“El Pepito” #4 Zetas leader caught in NL and Calderon boasts Mexico is not as bad as CA

SEDENA in cooperation with “Operation Northeast” successfully apprehended a suspect described as an important leader of the Los Zetas Cartel in the states of Coahuila, Nuevo Leon and Tamaulipas. 

Jesus Sarabia Luis Ramos, who goes by the moniker “El Pepito” is noted by authorities as “fourth of importance”, in the Zetas cartel.

According to El Universal,  the DEA agency of the United States considers Sarabia as  one of the main instigators of the murder of ICE agent Jaime Zapata, along with Miguel Trevino and Ramon Eduardo "El Mamito" (“The Mummy”).   Agent Zapata was killed on February 15, 2011 in San Luis Potosi.

Sarabia is a native of Nuevo Laredo Tamaulipas, and is reportedly very close to Miguel Trevino Morales, “Z40”.

The detainee is suspected of ordering more than 50 executions in Tamps and Nuevo Leon, in addition to controlling kidnapping and business extortion operations, and masterminding attacks against military, government, and police facilities. 

President Felipe Calderon took the opportunity to highlight the capture of another senior leader of organized crime.  The president boasted that of the list of most wanted established in 2009 in Mexico by the PGR 22 of the 37 have been seized. 

In speaking of the need of restorations of institutions, the president stressed needed is the same effort as the federal  government implemented in reconstructing  the federal police.; “It will be a powerful asset in the future of Mexico, with renewed and strong     institutions capable of implementing and enforcing the law”, said the president. 

While acknowledging Mexico’s crime problem, he oddly turned to Central American countries as comparatives.  “We do have a crime problem, but Guatemala. Honduras and El Salvador have an average of 70 homicides per 100 thousand inhabitants, Colombia 36, Brazil 24, and Mexico 16 per one hundred thousand”.

Ruben Moreira Valdez the new governor of Coahuila issued his praise at the high profile capture.  Dispatching a telephone call to General Noah Alcazar, Governor Moreira offered his congratulations for the arrest of such a major player in organized crime.  Further, he asked General Alcazar to extend his appreciation to the secretary of National Defense, Guillermo Galvan Galvan, and to all those involved in the operation that led to the arrest.

Referring to the armed forces as “courageous and patriotic” the governor went on to say “Actions like this show that we can fight crime, improve safety and provide peace and tranquility for citizens”.

Moreira Valdez is the brother of the former Coahuila governor Humberto Moreira Valdez. 

The former governor resigned early in his term of governor to become the federal president of the PRI party, leaving Saltillo and moving to Mexico City. Scandal followed him there, as rumor then news broke of misappropriation of Coahuila funds, missing money and falsified loan documentations.  The debt figure rose to four times what was previously reported ballooning to a figure of 33+ Billion Pesos. 

The resignation from the PRI presidency occurred as an obvious shield to prevent the scandal from tarnishing PRIs front runner stance in the upcoming election.  The PRI candidate Enrique Pena Nieto has enjoyed a wide margin lead and is in prime position of regaining the presidency for the PRI party.

 El Pepito was snagged at the Coahuila, Nuevo Leon border and was transferred from NL to Mexico City. A perp walk was scheduled sometime today but appears more likely tomorrow.

  3. The murder rate in Mexico has soared since Calderon unleashed the army on his own people.

    At least 10,000 people have disappeared, more than 50,000 have been killed, and Calderon has accomplished nothing.

    Mexico is less safe than if was when he took office, the cartels and drug gangs have more soldiers than ever, and there's absolutely NO change in the availability of dangerous narcotics, like methamphetamine, heroin, and cocaine. If anything there's a more abundant supply than ever.

    Calderon can't be blamed for all of Mexico's problems, but he hasn't accomplished anything with regards to combating crime.

  5. Yes he was correct, however that is not a way to promote security by comparatives to impoverished countries with little resources. Calderon is always bringing in other countries, the US or whichever to bolster his stance. He should stand on his merit. He has achieved sucesses and needs to concentrate on Mexico when speaking.

    If he would like to be completely fair and factual, he should take the 1/3 of the country with high homicide rates per capita and then compare. there are twists and tweeks one can use to prove a point. I say, stick to your concerns, because someone is "worse" that does not make you "great" ~ or so my dos centavos

  8. I agree with both siskiyou kid and BUELA.

    Calderon could have done more and it was immature to declare an all out war with the cartels. But he has had some successes as well. He has captured or killed some heavy-hitters in the industry and has in many ways, fought relentlessly against the cartels. This lil' man does have a pair of cojones.

    Right now, Calderon is ending his term with a continued bloodbath happening in mexico and only time will tell wether his intentions were successful in the end.

