Mexico City: Kidnapped as Police Stand by, Caught on Video

Police stood by as a man and woman is kidnapped, one can hear people excitedly screaming, multiple times, “Are they kidnapping?” “Are they kidnapping?”
This occurred yesterday in broad daylight in the epicenter of Mexico, Mexico City, in front of the ultra-busy Oceania subway.
It is described as an Express Kidnapping, however,  it does not indicate what led to that conclusion.  Express kidnappings are when a victim is taken and a ransom is demanded of his family. 
Once the random is paid the victim is usually allowed to go free.  However I don’t see how it was determined that this was an fact an Express Kidnapping opposed to any other type of kidnapping.
An anonymous YouTube user posted this video yesterday.  A group of men in a white pickup are seen forcing a man into the truck bed, they were armed with weapons.  A pair of auxiliary police idly stands by and watches the crime even after people approached them.
The person recording the crime reports there were two vehicles, the truck and a car.
On the video it can be heard people saying "and the police?  why are they not doing nothing?" also stating the license plates numbers, however most likely the vehicle is stolen.
The videographer stated he attempted to report it to the Federal Police,  was kept waiting an hour and they did not take his information.

The sharp eye of a BB reader notices a woman also being kidnapped. You will see the videographer quickly panning to the left where the white car is, a woman is being held by a choke hold and dragged to the truck. (see white arrow below)

I thought there were two being kidnapped near the truck, but it is difficult to distinguish, bottom line 2-3 people kidnapped. 

On the far left footage you can there is a man by the white automobile that looks as though he also may be a police. 

He is wearing what appears to be a uniform with an emblem patch on the right sleeve, and  a hat having an orange red top, much like the police standing in front of the wall.

    You must be new to the workings of Mexico. Nope, not always about money.
    in Mexico people are kidnapped off the streets or even from homes, and forced into servitude of some type sex trade , drug trafficking, extortion etc . Also revenge kidnapping, big money kidnapping.

    Usually express is a small amount or preferably no ransom but holding the victim for their ATM card to drain the account. It depends. But no it is not always about money.

    A good example is the 72 Migrants who in august 2010, kidnapped for recruitment, when they refused they were slaughtered.

    Since you call us idiots, I feel calling you ignorant is appropriate. It is one thing to want to learn, and asking for clarification, but it is plain stupid to challenge someone when knowing so little.

  10. I'm not an expert on kidnapping, but that did NOT look like an express kidnapping. It looked very targeted for what ever reason. Why the cops did nothing is incredibly upsetting. The police are not respected in Mexico. They could have intervened fired shots in the air or something. Hopefully with this video, they will find the criminals. Unbelievably scary to see how fast and how easily you could be taken in Mexico with no authorities to assist.

Guys I don't think that is a express kidnapping at all... looks like the work of "judiciales" (Judicial Police) probably picking up those guys at the orders of some government authority or at the orders of some narcos. Judiciales dress in civil clothes, use those types of trucks and cars, and that is totally their MO.

  25. To be fair, if the cops had intervened, they would probably turn up dead in a ditch a week later. Perhaps they loved their family, enjoyed coming home to their kids, and wanted to live to see another day. Im not saying its the right choice. But I don't know what I would do in their shoes. Mexico is a lawless place. Its not like apprehending a criminal in the US where it usually ends at arrest. Retribution killings could have an effect on your wife, your mom, who knows....all because you arrested some connected guy, or interfered with an important operation

  27. Its obvious the cops were protecting the kidnappers, not the citizens. They were there to make sure no one got in the way of the criminals. I am in favor of gun control, but in Mexico's case, citizens need to bear arms and kill kidnappers on the spot.

    makes no sense and no excuses, since the majority of kidnapping are conducted by police for gangs and cartels, my guess is the reason is much deeper than apathy..

