EPN is "Mexico's Savior" says Time Magazine

At 9 o'clock on a February night, Mexican President Enrique Peña Nieto was still working inside Los Pinos, his official Mexico City residence, where camouflaged soldiers with assault rifles stood guard outside. For the 47-year-old President, it was a reminder that the presidency is a deadly serious business--especially at this pivotal moment in Mexican history.
Five years ago, drug violence was exploding, the Mexican economy was reeling, and a Pentagon report likened the Aztec nation to the terrorist-infested basket case Pakistan, saying both were at risk of "rapid and sudden collapse." As Barack Obama prepared to take office in 2008, one of his senior foreign policy advisers privately nominated Mexico the most underappreciated problem facing the new U.S. Administration.
Now the alarms are being replaced with applause. After one year in office, Peña Nieto has passed the most
ambitious package of social, political and economic reforms in memory. Global economic forces, too, have shifted in his country's direction.
Throw in the opening of Mexico's oil reserves to foreign investment for the first time in 75 years, and smart money has begun to bet on peso power. "In the Wall Street investment community, I'd say that Mexico is by far the favorite nation just now," says Ruchir Sharma, head of emerging markets at Morgan Stanley. "It's gone from a country people had sort of given up on to becoming the favorite."
Want proof? On Feb. 5, Mexico's government bonds earned an A-- rating for the first time in history when Moody's revised its assessment of the country's prospects, ranking it higher than Brazil, the onetime

darling of international investors, and making it only the second Latin American nation after Chile to get an A.
"I believe the conditions are very favorable for Mexico to grow," Peña Nieto told TIME in an interview at the Los Pinos compound. "I'm very optimistic."
He'll share that optimism with Obama when the U.S. President arrives in Mexico for a North American leaders summit on Feb. 19.

Obama will likely nod in approval: a booming Mexico--integrated with the U.S. economy in myriad ways--would put wind in the sails of U.S. economic growth and further reduce an already declining flow of immigrants illegally crossing the shared 1,933-mile (3,110 km) border.
But "Mexico's moment," as many are calling it, could still disappoint. Corruption and mismanagement are endemic to Mexican politics. Some of Peña Nieto's reforms are engendering fierce resistance. And drug trafficking, with its related crime and violence, remains a defining fact.

After his interview with TIME, Peña Nieto went straight into a meeting to plan his trip the next day to Michoacán, a nearby state where vigilante groups have formed to fight drug bosses who have seized control of their towns.
Officials and experts in both Mexico and the U.S. describe a country at a pivot point. "This is dramatically different from what we've seen before," says Gordon Wood, director of the Mexico Institute at the Wilson Center. "I reserve judgment for the time being on whether this is all going to work out."
A New Generation
Eventually, in a three-way race in the summer of 2012, Peña Nieto won just 38% of the vote--hardly a mandate for generational change. The secret to his recent success lies in the way he then built a powerful legislative coalition.
 
After meeting secretly with the two leading opposition parties, he struck the kind of legislative grand bargain that has eluded his counterpart across the northern border. The resulting Pacto por México gave liberals higher taxes on the wealthy and conservatives an end to Mexico's ban on the re-election of politicians, while Peña Nieto won support for a raft of other reforms, including opening up the country's oil monopoly.
Even after the deal was announced, jaded observers doubted that Mexico's political system could deliver. But whatever he may lack in literary erudition, Peña Nieto compensates for in political prowess. He is assisted by a group of young technocrats, many with advanced degrees from outside Mexico, who together put a decidedly more modern face on a very old and very distrusted PRI machine.
 Among them are the President's longtime top adviser and now Finance Minister, Luis Videgaray Caso, a 45-year-old economist with an MIT doctorate, and Emilio Lozoya Austin, the new 39-year-old chief of the state oil company, Pemex, who holds a Harvard master's degree. Running the powerful Interior Ministry is 49-year-old Miguel Angel Osorio Chong, Mexico's new point man on the drug war. All of them met with TIME in Mexico City recently.
Sitting in a personal office near a bright red phone that connects him directly to the President, Videgaray says talk that he is the true mastermind behind Peña Nieto's reforms is "not at all the reality." Instead, he says, "the time was right. Mexico needed fundamental changes."

EPN Takes credit for crime declining in Michoacán  
"What's happening in Michoacán is really worrisome," says Shannon O'Neil of the Council on Foreign Relations.

"If you can't fix rule of law, I don't see how the economic side can thrive."

Peña Nieto doesn't deny that Michoacán is a serious problem.


"We need to re-establish the rule of law" in the state, he says. (The next day, he announced a $3.4 billion social and infrastructure investment package.) But, he adds, "we are regaining territorial control."
 
He grabs a chart from his chief of staff that shows violence dropping in several troubled cities.

This is a common complaint from Mexican officials: that broad security advances are overshadowed by shocking but localized acts of violence. "Sometimes people see the events but not the statistics," says Chong.

A senior Obama Administration official expresses sympathy. "It's a big country," he says, recounting a nervous call from a U.S. auto-industry executive headed to a large Mexican city for a convention. The official's advice? Relax. "It's the equivalent of, you're going to L.A. for a convention and you hear about a big shoot-out or hostage taking in Alabama. Would you feel unsafe?"

Not that security is the only obstacle to an economic boom. For one thing, last year's reforms still require a wave of so-called secondary legislation to spell out their details. Passing it will take hard work, although the good news is that, unlike last year's template-setting constitutional reforms, which required two-thirds majorities in Congress, these laws require only a simple majority.

Peña Nieto takes a long view. "We are not [working] only with a short-term goal," he says. "We have a broader horizon, without thinking about what the polls are saying."

