Search continues in the Tamaulipas disappearance of 3 Americans

The FBI opened an investigation for the disappearance of three U.S. citizens (all of them related) who were allegedly kidnapped in Control Ramírez, a rural community in the municipality of Matamoros, Tamaulipas.

Police in Progreso, Texas issued a formal complaint for the disappearance of Alex Alvarado Rivera (22), Erica Alvarado Rivera (26) and José Ángel Alvarado Rivera (21), three residents of that city, who were reportedly kidnapped from a restaurant by gunmen in uniforms of federal agents in the Control Ramírez at around 8PM on October 14, 2014.

The complaint was received by the Police Department under case number 14-10-577 by the officer Javier A. Sosa, who documented the identity of the two young men and a woman, and confirmed that they are residents of Progreso, Texas and had US citizenship.

POLICE ADBUCTION?

According to officials, all three of the brothers had plans to visit his father in Mexico, but they never reached their destination. Erica and her boyfriend crossed the international border from Progreso, Texas on October 13. The next day Erica and her boyfriend went to a taco stand to meet with her brothers. However, while she was there, she was reportedly beaten by a group of men who claimed to be from the police.

"They were beating her like she was a man and that is when my sons arrived in a Cherokee and tried to stop it and they also took them," Raquel Alvarado, mother of three Americans disappeared, said. Then they were supposedly taken in two vans.

She claimed that the group of men were part of the elite police force in Matamoros known as "Hércules". This police force was created by Leticia "Lety" Salazar, the mayor of Matamoros.

CARS LOCATED

Mrs. Raquel Alvarado, mother of the missing brothers, recounted her dramatic search, and said that authorities have no clues on the whereabouts of her children.

''I'm desperate and afraid for their lives. I was calling my daughter all Monday and lost all communication in the afternoon when she ran out of signal. Since then I haven't heard from her or know anything,'' she said.

A week after the disappearance of his three sons, Mrs. Alvarado remains in the quest to locate their children in Matamoros. She stated that the vehicle in which they traveling in was found in a customs agency known as "Apha", located on the street División del Norte in Matamoros. One of the vehicles was missing its license plates, and the car dealership owner did not comment how the vehicles got there.

According to the investigation, the brothers were using two vehicles: a black Grand Cherokee 2011 and sand-colored GMC Yukon. They admitted that it was possible that they were indeed arrested by federal agents. This information, however, has not been confirmed.



NOTE FROM CHIVIS :  After becoming close to Ann Devert, and Ann Stacy, the mother of Harry Devert, and sister of James Stacy,(at left) I became familiar with the inter-workings in  the aftermath of kidnappings in Mexico.  I can say that all agencies of the United States have a remote role in the investigation.  Unless Mexico requests their assistance in some capacity, they have a non-functionary role.  They can place some measure of pressure on the government, but unless the family of missing persons takes a hands on role in the investigation, being present in Mexico and hounding Mexican authorities, little to nothing will occur.  All talk, often not based on truth.




I advised that Ann Devert, (with Harry above) who is fluent in Spanish, to go travel to Mexico and plaster posters and ads in the region.  She did so in such a tenacious manner that Harry's kidnappers gave up the body to make her go away. 

 In the Stacy case.  James Stacy disappeared in Tamaulipas.  He and Harry disappeared at the end of January.  James mother health was failing, the direct result of her grief. 

Tamaulipas is always dangerous but during those first months after the kidnapping,  there was an uptick in violence.  When Ann advised that her mother wanted to go to Tamaulipas, -James mother's  primary language is not English and speaks no Spanish-  I advised she should not  go.  I felt there would be nothing to gain without knowing the language, and Ann was very concerned about her mothers deteriorating health. 

She did not go.  And a few days after Harry's body was positively identified, the Stacy family informed me that they had decided to end their search, which included private investigators. 

 If it were my family member taken.  I would stay in Mexico.  I would take out full page ads, I would offer a reward, I would beg for interviews, I would plaster my child's face everywhere, billboards, posters whatever.  I would be the squeaky wheel.  And I would take a DNA profile of myself....in case.  Chances are almost nil that if a ransom was not asked for, almost immediately,  one would see their kidnapped loved one again.  It has happened.  But rarely.  Even having a body to bury is a remote possibility.  I never thought Ann Devert would have a body to bury.  Yet she did. 


Harry was cremated and had three memorials, one in Mexico City, one in New York and the last in France, where his ashes where scattered.

  1. Harry was apparently killed in Michoacan and his body shows up on Lagunillas , Guerrero later with signs of being buried before. That area has a cartel power stuggle going on and the thought whispered is the body was brought there to bring heat on the controlling chicos malos.

    1. I did receive information that with my attempts to verify came up good. Harry was taken in Mich by Viagras on orders from Mencho. taken to Gro just over the border and killed pretty quickly and buried in a fosa dumping ground. he was then moved to the new site in order for the body to be located after an anonymous call. This movement was not that far, less than 20 miles, but away from the other bodies. I was told he had two passports. US and French. But when I asked a friend of Harry's I was told he had only France. So I thought everything was BS. Later I discovered that yes, in fact he had both. Which fortified suspicions that he was a agent. Harry was a world traveler and passports filled with entry/exit stamps from many places.
      There is more that I have never written about, because although what I was able to verify coincided with what was told, There was no value to post it, it was not worth the pain it would cause.

