Former Tijuana top cop says Federal Police fired at him in Ciudad Juarez

Julian Leyzaola, Tijuana's former top cop, now heads the municipal police in Ciudad Juarez. He is accusing Federal Police in Juarez of opening fire on his vehicle Monday night. — Peggy Peattie

Former Tijuana Police Chief Julian Leyzaola, no stranger to gunfire and controversy, is now is the spotlight in Ciudad Juarez, where he has been heading the municipal police force since March.

Leyzaola is accusing members of Mexico's Federal Police of opening fire on his vehicle on Monday night as he was heading to a penitentiary where a riot had claimed 17 lives.

“I don’t understand the reason for the aggression,” Leyzaola said Tuesday during a news conference in Ciudad Juarez. “Fortunately, the vehicle was armored, otherwise I wouldn’t be here.”

Hector Arcelus, the city’s secretary, said that there were 20 identified aggressors, and that the city was preparing to take legal action. According to El Diario de Juarez, “the incident showed the lack of coordination among agencies.”

On Monday, the city announced that Federal Police would be withdrawn from the city beginning in September.

It was an attempted hit on his life and those scum dirty federal police should be charged with attempted murder! If it was not a shielded vehicle he would have been killed!   5. yea right, CDS has shown they are serious about la plaza de ciudad juarez. You guys have it backwards, La Linea are the ones asking for help and support from Z. The leftover Beltran are a joke and have no real power. The reality is that CDS actually knows what they are doing, they dont always want the headlines, they are more advanced than anyone realizes. They DO have the power to take out Leyzaola if they really wanted to.

    I serious doubt, Calderon has anything to worry about (safety wise) after his presidency. For one, he will not be heading back to Sinaola to resume his life, rather he will probably relocate to the United States far out of the reach of any DTO's.

  10. The truth is no one will ever know if these feds were sided with Sinaloa or Juarez but what is clear is that this was another attempt on Leyzaola's life. If it did happen? Mexico is so corrupt it's difficult to assess who is with who. Only those who are directly involved with a specific hit or attempt really know.

He is engaged in an effort to get the Federal Police out of Juarez, so in short, he is engaged in a jurisdictional fight over who will be in charge of policing in Juarez.... he or the head of the Mexican Federal Police (Los Federales)?

For those that are unaware and pose as cheerleaders for any cartel it is clear that you are completely out of touch with the reality in Juarez, better yet all your chearleading would quicly change into a different image if you set foot in the mean streets of Ciudad Juarez: you would have your tail between your legs. It is very easy for anyone to categorically announce their support for a cartel when it is done through the internet, but for anyone to engage in the same behavior and support when in Juarez this would entail you backing up your word with some serious action and the expectation of some serious reaction. The Federal Police is split into two factions each working for their respective boss, no longer does only one cartel have a monopoly on this Federal Police Force. The two factions engaged in a fire fight outside the jail in the interests of their respective side. As part of this firefight the State and Local Police were just bystanders on the sidelines(look at the news footage and verify that Municipal Police and State Police/Policia Unica were removed from the fire fight ducking for cover). Either Layzaola with his maverick attitude decided to break the line of fire and was promptly engaged or either on orders from his crime bosses or of his own accord broke the line and was engaged by the opposing faction. Either way the battle for Juarez is not as one sided anymore because the Juarez Cartel has managed to recuperate influence over all facets of Federal State and Local authorities that it had initially lost back in 2008 when the Sinaloa Cartel went on a buying spree to secure support for its offensive into Ciudad Juarez.

  18. There has been many different things done by Sinaloa to heat up the Juarez Plaza. That is one of the primary things that makes Juarez such a sad situation. Lots of the hits in the bars are just to kill someone and start the heat buzzing. That is why I would like to see their protection pulled. Let the fight begin and end. I know who will succeed, they are home grown and will fight to the death for their turf.

    I have often wondered about the high publicity killings like the groups of teenagers. I've never understood how a gang doesn't know it's turf well enough to know if it is the enemy of innocent people it is attacking. I have wondered many times if these weren't Sinaloa games.

    One other thing that seemed unusual, the Barrio Aztecas were accused of the killing of the US Consulate employee. The funny thing was, it was reported as a Sinaloa hit and they "hired the BA" to do it. You never know who is in bed together and in what position in Mexico. About the time you think that the bloody war is fixing to happen, El Azul and El Viceroy are drinking coffee and smoking cigars.

    One last thing, the elite of Mexico do not consider the US a great place to retire, they look down on Americans and that is exactly who Calderon is. He is an elitist and he is for the very rich only. He will retire where he feels he belongs, Spain, or at least, somewhere in Europe.