    But as I've studied the drug war, my opinions have matured and I also agree with Buela that Calderon's intentions were initially good. He really wanted to change Mexico for the better and that his connections to Chapo were probably fabricated. And he should stop playing the blame game and hold up his head and admit that he is not a perfect man but that his intentions have been good and that the drug war will eventually come to an end but in order to take on the cartels, there has to be bloodshed.

    Would I have done the same if I were president? I don't think so. This war has claimed too many lives that can never be brought back and died senselessly. And this war has distracted Mexico in accomplishing other things and has ruined it's tourism.

    But my days of refering to him as "pendejo calderon" are probably over....I think. I give respect though, to Calderon for sticking to his guns.

    1. I agree with you in the most part of your comment, but..... People are always leading towards saying "oh 50000 deaths damn that is a dangerous country". Please..... If you have really studied the drug war and it's consequences you need to assert that 99.9 % of those deaths have been a bunch of low life scumbags - humans beings yes, but with no other purpose on life other than to do bad - now , as far as civilians being killed. Well again. Just like in any war there will always be casualties - unfortunately - Borderland has been a good / in the most part - source of information it's people that think they can contribute something with their lack of knowledge that infuse doubts and completely twist things around ...

      Mexico is as dangerous as any big city In the US. Crime statistics show that It all balls down to what you do and were you hang out.

      By the way I've been commuting from/to US/Mexico for the past 10 years. And have never been bother nor I have seen any incidents other than the ones I see on the news papers. Thousands of people do the same every day across the us border line - EVERY DAY. Just be cautios and mind your own business. And avoid the wrong side of town ..... Just like any other us citizen avoids going to the gettho or to dangerous areas of town - Washington dc , Detroit , new York, Dallas , Memphis , LA just to name a few.

    nice...very well said. Calderon is stubborn, slow to change when something is not working, but really how do we know to the extent his military presense deterred greater violence? Cartels are much dif and varied and numerous, they are not the same as of the 80s or 90s.

    He is a arrogant ass but he is the best arrogant ass that the young democracy has ever offered.

    and more importantly mexicans by 80% support his military offensive/stance, no one speaks of that.

    I cringe when I hear Pena-Nieto. I cringe because I fee things will get worse.

    @5:50- good points! factor in that the majority of the the violence is in 1/3 of the country leaving the reaminder as safe or safer as the US..well a dif picture surfaces.

    I am working on an article about Mexican Math and the Org Crime death Tally. I think most will be stunned to see the reality of the numbers. I just rec all the stats for PGR.You point that the deaths are of bad guys in general used to be ironclad, however more innocents are being killed as boundaries matter nothing to narcos. Hoever we can safely say the chances of a foreigner getting wacked by narcos in Mx is almost nil.

    But the numbers are way off. and as distrubling is the lack of standards in collecting and inconsistancies of methods. It is a tool the calderon administration should have emplemented at GO. Yesterday Calderon inadvertantly gave prrof how numbers are important to his administration by his comparitives. not good.

    What does it mean? Its truth, and we need to own the truth, accept it in order to emplement change. Numbers, and logistics are strategically vital in any war. Paz, Chivis

  17. What Calderon comfortably omits is the fact that the some parts of Mexico are as bad as Afghanistan or Iraq (in the bad days). He comfortably only uses national statistics, not regional numbers.

  20. I don't believe any of the statistics coming out of Mexico and don't believe 16 out 100k people is even close to accurate. No way all the deaths, in some of the remote areas, and with cops working for rival cartels, are ever reported or entered into a database. Are there even computers in some towns??? Mexico IS safe, but you have to mind your manners and maintain a low profile.

    Is a guess ok? When researching for this post nowhere could I find a precise location. Strangely, references were "at the border of Coahuila and NL", or at the edge of NL and Coahuila. SO I simply went with that.

    However, I THINK it was Garcia NL. For one that is where the operation is and they kept him in NL before transfer to DF. If you peek at a map you will see Garcia has a hefty borderline with Coahuila. Additionally, it is on route to Saltillo, where the suspect had deep ties and was once the jefe of the plaza.
    That’s my best guess.

I appreciate your comment of course more so the compliment :) I am a good speller but I double check with spell check and I do abbreviate words such as CA for Central America, or DEA and the like.   31. I live in Southern California and its pretty damn safe here. Even the bad parts of LA, compton, watts, etc have been cleaned up. There are still some dangerous areas such as Oakland, but by and large its very safe here. The crime I see regularly is people cars being broken into. I'm not commenting on Mexico but I do know that in Los Angeles you can walk around every part by yourself at night except for a few select neighborhoods and those are very well known gang areas not something you can just stumble into.

    Why, just last week I saw 4 heads stacked in front of the local Starbucks when I stopped by for my morning latte. And it was this Tuesday, I recall, that someone dumped 65 mutilated bodies in downtown LA.

    Yup, Mexico is MUCH safer than CA. At least there they don't skin you alive, kill your family in front of you then cut off your head.