Yes they take a woman and the guy that they where trying to summit his shirt even came off he actually yelled a few times they are kidnapping me but since they where choking him and when they hit him it was loud. But hopefully they are ok and just wanted money one last thing if you guys noticed almost at the end one of the guys throws what i think are keys to another tgen he runs to pick up them i was thinking maybe they took the guys car???

    yes, could have been judiciales and the arrest might have been coordinated with the street cops. it's possible. you just don't know. but it could also be corrupt judiciales dragging some people away for the narco's - it's just as possible.

    this is why in the USA plain-clothes cops usually call uniformed officers to assist in an actual arrest - it shows the authority behind the arrest. in addition, plain-clothes police in the USA always have badges and ID cards available to confirm who they really are. if Mexico keeps this kind of crap going - some of their plain clothes police are going to get shot. and you can't blame ordinary people for doing it. what do they have to lose?

    No, express kidnapping don't ask the victims family for ransom. They either quickly take you to an ATM or something similar and then release you. Hence, "express", it's quick.

    México, 6 Dic (Notimex).-El procurador capitalino Rodolfo Ríos Garza informó que el video captado en las inmediaciones del Metro Oceanía no corresponde a un secuestro, sino que se trató de una detención realizada por elementos de la Policía Federal Ministerial de la Procuraduría General de la República (PGR).

    En conferencia de prensa precisó que por los hechos, en primera instancia, se inició una indagatoria para deslindar responsabilidades, toda vez que en el video se observa un policía preventivo quien no intervine.

    “Ordené que se iniciara una averiguación previa en la fiscalía antisecuestros y puedo comentar que es un tema en el que intervino la Policía Federal Ministerial, derivado de un mandamiento ministerial y las dos personas detenidas fueron puestas a disposición de la PGR por un delito contra la salud”, aseveró.

    En el mismo tenor se expresó el titular de la Secretaría de Seguridad Pública del Distrito Federal (SSPDF), Jesús Rodríguez Almeida, quien explicó que las dos personas que aparecen en el video que se difundió a través de las redes sociales contaban con una orden de aprehensión que cumplimentaron agentes de la PGR.

    En entrevista detalló que los hombres que sometieron a las dos personas se identificaron como elementos de la Policía Federal Ministerial y que el policía que aparece en el video y que no interviene estaba adscrito a la vigilancia del aeropuerto internacional de la ciudad de México.

    En este sentido aseveró que no se trató de una privación ilegal de la libertad, sino del cumplimiento de un mandamiento al parecer judicial, aunque el tema se debe de verificar con la PGR.

      PRESUMED GUILTY,is a documental that will show how the Mexican police works.

  51. Right now in Chihuahua there is a reporter, I believe from the El Heraldo Newspaper, that is in front of the government office building in El Centro. He is on a hunger strike. Has been there for days now. I saw banners up all over to denounce Duarte, and his new regulation that the papers are to not publish certain crimes in the papers. The government headed by Governor Duarte wants to hide the vast amounts of crime from the people. The people need to know what is going on. This is why the death's that Mexico has attributed up to now are so far understated, or even estimated figures. The figures are ridiculous. Thousands upon thousands of people missing. Over 100,000 I heard from Central and South America. There families have not heard from them again. With the record keeping here, I cannot even imagine how many people are not even statistics after they are killed. When you see a bar with 14 people shot up, and a few hours later there is a piece of cardboard on the door that says closed in Black Magic Marker. You wonder how they do the forensics so fast. They just pick them up, pile them into the back of a van and hose out the blood of the crime scene. Do I believe the government would cover for these police to avoid embarrassment. I do not have any apprehension at saying no. They have no morals, nor do they care about their people. If you can legally hide crime, to hide this incident, or cover it up is just everyday business here. If they were cops? No flashing badges, not having official uniforms or official trucks is wrong. I guess anyone could say they were a cop, and kidnap anyone while the police watched. They should have had at least had two federal officers in uniform to avoid an incident, or the agents even being shot. There is no reason to not have a uniformed officer there.

    People:
    Ask any person living in Mexico for any length of time what goes down. This looks like a kidnapping. If it was an operative PGR would have:

    had weapons drawn

    had PGR vehicles close by to dispatch immediately to the scene so people would know this was the government

    the "under-cover" PGR would have had bullet proof vests at least in their vehicle clearly labeled P G R and wear them in the arrest

    hand cuffs


    told the videographer it was an arrest when he went to report the incident
    just use common sense, these kidnappings happen in Mexico and caught on videotape.