If you carefully read my comment 5:53 the first thing I wrote is "For those that are unaware" meaning those that have no clue. Furthermore, it is directed at clueless cheerleaders from whichever camp. After piecing together your comments its seems that you do have some working knowledge of this confrontation being waged in Ciudad Juarez all be it a distant one, so why would you take offense at my comment if in fact you do know what's up and my comment was directed at those who don't know what's up? Second don't take offense but if you really are from Culiacan and you live the part then if you went to Ciudad Juarez you would stand out like a red tomatoe in a sea of green chiles. Trust me, people in Juarez can spot a foreigner even one from Chihuahua a mile away. So I stand by that assertion. You wouldn't have your tail between your legs but you would definitely by forced to back your words, because in Juarez there is a steady execution rate about 5 a day now down from about ten a day last year. I am aware that things in Culiacan are tough as well but that city hasn't seen a major invasion as of yet like Ciudad Juarez has lived for over 3 years. Seriously pray that your city doesn't see that because if Zetas and their allies turn the tides, Culiacan will be ground Zero for retaliation. I write this from an analytical standpoint not as a personal attack on you or your state so don't take this the wrong way because if you are in it to win it then worrying about whe information I share with the public should be the least of your concerns. I will research Don Chava as I have a vague idea on the matter but am interested in how he fits in.

  22. i know that people talk bad about leyzaola but i believe that he is trying hard to clean up juarez and his intentions are generally good. the fact that he is a publicity hound has nothing to do with his efforts or that he is making false accusations for personal gain. that would be too risky for him. i believe him when he says that it was the federales who shot at him. why? i agree with ardent. i think that there is a jurisdictional war between leyzaola and the head of the federal police on who should be in charge of policing juarez.

    i think that its a mistake to remove the federal police from juarez. when i go to juarez, it seems like they are everywhere and that they are the ones who are policing juarez, not the municipal police. the municipal police are too badly trained. i would go as far as to say that most of them are worthless.

    the sinaloa cartel cannot and will not lose this war. if they retreat, they will lose respect from all of the other cartels. and the juarez cartel will never sign a treaty. this war is too personal and only one cartel can rule the juarez plaza. so this war will probably not end for a long time and in the end, it will probably be the sinaloa cartel that will remain standing. unless they kill el chapo. that could change the dynamics of this war.

    the sinaloa cartel knows how to handle their business more professionally and know how to stay low-key as oppossed to the other more violent and ruthless cartels but as someone pointed out, it's el chapo who invaded everyone's territory and backstabbed almost every other cartel. even befriended and then backstaabbed again certain cartels. el chapo is the most hated cartel leader in mexico. he is the culprit of this huge civil war.

    personally, i hope in the end that el chapo is killed, not captured, and the juarez cartel takes over it's own plaza. the juarez cartel bears it's cities' name. that means that the sinaloa cartel should go back to sinaloa where it belongs.

  26. @7:46 You either were born yesterday or just go to Mexico because if you claim that the police situation in Juarez will eventually turn into Monterrey part 2 then you are way behind the times since police have been getting ambushed in Juarez and Chihuas for 3 years straight period. Have you forgotten about the car bomb, the multiple fedrales murdered, the municipales ambushed, the transitos killed on a traffic stop etc. Better luck next time on trying to sound knowledgable.

  27. I have been going to Juarez for many years until 2007 when I was advised by old friends there to stay away. Don't take this wrong, I have not been involved in the drug trade for 2 decades but I know people there who are. The Juarez Cartel moved out of Juarez at that time to El Paso and Chihuahua City for the most part. There is several things I want to touch on. The Municipal Police of Juarez are better trained than most places in Mexico. The State Police are even more so. The Federal Police have no investment in the people of Juarez because they are not from there. The accusations that they rape pillage, and murder are true, and wide spread.This city has always been one of the roughest cities in the world. But, you had to go to the wrong places to find trouble and that is entirely not the case today. It is just my opinion but the Federal Police seemed to be army personnel that transitioned across to federal police. I'm not so sure they are better trained to police dangerous streets. That is were all the abuse complaints come from. They are not invested in the city and they are there to get what they can from the people before they go. That is the bottom line. I also agree that Layzaola is more neutral than sided here and wants to get the crime back to the alleys where it belongs and out of the streets. Just as I believe the federal police need to go for Juarez to have a chance, I feel the same about CDS. They are not invested in the city and have the good guy image of just wanting to deal drugs and leave the people alone. They are the true perpetrators because of their invasions. The Juarez Cartel has always had a nasty reputation and a ruthless one. It probably will not change. But with only one cartel in a plaza, you know who to avoid. By no means would I cheer for a cartel but I know enough about the business that it will not be stopped and a solid cartels makes for a peaceful plaza. I want peace for Juarez. I have been accused of favoring Juarez and even accused of working for them. Neither is the case. For when the federal police to leave, and if the Juarez Cartel does regain the plaza, this could be the quickest formula for a stable Juarez. The feds have f***ed Juarez up for 4 years without success. I also want to say this, for the most part, the participants have been very civil during heated discussion on this particular topic and that is awesome. Lots of good takes and good opinions. I know what I know, but I learn from those who think differently. Keep it up. I am glad to see Juarez back on the site. It is such a step child.

    Leyzaola wants the Federales off the case in Juarez and himself in the spotlight. YES, I do think him capable of staging an event for the press in order to achieve his goals. I am not saying that he did do that, but I am saying that I think him capable of creative structuring of events, shall we say?

    I also think that Leyzaola is no saint at all, and that he finds that having shared policing with the Federales in Juarez is something he is definitely not uncomfortable with, since he himself is under strict watch as long as the Feds are still in town alongside his command.

