I helped El Chapo Escape

With every bribe, with every illegal act, we all become accomplices

I helped El Chapo escape. And you, who is reading this, and you, and you. Yes, this is going to be a radical post, but what do you want? That’s me.

The first time I helped El Chapo was, perhaps, in February 1986 when I finally got my first fake ID and used it to get into the News, a popular disco in El Pedregal, and get blissfully drunk.

The second time was in ’87 when I got my “no-test” driver’s license by paying 300 pesos more, for which, obviously, I received no receipt.

The third was the first time I ran a light and fell back on the proverbial “How can we fix this, officer?” The fourth, when Messrs. Johnnie and Walker helped me pass a remedial geography course with a gift for my dipsomaniac teacher.

And I could continue with countless episodes in which a bribe took place.

The last time I helped him was with his tunnel two weeks ago when a cop pulled me over because my car’s emissions test had expired. I preferred to resolve the matter in a pleasant and friendly manner with two Sor Juanas (200-peso notes), instead of paying the ticket, allowing my car to be towed away and dealing with all the fucking hassle.


You have helped, too, when you double-park “very quickly because you’re only just going close by,” or when you buy pirated movies, or when you bribe the alcohol inspectors because your restaurant’s license has expired and renewing it is a fuss, or you who voted for the PRI, or you who didn’t vote.

It’s a radical point of view, as I said, but I consider it as real as El Chapo’s escape.

My father-in-law used to say that “nobody can get through the three honests:”

You ask someone, “Are you honest?”

And they answer, “Yes.”

You ask again: “Honest, honest?”

And they answer again: “Yes, yes.”

You ask once again: ““Honest, honest, honest?”

And then the person being asked will always say, “Weeelll, I mean, define honest, because, you see . . . .”

And, yeah. Nobody can endure the three honests. It sounds like a joke, but it isn’t. We live in a country in which we are told from childhood that “if you don’t cheat, you don’t get ahead.”

That seems to be the motto. That’s how “the system” works. Alas, it is sometimes cheaper to bribe someone and get things done than become “misterthreehonests,” because in many cases if you want to resolve a bureaucratic procedure, you must bribe someone.

Is it Mexican genetics?

Not at all, and you simply have to cross from Tijuana to Chula Vista to find out. The Mexicans who run lights and leave litter in Baja California are the same as those in California who stop at stop signs, and for whom the idea of spitting chewing gum on the sidewalk never even crosses their minds.

Why? Because they know that if they do that in the United States they’re in deep shit.

And it’s not like our northern neighbors aren’t corrupt, it’s that their corruption doesn’t affect ordinary citizens so directly.

I lived for two years in Texas, and at first I felt like a hot shot and insulted everyone because of the oppressivedamngringos, they call it the land of the free but won’t let you do anything, etc.

I quickly realized that everything there works like clockwork. It’s im-pres-sive. As an example, if you run a light and get pulled over by a cop, don’t even think about asking “What’s up, officer, is there a way to fix this problem outside the court?” because you’ll probably end up in jail instead of court.

Tax collection there does have an impact on public health and schools, on colleges, roads, streetlights and many more services.

So no, we aren’t born like this nor is it ingrained in our DNA. We just know that here in our home, for better or worse, we can do whatever the hell we want, and we can solve anything with threats, influence, a little (or large) bribe, or just by playing the fool.

Because the institutions don’t work.

There’s too many people who don’t pay taxes. Can we blame them? Have you had something taken care of at the Seguro Social? You’ll bleed to death before someone even admits you.

Do your kids attend a public school? God-for-bid. Are the roads and streetlights in your cities terrific? Are you fucking kidding me?

No, no and no. The list could go on with thousands of no’s.

Even if you want to be well-behaved and do stuff without cheating, you’ll realize sooner rather than later that “the system” works better if you take the easier road. As in: the illegal one.

Sad. Very sad.

So if you are one of those who paid off your ex’s lawyer to get a better deal out of the divorce, or don’t pay taxes, or got an innocent joint from someone at the office to have a good time, or benefited from your government’s contractors and built yourself an eight-million-dollar mansion with public funds, you too helped El Chapo build that tunnel.

A tunnel that we know nobody used to escape. We all know that El Chapo left by walking out through the front door, whistling Raphael’s “today is a special day for me, cause I’ll go out at night.”

He managed to do this while unloading cartloads of cash left and right. And nobody was surprised he escaped. It was logical. It’s Mexico.

A Mexico built by you and me.