    I know of no incident PGR dragged and threw captives in the back of a pick-up truck.

    They had no mugshots of the "arrested" people nor specific charges.

    WHY WOULD GOV LIE?

    Let me count the ways...
    BUT the most evident is that Mexico City has been deemed safe in recent years, it is the Hub of Mexico and flooded with tourism all year round.

    and now in December again on video

    at some point it becomes a huge problem for the government as people become fearful to travel to DF or citizens become outraged.

    Cops in Mexico are the greatest facilitators of kidnappings.

    This looks like any other kidnapping I have seen on video in Mexico. There are many on YT. One from Chih you can see cars pull up, get out, go into a oxxo (like a 7-11 store all over Mexico)and drag a man out. and the vehicles

    Perhaps, but just like you advice "Ask any person living in Mexico for any length of time what goes down" and sometimes stuff like this does go down exactly like it did considering Mexico being Mexico the PGR sometimes doesn't follow it's own protocol (I was born in Mexico City and asked family members if stuff like this happens).

    Chivis, I'm a huge fan of yours and I lean towards this being an actual, not undercover PGR operation, but we don't have all the facts yet to draw a proper conclusion.

    Then why do Americans tolerate gang violence? All the violence that happened in the 70's, and especially in the late 80's and early 90's in and around Los Angeles and not a single great "patriot" came out with his gun to confront it and try to stop it.     yes - that is the problem. Let us suppose the PGR is telling the truth on this one. If the apprehension of a serious criminal appears to be identical to a quick kidnapping - then the people on the streets will know no difference. And justice will NOT be served. Let this message sink in - in Mexico City. Justice is not achieved if the word is given in secret to pick up a narco, men throw him in the back of a truck. Justice can ONLY be done when it is clear to the average persons on the street who is making the arrest, and that the law is being upheld completely. Otherwise you sow the seeds of social chaos and disunity.

    I have seen it on other countries. Same sort of thing. The Gov't appoints "secret squads" because the trouble makers are out of control. The early arrests are legitimiate because they round up bad players. But then soon the hit squad become errand boys - eliminating political rivals. You have NO justice if it is not clear to people in the streets that the law is being enforced fairly and impartially.

  60. Chivis, I'm curious if you're aware the PGR has announced the identities of the detainees in the video, and says they're part of a gang of kidnappers.

    One of the gang, José Andrés López Guadiano was one of Baja's most wanted, and was captured at a hotel December 1st, and the PGR says these two are part of the same gang, and they have been identified as Caín García Baltazar, Juan Carlos Arredondo Franco y Francisco Javier Servín Rodríguez.

    They say they were led to the arrestees by an accomplice, José Ulises Padilla Sandoval.

    I know they could be lying, but that's an awful lot of info just to make Mexico City appear safe. It is odd they don't mention the involvement of the woman, who can be seen in the video.

    yup..i saw reports but they did not have names just the names of the Baja guy. I laughed because there was no mention of the female. Oh course they would have to come up with names. and it took 2 days, next the mugs. probably day 3. Daylight kidnappings in DF are a huge problem. with EPN except the big coverup. Could it be? sure, but doubtful, nothing adds up, either they are horribly sloppy or lying...pick your poison.

    a reporter friend in DF says to look at the video slowly, at the pickup one of the men in uniform points out the female to the aggressor, he leaves the one guy and takes off after the female. Not something done in an operation.

    so with these big time kidnappers, not one PGR produced a weapon to have them comply. I guess it is too late for me to believe it. had they come out with it the first day...maybe, but with the complete story, mugs, etc

  63. I was in Patzcuaro (Michoacan) and Mexico City for a month over October/November this year. Perfectly safe experience (for me). I urge tourists to keep visiting Mexico as so much of the economy relies on tourist dollars. Just be sensible.

    it's a good thought. and you are absolutely right that many towns in Mexico are perectly safe - and the local people really DO need tourism. So what dies it take for Americans to return to Mexico in greater numbers to spend their cash? The ANSWER is that Mexico needs a trustworthy police force on the ground. The country needs regular police - in uniform - who work at the local level, are not currupted (even a little bit), will treat all people fairly (both tourists and Mexican citizens), and can be relied on to show good judgment. THAT'S IT. If Mexico could re-establish that one aspect of its policing, many more people would spend tourist dollars.