    2. That's way off the Mark, there's a lot of nationals with very nice cars. Middle class although i hate using that term. Mexico is a big country. The people from the bigger cities are for the most part doing very well.

  5. There are thousands of cases such as these poor kids, they go missing and the corrupt Mexican "authorities" do do a damn thing to find them! The level of indifference, violence and corruption in Mexico is disheartening, life has no value in that country.

  7. I've wondered why would Harry be killed if he actually were an 'agent/DEA/undercover...' because if true, the American government would be all over Mexico to find the killers...meaning too much attention/heat for the culprits and bad for business. Explanation anyone?

    2. I believe cartels do crimes and place the blame on rivals in order to "heat up the plaza". Possibly killed this poor man to bring heat upon another cartel

    1. That will not happen unless they are a government employee or relative of someone in government. They seem to tolerate the illegal gangs and illegals in the USA, so why should this concern them. Two police officers in the USA were shot the other day by an illegal criminal from Mexico that was deported twice and returned came back for the third time illegally. With literally hundreds of thousands upon thousands of illegals committing crimes in the USA why would they care a bout Americans being killed in Mexico. If immigration and visas are available and the US does it's job, there are a lot of good people that can be let in, and just filter out the criminals and uphold current laws. American criminals do not fare to well committing crimes in Mexico and they know it. Too many road blocks and revisions here in Mexico. I get stopped by them at least three times a month with my Texas plates.

  12. One question why go in different vehicles to the same place? Yes, i know it is there right to do so but it makes no sense. By the way Miss Salazar does not belong to PRI... and who in there right mind would take three vehicles to Control or Ramirez,... Tamaulipas... You would go together.... Safety in numbers.... Stories do not make sense.... I frequent that area and the matamoros area.... Here is a clue or strategy to stay safe.... MIND YOUR OWN BUISNESS... DONT TALK TO STRANGERS... DONT POINT AT STRANGERS OR GROUPS OF YOUNG MEN IN EXTENDED CAB TRUCKS.... DONT TALK TO NO ONE ABOUT THE NARCO CULTURE.... AND No DRINKING AND DRIVING.... EVEN WHEN THE POLICE IS NOT THERE SOMEONE IS WATCHING YOU.... STAY SAFE AND NO NIGHT LIFE.... MEXICO IS BEAUTIFUL...... MI RESPETO A TODO SER HUMANO...     1. When I drive into the small pueblos that are full of Narco's I can sense who the Halcon's are, and they do keep tabs on you. When I go to a pueblo to do business I go directly to the place and do not spend time driving in the pueblo drawing attention. I want them to know I am there for business with a local person and get the hell out when I am done. The people I am doing business with often let me know where to go and what not to do, and if they do not volunteer I usually ask them. I was in one a month ago and the man I was doing business with says you need to be out of here by 5:00 because on the curve just out of town they watch for cars that are not local. They then pull them over and take everything including your vehicle. They also told me not to stop at a certain restaurant just out of town as they are halcons and you are likely to be robbed there or right after leaving. He also said if you see a person with a phone or radio in hand just befor the curves outside of town, he said do a U-turn and come back to my house quickly for an escort out of town. It is good to know the rules and what to do in each pueblo. They will come after you if they want to for some reason. There is no one to stop them. My wife here says the same things as you mention above. I cannot even stop on the side of the road to pee coming from Cuauhtemoc to Chihuahua in the evening, as the people that stop are often robbed of everything. She will not let me talk to strangers on the road either. I just carry a cup to pee it in while driving.

  15. Mexico narcos kill thousands of narcos but that doesn't matter, lets see how much U.S. citizens that get killed in mexico makes U.S. go to mexico and hunt for the cartels. The cartels know better, that's why they don't make any noise in the U.S. eventhough they are in us states.

  16. like when mark killroy was killed in the late 80s the mexican government did not do anything till the US put pressure on them cause he was related to some district attorney's. ...it was just announced that the bodies found early Wednesday are now identified as the missing they were shot and then burned according to KGBT channel 4

    1. I have to agree. Remember the hundreds of bodies found in the fosas of Tamps? Well I discovered there were several Americans that had vanished in Tamps, mostly in Matamoros, 2 taken off the buses, and 2 that lived there, and 2 that had gone to Tamps for dental work and something else I can't remember. Anyway, I was shocked to discovered this and not state department notice and only 2 had little articles in Tx newspapers because of the families. One of the mothers told me that DNA was asked from them and at least one was matched to a body in the fosas.

      I saw a notice in the state department website about the one, he had been taken from a bus, this was during the heavy violence in the area after the Tony Tormenta killing in the shootout with feds. There was a week of violence and at least 2 Americans disappeared. The state department had two notices, one had some details about the bus incident the other was much more benign with it removed. back to back a day a part. I had screen shots of both and put them in a post.

      the US hides the truth. I still say Mexico is overwhelmingly safe in most the country, but you cannot count on Info from US, you must be smart and know what is happening where you are going. make an informed decision.

It's pretty much a failed Country anytime decent Paisanos can't even drive the areas without ending up in shallow graves, let alone those visiting family. It's a culture of insanity. Quizás estará bien ... in 50 yrs