  32. 11:42 pm if your assumption is that because Leyzaola is such a publicity hound that he staged this attack by Federal Police to further his purpose of expeditiously ousting the Fedral Forces out of Juarez, then his plan and with that your deluded explanation failed miserably because on Monday prior to the Jail fiasco all three levels of government met: Juarez, Chihuahua State, and Federal Police and discused the exit of the Feds from Juarez. That same monday it was anounced by Facundo Rosas head of the Fed Police that in fact this would be the case, starting september the federal police would be leaving Juarez. In response to the Monday night scandal were you alledge that Leyzaola staged his attack to advance his control of Juarez streets without the watchful eye of the Feds, on Wednesday Fransisco Blake Mora head of SEGOB indicated contradicted the Federal Plice Chiefs stance and stated that the Federal police would remain in Juarez indefinitely until such time when in fact the Local authorities could exhibit the level of competence necessary to maintain criminal index levels to a minimal level. SEGOB trumps Fedreal Police. It is like the Attorney General head of the Justice Department telling the head of the FBI what to do. Your cleverly devised explanation for this atack on Leyzaola while creative is without merit, not based in reality, and comletely out of touch with the actuality of things going down in Juarez.     Call my scepticism about officials' statements in Chihuahua a 'deluded explanation', will you? Personally I think that after all these years of watching how Mexican government officials have handled crime (and been handled by crime there) one would have to be a lunatic to take anything that is said or done by them straight out at face value would be the height of lunacy. That includes thinking that somehow Leyzaola is some sort of saintly new player in this game they have seemingly all been playing for seemingly always.

    We shall see...? I think it is the fan club of Leyzaola that is 'out of touch' with reality though. I merely conjectured that Leyzaola might have staged an event so that it might rebound to his advantage. Something certainly done many times before in both Mexican and US politics by many many public officials.     I ain't talking shit I hate Zetas im stating the obvious when CDG had Zetas working for them they bashed on Sinaloa and La Familia but when they were getting man handled by their own enforcers they quickly jumped on Sinaloas and Michoacans dick tell me it ain't true LFM sent around 100 gunmen to CDG turf to help stop the Zetas and Sinaloa sent GN to reynosa but did very little to help its all facts and there's proof of this. CDG are very two faced, Sinaloa are very greedy, and Michoacan cartels are creepy strange robin hood type killers.

  40. Latest on the Big Split.... Apparently the Calderon Administration is not as high on Leyzaola Thought as many of his BB fan club members seem to be... But then the final act in this 'drama' has yet to be played out.

    CIUDAD JUAREZ, Mexico (AP) — Mexico's federal government has suspended aid for a police-training program in the violence-wracked border city of Ciudad Juarez, saying authorities there haven't followed reporting rules and have trained few police.

    Mexico's National Public Safety System says it has suspended 57 million pesos ($4.85 million) in aid scheduled to be delivered this year, because the city has done little to actually train local police.

    It said Thursday that from 2008 to 2010 the city trained only about 6 percent of its police force, and none of its commanding officers.
    "It is unfortunate that the federal government is not showing solidarity with Ciudad Juarez in the serious problem of insecurity," city clerk Hector Arceluz Perez told a Thursday hearing.

    The announcement comes amid rising tensions between local and federal authorities, after federal police shot at a vehicle carrying Ciudad Juarez police chief Julian Leyzaola.

    Arceluz said the city has opened a formal complaint against the federal police officers, accusing them of attempted murder.

  41. Interesting information ardent. Always providing us with interesting posts. I need a lil' more time to figure out leyzaola. He has a tampered past but as long as the homicide rate in juarez stays lower than usual, then i'm on his side. Who cares how he does it. When he first entered juarez, he cleaned up the police force. The homicide rate dropped to 4 a day within a few months. He speaks like a man with a good strategy and he's already been the victim of two assassination attemps. This man has balls and a purpose. But i'm so used to believing that every powerful mexican is bad.

    I've always seen that the local police, the federal police and the mexican military are all unproperly trained. But the FP's hold themselves with more respectability and confidence.
    When i go to juarez, it's the local police that always mess with me.

    The key accomplishment to leyzaola's strategy is to make juarez a safe city. But what will determine his character is if he can clean up juarez's police force and train them properly. To train them properly, he has to teach them first morality. How do you teach morality to a bunch of fools? If leyzaola is a real leader, it will eventually reflect on his police force. And so far from what i've seen, it's the federal police (good or bad) who seem to have their shit together. And that is not really saying much.

    If the federal government suddenly decides to suspend aid to a city, something is very wrong. I really hope that leyzaola is not swindling money.

    The solution is to remove the federal police and then let leyzaola take full control and prove himself and then he can be held with complete liability in the end. But how can he do this without any help from the government?

    The mexican government is the biggest cartel in mexico. Their own tainted history makes them suspect as well. So only time will tell. A leopard never changes it's spots and time always reveals the truth.

    But right now, i'm rooting for julian leyzaola. This man is risking his life for the sake of the people and the city of juarez. Ego included...