This, of course, doesn’t make me proud. This is simply a very brief chronicle of this sick country in which we live.

    mexico has no rule of law........eroded from a hollow birth......that is why you bribe in mexico but do not take the risk in the usa.

    suggest you look at a gini index for proof or try to take a road trip from tampico to the border ( i wonder if your advertising slogans can pull you out of a bind there!)

    the reason chapo is gone is mired in the filth that is mexico today.....not the filth of the poor but that of the rich or people with mobility like you- who do nothing for your country as long as you receive your paycheck on time and turn the other way when suffering is manifest.....

    the wealth of poverty and the poverty of wealth........

    diogenes can be found among the poor and humble of mexico- he gave up on you and the oligarchs you serve a long time ago....

    when you have nothing how can you contribute to the problem....it is those who have, their assorted lapdogs who perpetuate the canyon of inequality ; that have ruined mexico.....no the poor....

  10. I am an American that grew up part of my childhood and teen years in Mexico . I first learned about bribes and corruption from watching my family and neighbors deal with a Mexican society and culture that is not only complacent , but complicit in the institution of " mordidas " . My grandfather was a high PRI party official in my city and he could " fix " anything and did so for hundreds of citizens . If you had a problem with city services , government red tape , your children's school , anything could be had at a price . One of my young aunts was married to a left-wing professor at a university and they often would rail against the PRI government , but they would often use my grandfather's influence to fix problems . Now as an adult I have also used bribes to facilitate doing business while living in Ciudad Juarez and I can only say that I have no qualms about doing so . Like they say , " Don't hate the player , hate the game " .

A whole lot of speculation as we will remain in the dark to the truth about Mr. Guzman's good fortune. But then again this isn't about Mr. Guzman but rather about an individual pointing out the obvious that in Mexico, money talks... If all goes well you are allowed to leave with that rental car that the sleazy policeman knew you weren't supposed to bring across the border, minus a few hundred dollars... and if it doesn't, you hope they find your body in a clandestine grave, showing pictures of your murderer wearing the same clothes you were last seen in.

  27. One time while traveling through Mexico, I was stopped by a traffic officer who claimed I broke a law that, and I knew he was full of crap. He took my driver's license and demanded money. I wasn't going to pay it and refused. He refused to give me my license back. I told him keep it and drove off. I refuse to be fleeced by corrupt officials. This was twenty years ago, and I wonder what a dirty Mexican cop did with this gringo's license.

Very very well written article in a nutshell.Interesting also to see a Mexicans point of view when 1st moving to the States-cant do anything without a bureaucratic hassle[ but everyone treated the same].I did find living in Mexico a year the opposite;freedom from bureaucracy and a person could pretty much do what they want but as my neighbour who owns a place in San Jose Del Cabo says he cant get his electricity hooked up without a bribe[or tip as 1 person referred to it].

    8. Driving from Florida to Yucatan once, I was stopped for no apparent reason three times and ended up paying mordidas so I could keep moving to my destination. Once in Tampico, where police officer said I made an illegal turn, but I was traveling in a straight direction for many miles, and twice in Ciudad del Carmen, Campeche entering and leaving the city. Always kept an extra wallet with small change and never paid more than 150 pesos, but municipal police were always friendly. Was stopped by Policia Estatal several times because of not having a license plate on the front of my car (you only get one plate in Florida) and they were always okay with my explanation in bad Spanish. Never met any unreasonable police and I didn't mind paying so I could keep moving and knowing what low wages they made. I'm an accomplice as well.

    I live in Europe and consider my self honest, but you will never hear me saying i would not to the same as you if i was born in Mexico. In Russia they say "the fish rottens from the head" i have spend a lot of time in Central America Mexico, Guatem, Honduras and El salvador and having traveled to Over 100 countrys i can honestly say that pepole from Central America are good pepole in General and have "from where i stand" a very special mentality - calm and respectful. So before you judge - take your head out of the sand and ask your self - If i was in those shoes would i bribe? Would i steal or deal drugs? would i kill someone? if your answer is NO - you should think again because if you are reading this, you are from a specie known as Homo sapiens, and when it comes to protecting, providing and taking care of those you love - we are all Capable of doing things we find disgusting - So next time you want to say fuc**** or other bad things about the pepole in Latin America try thinking outside the box.

  40. Mr. Elizalde views are fundamentally wrong yet they may appear to be right; right to those who now suddenly want to share something with the masses-unique in the annals of modern Mexico- sharing the blame for what Mexico has become.