Even if some reforms fall short, it has been a long time since Mexico experienced grand political bargains, a growing economy and optimism about the future. The idea might have been laughable until recently. But is it possible that America's leaders could learn a thing or two from its resurgent southern neighbor?

  5. The minimum wage is 5 dollars a day. The Chinese work force wants more money and benefits,and fuel prices keep going up. More companies are setting up shop in Mexico because of cheap labor costs and cheap taxes. I can guarantee that there Will not be any regulations towards the environment. Close proximity,cheap labor force, no environmental enforcement, easy to bribe officials,what's not to like as. Greedy,Shaddy,and corruptable corporation.? As an economic point of view ,they have a competitive advantage in cheap labor and natural resources.The problem is corruptable politicians and lack of security. They make most of their money through oil,and that product is not infinite. They need to diversify into solar and wind power.

The only saving that will be done by EPN and his dinosaurs(PRI) is the saving of Wall Street /corporate America. His Boston educated finance/oil ministers are only further opening-up Mexico's wealth/resources to exploitation by Wall Street/corporate America. There is nothing innovative going on here. The opening-up of Mexico's industries to foreign investment has been going on since the days of Miguel de la Madrid.

    "Reforms" of Peña Nieto? What crap. Most of the reforms were pushed by Fox or Calderon but the corrupt PRI party blocked them because they wanted the credit if they ever won back the presidency.

    None of the "reforms" are in place yet - oh, except one - a huge tax increase on the middle and lower classes. They made sure that went into effect on January 1.

    Al the others need "secondary" laws that could take years to pass, and decades to have effect.

    And, finally, PRI and Peña are narco-políticos.

  13. the US great big universities churn out thousands of PhDs in economics that can't run a burger stand better than a mexican wet back newly arrived into the us, and all the mexican graduates from the US universities can't even mention the public corruption of past elected government officials, can't prove their corruption or their crimes, much less the the actual ones they serve now. corruption of all nationalized state companies by the international conglomerates now acquiring them at firesale prices has never been investigated, from mining to pemex, the telecommunications, energy/power generation, even nopales belong now to foreign corporations, and mexican businessmen have resorted to drug trafficking to make ends meet, sponsored by the international banking that launder and keep all the money, and police/military organizations that kidnap for ransom and disppear people at will. destabilized mexico had to give in to the pretenses of the global vultures that now come to "save" mexico, how ironic. the US is next, the dirty tricks are working on the soil of the police of the world so full of international assassins wanted all over the world for genocide and mass murder, hose shenanigans have put the US in debt that they will never be able to pay, not even the interest, the new US nation of rich and poor without a middle class represent the triumph of the foreign money that has been taking the US over since the end of WWII,it will not be a nice experience sinking into the third world life of a banana republic for the american people whose country will become a colony again as forerold by a few crazy visionaries that were probably suffering allucinations and mental lapses.
    maybe the A grade rating can be used to declare the mexican foreign debt paid in full...but i'm sure it will just be useful to get more foreign loans that will be promptly stolen, as has been the case since mexico started pumping oil from the campeche sound,financed with loans that still have not been paid, but were promptly stolen too...

  17. Time has featured Hitler, Stalin, Ayatollah Koemeini and other infamous jerks as their person of the year. PN fits right in. I saw Videgaray on the Charlie Rose Show (PBS). He is a true slicky boy. When asked about the administrations stance and relationship to the AD Movement, he diverted the question without ever answering it. I love the AD cover. The AD's should keep rolling in their communities with or without PN's support. It is the entire population of Mexico that should let it be known who is really fighting the crime that the Govt won't fight unless forced to.

His reforms have caused hundreds of businesses, from mom & pop abarrotes to large maquiladoras, to cease operations in Tijuana alone. 16% tax increased from 11%, new fiscal labyrinths, and increasing costs are forcing people to find other means of income or become irregular merchants. Our family business is almost 45 years old and is no longer turning profits, everything goes to salaries, bills, and mostly taxes and trivial permits. We are not in a position to hire new personnel or infuse money to restructure or change business model. Plan B is to close and rent out remaining properties and maybe open business in the US. Instead of stimulating growth, Peña Nieto is hammering last nails in the coffin of the middle to low middle-class entrepreneurs.

  38. You mentioned in your article economic growth, well bud when President Calderon left office we had a growth rate of 3.4 with this guy last year the economy grew by .8. In a recent survey 61% of the Mexican people disapprove of Peñas handling of the government as a whole.The crime rate is up, inflation up, unemployment up, taxes up, corruption up, so what is it that you saw in these tugs that make you think that Mexico is in it's moment and that this guy is our savior. Most every body thinks that you sir and your magazine are on the take. so please on your next issue make the appropriate correction to one of the most stupid articles I have read in Time. up to last month I had been a Time subscriber on and off for the past 50 years. Due to the bad economic situation here in Mexico I had to cancel.

That article is basically saying that Neito is making Mexico the next stop for the world thieves to move on in and take the oil reserves, the minerals, and what ever else they can get their claws on. People have to know that those on wall street could care less about what's happening to the people because it will never effect them or those in the PRI because they are the ones who have been pushing all the buttons from the beginning. The worlds power elite have their claws into everything you can think of, drugs, oil, gold, prostitution, soy beans, etc. these are snakes who would kill their own mother if they get another dime or a little more power out of it, people we are dealing with the scum of the scum. Those at the top are the ones who push xenophobia, racial hatred, political faction hatred, and just hatred in general. These slugs drive as many wedges between the people as to keep us from coming together as one and overthrowing them and ushering in a final peace on this planet where man might actually realize that we are all one and stop this suicidal greed from destroying the planet.