    But as it is, outsiders are hardly comfortable at all. And who can blame them? The video posted at the top of this thread shows exactly why so many foreigners are staying away from Mexico. Hence it is far more vital for the government in Mexico City to put in place a police force on the streets that wears uniforms and can be trusted - as opposed to running elaborate behind-the-scenes undercover grab operations.   66. Your definition of an Express kidnapping is wrong. In this type of kidhapping the victim is held against their will until the kidnappers exaust all efforts to steal the victim's money through the victimls debit card(s) at an ATM. Most Express kidnappers don't execute the kidnapping in broad daylight and out in the open. This kidnapping would appear to be more a kidnapping for ransom. Why anybody would be surprised that the police did not act is beyond me, much less auxiliary police, which is a joke.......

  69. 2:15 The problem is you have to be careful or lucky. I have lived in Mexico for years now. I have had innocent friends killed here in Chihuahua. I have had an American fiend travel into the mountains, when he had 15 Narco's with guns pull him from his truck, and and threaten him to not use his satellite phone, or they would kill him. They told him the rules to be there. When he got to the hotel he met two Americans that said the same people had entered their room without knocking and they were told the same at gunpoint. My friend was shot in Applebees at 10:00 AM by 3 men here in Chihuahua. My other friends son was shot and killed as he exited a bar because his friend danced with someones girl. My wife's friend and has a business and is being extorted by two groups. A friend of my daughter-in-law was coming into Mexico from the USA to visit family. He was kidnapped and they left his daughter on the side of the road. While he waited for the ransom to get paid, the two other kidnap victims were shot in the head as he was talking two them as their families had not paid. I know of so many terrible things that are personal and very close here, and these people were not criminals. I have seen people hanging from bridges and I have seen two executions. I am a White American living in Mexico with wonderful people. No matter where you go peoples house are built like fortresses to keep people out. My friend came to visit me from Denver and the first day he was robbed at gunpoint of $700 while in The Farmacia Guadalajara. He will not come back. Everywhere in Mexico the police look for mordida and will lie to get it. I Love my Mexican friends and wife and I will stay here until I die. We all die someday. But if you do things like a normal person and just do as you would in the USA you have a great chance of something bad happening to you. People that live here take extra precautions that you would not take in the USA. I have never had anything even close to the things I have described in 55 years while living in the USA. You do not hear or read most of the crimes that are perpetrated against tourists, because they do not make the news. So do not let your guard down while in Mexico, and think out of the box. I could tell you of more personal stories that have happened here as I have traveled all of Mexico all of my life. But I have probably already lost many peoples attention as this is a long post. People here are wary of everyone. They do not trust people too much that they do not know.

  70. Don't be so quick to jump to conclusions. Maybe they are undercover federales arresting a group of thieves, narcos, kidnappers, sicarios, who knows. Or, maybe cartel members kidnapping rival cartel members. If that's the case, tet the "limpia" continue.

  72. December 8, 2013 at 3:08 PM After 25 years of extensive travel in Mexico and believe me it HAS changed. Oh sure, sure there are all the pretty little tourist areas . We can name many. San Miguel de Allende , Oaxaca ,Baja etc. But, even Taxco GRO has had its share of bloodshed. Places like once beautiful Acapulco are now ruined . What in someone wants to drive a Ford 4x4 F250 all over Mexico? Some group of armed azzholes will probably take it , and everything in it before It gets to the state of Nuevo Leon .
    I will not go to mexico for many reasons. One I am a victim / survivor of violence. And upon return to my homeland I was mocked , publicly humiliated ,cyber bullied , and eventually exiled by people I thought were my friends. I will not goes as far as to say do not buy Avocados from Mexico . But , I will plea to anyone wanting to go Mexico to read BB and the following sites.
