Teen Sicario "El Ponchis" said Back in Mexico

After spending a month in the United States, “EL Ponchis” the notorious teen sicario is back in Mexico.
Diario Morelos is reporting that after leaving Centre custodial Measures for Implementation of Freedom for Teenagers (CEMPLA) last November 26, Edgar, alias "El Ponchis", decided to return to his family in  the state of Morelos, to continue his life at his home in Tejalpa
The newspaper reports; “Ponchis spent his first Christmas with his mother and her family in San Diego California, United States.”  While it may be true that he was in San Diego, which is where he was always targeted to be sent, it was not to visit his mother.  His mother was deported after serving her prison sentence and her whereabouts are unknown.

 Ponchis did well under her care but when she died of cancer he was left without guidance
 at the age of 11, the age when he confesses to have made his first killing.
Ponchis does have an uncle who lives in Fontana, California in the county of San Bernardino, but the uncle who has become an US citizen, has no criminal history and has led an exemplary life, unlike his brother, the father of Ponchis.  Because of this difference in lifestyle, the brothers have been estranged for many years and Ponchis does not have a relationship with his uncle.
The newpaper is reporting that Ponchis has decided to start a new way of living, away from organized crime and according to police authorities in Cuernavaca, since December 25th has been seen around Tejalpa village streets.
Ponchis has dual citizenship; he was born in San Diego (National City) and was adopted by his grandmother in Mexico thereby granting him a Mexican citizenship.  He is free to travel in either country.

When Ponchis was released in Mexico, false information of his transfer to San Antonio spread on both sides of the border, based on one Mexican official in the state of Morelos.  He then corrected his statement, but by then it was reported as fact.
If he has in fact retuned to Mexico, that would be a surprising turn of events.  At 17 he is still a minor, and would be a ward of the court resulting in placement in a group home or foster care.. 
 
After his 18th birthday he most likely would benefit from the California law initiated in 2012, that provides resources for children in transition from being a ward of the court, proving housing, education, counseling and other resources until he reaches his 21st birthday.

  9. It's only matter of time before this young man returns to a life a crime. He has no direction and no govt. agency that could provide assistance or rehabilitate him out of a life of crime. Before long we will hear that he got killed, arrested, or missing, after being killed and buried in a narco fosa. Unfortunately for Ponchos, that is the destino that awaits this illiterate youth with a serial killer past in Mexico.

  14. Hi Chivis, thanks for the update!
    Do you know any details of the rehabilitation Ponchis went through in prison? I just saw a great movie called City Of God about young slum thugs in Rio De Janeiro, and got thinking a lot about the idea of youth corruption and the feasibility of re-adaptation. I've usually been a proponent of the idea that nature/genetics plays a significant role in kids' predispositions toward crime, as opposed to only the way they were raised (I know that not a single person in Mexico would agree with me on that). But this movie emphasized how big a role kids' peers can play in sending them down the wrong path, and that kids who might otherwise be completely normal can be 'conditioned' to consider murder fair game. So it made me curious about how effective rehab for murderers can be, especially kids.
    Any info on Ponchis' rehab would be cool, and I'm also interested in any perspective you have from your work in Latin America on corruptibility, nature vs nurture etc.

    It is an impossible question to answer in this small space. BUT, I will say I have worked side by side with "psychologists" in Mexico and was taken aback at what is considered certified psychologist in Mexico. There is no degree required or internship as is structured in the US for a PHD, no boards, nothing. Just teachers, who BTW do not have to be certified to teach, but they go to government sponsored workshops.

    They do have medical doctors of course that are psychiatrists. But those are usually heads of large facilities or departments of medical centers.

    And I will give you an example of a case I funded of a 10 year old suicidal child. She was in numbing grief after losing her best friend and cousin who was 3 months younger than her. They were glued at the hip. I took her to one therapist who feel asleep TWICE in therapy. Then to a shrink who advised "allow the natural grieving process for a year and then we can treat" she attempted suicide. and this was a MD.

    for Ponchis. he was "assessed" by either a shrink or psychologist, but not treated in the traditional way as we know treatment to be. Mexico does not spend money on: troubled kids, kids traumatized by the drugwar, impoverished kids, and marginalized groups of children such as found in indigenous communities.

    I do not think Ponchis can be saved. especially since he is not receiving help. actually the best thing would have been that he stay in the US to get the help, helping him helps humanity.

    But my heart strings are tugged at by the fotos of him as a toddler. He had no chance, he was born addicted to cocaine, placed in foster care, adopted by the one positive force in his life...his grandmother, who then dies a couple of years later. He was then on the streets.

    What you say about genetic component I believe has validity. Though I think environment, and medical treatment can supersede that. But Once unleashed it is just about impossible to put the genie back in the bottle.

    what bothers me mostly and is so telling is Ponchis saying after the first two he killed just to kill, without orders to kill. An example riding in a taxis and deciding to kill the driver.

    That is the genie that exploded from the bottle IMO.

  22. Chivis I agree that their is no hope for this kid. my opinion Even with the professional help of a real phsychologist he couldn't get help. He has lost his humanity. His innocents. The only thing to help him would be a life altering event. Like a brush with death, birth of a child, you get the point. THen he must decide for himself that what he did was wrong. Just because someone else tells him he was wrong doesn't matter. Lets not forget that most true phychologist are just people who went to school and learned from a book. This doesn't teach them life skills, nor does it mean they will be successful at helping others. I personally hold no value to anyone callling themselves a psychologist. I think that there are people out their who have a natural ability to help others. Just as their are people who are natural speakers, writers, artist.... This people could be anyone from an uncle, priest, even a homeless person. You never know who will be able to reach out to others and actually help.
    I feel as if he is to dangerous to be on the loose again for the sake of other innocent people who may find the misfortune of crossing paths with him. Everyone naturally knows that a life is precious. But just as any other sin once you cross that line it is hard to get back.

  24. I find nauseating to think of human corpses, playing with them even worse,but as I understand there are those that fall into it and become addicted,to the point of no return.
    When somebody corrupts a minor into that especial vice,or any vice,they should pay with their lives,just like el negro radilla initiated el ponchis,el ponchis went to murdering on his own,taking a few disciples on to spread their art,and they are there,hiding,reproducing and replicating each other,free and on the prowl...

    Chivis, that's pretty interesting that there's so little actual rehabilitation done in prisons. This sounds like a "get him out of here as soon as the judge says we can" situation rather than a "he's fit to return to society" situation.

    Feynman, City of God is a great movie for stimulating thought about young hoodlums. I agree that the genetic component of how a kid turns out (especially as an adult) is generally overlooked, especially by the gossiping mothers of the community who want to exclusively blame the kids' parents. Since the 'nurture' side is the only thing we can really tackle in our society though, do you believe in eugenics? As in, the government's preventing people like repeat sex offenders from having children? (this would obviously never fly in ANY country, much less an 'honour-by-offspring-number' country like Mexico).
