She was the common law wife of the late son of drug lord Joaquin "Chapo" Guzman. EL PASO, Texas — A federal risk assessment of a now-canceled West Texas boxing match predicted it would draw leaders from two rival drug cartels, but noted the cartels had declared the event a "neutral zone," a law enforcement official told The Associated Press on Friday.
The official, who is familiar with the contents of the report, spoke on condition of anonymity because the official isn't authorized to release the information. The official said the report was done by Immigration and Customs Enforcement Homeland Security Investigations and given to University of Texas at El Paso police.
University of Texas System Chancellor Francisco Cigarroa said Tuesday that the planned June 16 fight between Julio Cesar Chavez Jr. and Andy Lee couldn't be held at the university's Sun Bowl in El Paso because of security risks. Cigarroa had released no details of the risk assessment report other than to say it contained a "higher than normal" security risk.

 The report said leadership of both the Sinaloa and Juarez cartels would be present at the fight, but specified there were no specific threats to the security of the city, the event or those attending it, according to the law enforcement official. The cartels have waged a bloody war in Ciudad Juarez across the Rio Grande from El Paso for control of drug smuggling routes and other criminal enterprises in the city.

University of Texas at El Paso confirmed Friday that university police had received a federal report earlier this month, but declined to discuss its contents.

Homeland Security Investigations "sent a security assessment to UT System who sent it to us and it wasn't for another two weeks they (UT System) decided to cancel", said Veronique Masterson, a public information officer at UTEP.

El Paso city spokeswoman Julie Lozano declined comment and a University of Texas System spokesman did not immediately return telephone and e-mail messages.

Cigarroa's decision to cancel the fight without releasing any details angered El Paso officials and state lawmakers, who accused him of fostering a culture of fear that the city has been overrun by cartel-related violence. Despite the drug war raging in Mexico, the city ranks among the safest in the nation in terms of violent crime.

A day after the announcement, local state and federal law enforcement officials in El Paso, including a representative of ICE, said they had picked up no intelligence of a credible threat or security risk associated with having the fight in El Paso.

Joseph Arabit, the Special Agent in Charge of the Drug Enforcement Administration's El Paso division, said his agency had not received any information of specific threats surrounding the boxing match.

Pressure has been mounting on Cigarroa to reverse his decision. State Sen. Jose Rodriguez, an El Paso Democrat, urged the university board of regents to overrule the chancellor when they meet in Austin next week.

Fight promoter Bob Arum has called El Paso a natural place to host a fight with a popular Mexican boxer like Chavez, Jr. The 51,500-seat Sun Bowl drew more than 40,000 fans to watch Oscar de la Hoya fight in 1998.

1.Frida Munoz Lopez is currently the girlfriend of Julio Cesar Chavez Jr. , middleweight champion of the World Boxing Council ( WBC ).

 2.Had a daughter by Edgar Guzman , son of drug lord Joaquin "Chapo" Guzman , who was gunned down in 2008.

 3.On Tuesday, Frida joined the boxer in the press conference in which the promoter of the fight would take place in the Sun Bowl in Texas on June 16, Bob Arum , expressed his dissatisfaction with the decision of having canceled.

 4.As the mother of the granddaughter of "Chapo" Guzman , the Texas authorities presume a link to the leader of the Sinaloa Cartel , also known as the Pacific Cartel .

He's too famous to be killed I guess.he ain't a really a good boxer just riding daddy's name. He hasn't really fought somebody good. His dad is a leyend one of the best.

  5. I have found it interesting that the evening news in El Paso can present contradicting viewpoints during the same evening broadcast. Of course, the are reporting viable stories that reflect the diverse viewpoints that are found throughout the city. One story is about how the fight was cancelled though the city is safe and void of cartel violence. The other story is about federal indictments unsealed in El Paso including a kidnapping that took a Horirizon City man to Juárez To be tortured And killed for losiing a drug load. Horizon is a neigboring community and practically a suburb of El Paso. Four murders resulted from this kidnapping.

    There are countless examples of these contradicting viewpoints. In the end, nothing is absolute. State your opinion as fact and someone will prove you wrong.

  10. I feel this may be a false flag event to create more propaganda for the chaos Mexico is in. There will be no leaders of either cartel there. If you are a true fight fan, nobody wants to see this fight. Chavez Jr hasn't fought any skilled fighters and who is this cab driver they are feeding him. The new and up coming Mexican fighter is El Canelo. Don't get me wrong there will be alot of Mexicans at this fight, but it will only be to have a reason to get drunk and do some coke.

    This action is ridiculous, makes US look weak, yet we expect differently of Mx? But know that this was not represenative of the majority of lawmakers/keepers in TX who fervently rejected this proposed action out of hand, this is totally unlike Texas. The guy in the video should be arrested just for being so annoying....

    I stopped following boxing in the 80s so I have not clue about these fighters, also I did not hear of Chapos Son's former common law wife being the fighters girlfriend. That argument seems weak to me...but with narcos anything is possible. a friend sent me the photo of the girlfriend last night, is it ok on the size?

  14. The reasoning is not very important. The fact is that a climate of fear exists in the border area on both sides. Whistling past the graveyard - pretending there is nothing to fear - doesn't change reality. The criminals are to blame and that should made clear at every opportunity.

    Nonetheless, it's a legitimate activity (boxing matches) in a legitimate market. They should have the match, provide security and carry on.

    Every boxing match I ever attended in Mexico had fights in the stands that were as good as those in the ring. Problem is - today everyone has a gun on them.

  21. The Sunbowl is a stones throw from the hills of Northwest Juarez. Each is visible from the other. Heightened security would have to be co-ordinated in both countries. The Bowl is at a higher elevation than most of the nearby Juarez hills. The playing field can not be seen from those hills but the stands can be. The parking lots and the aproach to the entrance gates are all visible from Juarez. Those hills are populated by low income juarences. Flood those hills with Juarez police patrols and all will be alright. The best security plan involves killing all of the drug gangs. LOL!

And as for cartel leadership being there..what makes people think they werent at his last fight in San Antonio or the fight before that in Houston. Im sure they could easily be at this weekends Maywether fight in Vegas.

  36. The fight is medicore at best. The hulabaloo may draw more fans but the bottom line is still murk.

    As for threats? Is the Sinaloa responsible for some 10-15,000 deaths (murders ) in Juarez alone? By that thinking, there may be 15000 non-associated cartel members who have a deadly gripe with the Sinaloa. I doubt any law enforcenent agency has a profile on a single one of them...they are indiscreet. If 9-11 can and did happen, if Lincoln wasn't asassinated by a few conspirators,but he was, and if Reagan wasn't nearly done in by some druggies, nearly for sure, then how could measured security handle just one previously innocent person out for vengeance? Crap happens and we always state,"It won't happen again." Say's who?
