes build things to remember their lives. Here in Mexico when people are killed most people just forget and it is business as usual. Unless they were family. If we go to where the mass murder done here in a casino would there be something built to remember those people. Is there a day set for silence to remember them. Naw, they are forgotten and part of the past.

    1. 5:18 Mexico had him . They had their chance to seek justice for the thousands killed by him Instead they let him continue from behind bars . There is no true justice for this piece of shit that anywhere near takes from him what he has taken. The only similarity to justice he will ever receive will be in the usa in isolation . I hope that word , isolation , echos when he hears it.

    1. Lads? That is different. This is the most horrifc murder I have ever heard of in following Mex narco war for 25 years. the recordings include rcq interrogation but worse is the sound of torture. he would not be allowed to die, brought back several times by a doctor, to be tortured again.

    2. 7:24 They should have knew the risk before they trespassed,at the end of the day its all about the dollar. They would sell you for a few 100 million, puppet.

    3. 7:24 Yep that's right . To my knowledge Mexican drug traffickers stepped up the violence during his time . Mexico has never really cooperated with the usa . They just jump through a few hoops to try and appease . Agent actually kidnapped one of his guys in Mexico and smuggled him the the usa

    4. I heard about this recordings several years ago. where can I find these recordings?

      Delete
    5. In the US if you were there, your just as guilty. But RCQ didn't mastermind it, he just went by the house where Kiki was held and interrogated him and asked questions being high on crack. But the real perpetrators is the CIA. Can't wait to see what Don RAFA is gonna expose like he said on his interview with Proceso

Aparantly MEX is forgiving the guilty ones, RAFA was let free on a "technicality" and had to reissue a warrant since the merida funds were at stake, and well Fonseca was let go to house arrest. Whatbkind of shit is that? That to me shows Mex ain't really caring

  7. The US government never forgives or forgets when one of ours is taken without permission. Yes the CIA had a lot to do with it but RCQ and the gang acted on their own. The CIA left those responsible high and dry because of their reckless behavior. They could have at least waited for the CIA's green light or red light. If they had none of the actors would have spent one day in jail. RCQ is as good as caught mark my words.

  13. I would agree if the killer would have gone off into the sunset and away from criminality. He never left the life and came out a wealthy man because of investments, and an alliance with Mencho. He provided funds for weapons to los viagras to overthrow genuine autodefensas and tuta. mencho provided funds for vehicles. or visa versa.

Mencho held on to caro's properties and returned them as soon as the killer was released.

  18. Pinches DEA culos.

Juan Ramon Matta Ballesteros was the cuban compadre of felix ismael rodriguez (aka max gomez) and his contact with guerrillas de la contra-nicaraguense, Salvadoran and Honduran, and mainly the worst of the colombian drug traffickers of the time, he ordered the murder of Kiki Camarena to protect the US government officers involved...
--Felix ismael rodriguez threatened to sue: HÉCTOR BERRELLEZ AND PHIL JORDAN, over their accusations...
--Berrellez and Jordan pleaded with felix to please do sue them...
Berrellez, Jordan and ME are still waiting for the summons...
--Another person accused of hands on involvement in the murder of Kiki care a is senator Manuel Bartlett, a life long priista who has gone to other party now, but at the time of kiki's kidnapping torture murder, mister Bartlett was the biggest of the DFS BOSSES, and had hopes of becoming "el presidente de mexico", senator David penchyna says mister Bartlett can not travel to the US because of "¡somethin'!"
Likely "le hace cus cus," Bartlett is one of the several others involved in the camarena case and has enjoyed great impunity...