    Mr. Elizalde; is the Mexico you speak of built by a young man in San Juan de Chamula, or a mother working in a Maquila in Juarez. As you find your answer, which you will; please have the courage to do so in a mirror, or in the comfort of your haunts on Presidente Masaryk where hypocrisy reflects supreme in the bathroom mirrors attended by people- the very people who you say share the blame and to whom you toss a peso!

    A predominant class of oligarchs, their minions in the political classes, and the “Gucci” apologists of the class that Mr. Elizalde represents are systemically destroying the Mexico of today.

    This destruction has spawned a neo-narco state within a state, a mutation that is grafted on the aforementioned cancer, metastasizing just as quickly as its foundational cancer as it finds new ways to kill.

    In many ways this class of the neo-narco and its cascading dimensions of violence simply want a piece of the action-perverse actions of exploitation and domination spawned by the initial criminality of Ordaz and his elitist sponsors-and since then, the steady stream of politicians who now shine the shoes of their descendants.

    These neo-narcos, many of whom were victims of economic homicide in the past generation and who felt the impotence of poverty and deprivation-now have it; that is power- and the current orgy of violence is manifest-reflective of similar images of Rivera's Man at the Crossroads; where the rich sexually engage the ticker tape!

    Sound familiar Mr. Elizade? Seems like the kind of homicide that takes place on Paseo De La Reforma and in Santa Fe; just a modern version.

    One kills economically as evidenced by the growing inequality in Mexico, the other literally. Both are equally as vile- engaging in the steady destruction of the marginalized, the poor, and slow erosion of our great culture that could combat it, if healthy.

    Mexico has no rule of law- a fire out of control, fueled by greed and corruption but equally by the very work of Mr. Elizalde and his ilk.

    Just turn on a TV in Mexico and you can see the third dimension of homicide in Mexico- that of the media and its Advertising shamans who tear away at the fabric of Mexican culture for the almighty dollar bill. The distraction and distortion of propaganda for a pseudo-fascist reality that would make Goebbels proud as different types of tunnels are built.

  42. After reading through these comments, and having read the article, there is a simple problem: corruption. Corruption is exploitation of a circumstance by those who can. The American-Israeli lobby spends millions of dollars every year to gain favor for legislation that affects Israel. http://www.opensecrets.org/industries/indus.php?ind=q05 .

    This is legal corruption, as the interests of the USA are secondary to the lobby. This is not much different than Mexico expect corruption is usually top to bottom. I would make an argument Mexico is actually more FAIR as everyone has access to the privilege of corruption, unlike the USA where only the elite can benefit. Trust me, if I had the option to pay a police officer $200 directly instead of going to court and having my insurance raised, I would damn sure do it. If I could go to a city planner and get my business approved for 2k instead of a conditional use permit that costs over 10k, I would. Instead the small guy gets the shaft in the USA.

    Chapo is symptom of the disease of corruption. That tunnel was built before he entered that prison. But Mexican corruption can benefit everyone who has access. My cousin in Sinaloa was in an accident (drunk), jailed, and everything was cleared up for $500 American. No record, he paid to have the other guys car fixed and it was over. No one was injured. He'd be in prison in the USA.

  46. @1:08PM, Agree with what you're saying. Chapo's as much a socio-culture phenomenon as he is an individual person. Corruption is the name of the game, it's word wide, though, not just the States and Mexico. Name any country, for sure corruption's running the show there, too. My conscience wouldn't twinge about handing over a propina in Mexico, India, Colombia, Portugal, Brazil, Italy, Panama--it'd be rude not to, it's expected, it's how things get done. What, I'm not cool with is handing out cash to paper over violent crimes, trafficking, or theft in any country.

  47. It's funny how people hear criticize Mexico & the corruption. But yet hear in the US we have legal bribery of politicians,government. Big Corporations,Banks,Oil, Pharma,Wall Street,Police,Etc,Etc all breaking the law everyday & the US Govt slaps there hand & says don't do it again while blinking their eye & we pay for there mistakes. Lets not forget police seizures hear in the US oh no! that's only in Mexico(the famous mordida). People hear are slow to understand the US taxes you for every single thing they think of like. The legal system,jail,prison,courts,tickets,tall grass,broken sidewalk/driveway concrete,trash pickup,late payments,Etc,Etc! Some people are to stupid to realize it us the working class/poor against them the rich & powerful/Govt.

  51. the local police where i'm at, "employ" the local junkies beggars/homeless to solve crimes for them, pointing fingers & making false statements, fixing up innocent people, whatever there's no honour amongst these kind of people as long as they get their nightcap or promotion.. hey at least with Chapo you've got a bit of class...
